PERFORMANCE WORK STATEMENT (PWS)

Defense Forensic Science Center

Laboratory Accreditation Maintenance

Part 1

General Information

1. GENERAL: This is a non-personnel services contract to provide forensic laboratory accreditation for the Defense Forensic Science Center (DFSC), which includes the US Army Criminal Investigation Laboratory (USACIL). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the needed services defined in this Performance Work Statement, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Defense Forensic Science Center, comprised of the USACIL, is the only full-service forensic laboratory in the Department of Defense (DOD). It provides forensic services for criminal investigations within DOD and is on the forefront of battlefield forensics. The USACIL has been accredited for forensic laboratory work since 1985 and the scope of accreditation was expanded in 2016. The DFSC is currently accredited in the forensic disciplines of Forensic Biology (DNA), DNA Databasing (CODIS), Digital Evidence and Document Examination, Firearms and Toolmarks, Fire Debris and Explosives, Latent Prints (including Footwear and Tire impressions), Seized Drugs, and Materials/Trace Evidence. The DFSC has over 300 full-time staff, which includes approximately

200 examiners/technicians, at the parent laboratory facility at Gillem Enclave and a variable number of mobile laboratories stationed throughout the world.

The current standard for accreditation is the ISO/IEC 17025 General requirements for the competence of testing and calibration laboratories. This objective standard has been accepted by laboratories and manufacturing industries and has since been adapted for forensic laboratories through the addition of amplification documents (specific to the accrediting body) which specify requirements for forensic testing laboratories. Accreditation is a critical requirement for all forensic laboratories and is listed as one of the key recommendations for improving the state of forensic science in the National Academy of Sciences Report Strengthening Forensic Science in the United States: A Path Forward (2009).

Accreditation to the ISO/IEC 17025 standard provides independent, third-party objective evidence of compliance and international recognition of the quality of the forensic services provided by the DFSC. Additionally, accreditation to the Federal Bureau of Investigation’s (FBI) Quality Assurance Standards (QAS) for Forensic DNA Testing and DNA Databasing Laboratories is mandatory for submission and access to the national Combined DNA Identification System (CODIS) and other related databases.

1.3 Objectives:

Perform an assessment of the DFSC’s compliance to ISO/IEC 17025 and other applicable, forensic-related amplification document(s)

Provide an assessment report, to include any findings Assess remedial actions taken by the DFSC to address any findings Accredit the DFSC if the assessment (and any necessary remedial actions) demonstrates compliance with accreditation requirements.

Monitor the DFSC’s conformance during the terms of accreditation via both site visits and off-site “desk audits” Provide a certificate of accreditation that will demonstrate that the DFSC management system meets the recognized international standards for forensic laboratories

1.4 Scope: The forensic laboratory accreditation provided will be for the DFSC. The accreditation tasks outlined in this PWS must be completed in accordance with the following standards:

ISO/IEC 17025 International Standard (General requirements for the competence of testing and calibration laboratories)

ISO/IEC 17043 International Standard (Conformity assessment – General requirements for proficiency testing)

ILAC G-19: Modules in a Forensic Science Process FBI Quality Assurance Standards for Forensic DNA Testing Laboratories FBI Quality Assurance Standards for DNA Databasing Laboratories Memorandum of Understanding Between the Federal Bureau of Investigation, Laboratory Division and

U.S. Army Criminal Investigation Command, Defense Forensic Science Center for Participation in the Quality Assurance Standards (QAS) Audits of Deployed and/or Mobile DNA Laboratories which outlines the following requirements:

• Private interviews shall be conducted via telephone or video conferencing with at least two DNA analysts at each DFSC laboratory facility. Compliance verified through review of photographs shall be noted as such in the audit document.

1.5 Period of Performance: The period of performance shall be for one (1) Base Year of 12 months plus up to three

(3) option years.

23 April 2024 – 22 April 2025 Base Year: Surveillance (“Desk audit”) (1st Quarter, FY 2021) 23 April 2025 – 22 April 2026 Option Year 1: On-site assessment (1st Quarter, FY 2022) 23 April 2026 – 22 April 2027 Option Year 2: Surveillance (“Desk audit”) (1st Quarter, FY 2023) 23 April 2027 – 22 April 2028 Option Year 3: Reaccreditation (1st Quarter, FY 2024)
