SOURCES SOUGHT NOTICE FOR
Cyber Capability Development Integration Directorate, Multiple Award Indefinite Delivery Indefinite Quantity Support Services for the
Army Futures Command, Future Concepts Center
AMENDMENT #1: See attachment #4 for list of Incumbent contractors.
INTRODUCTION
The Mission and Installation Command (MICC) – Fort Eustis is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for the U.S.
Army Cyber Capability Development Integration Directorate, Future Concepts Center, Army Futures Command. The intention is to procure these services on a competitive basis under a Firm Fixed-Price Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contract with a five-year ordering period.
A traditional Industry Day will not be held due to the COVID-19 outbreak. However, the information that would have been presented at the Industry Day has been included with this notice (Attachment 1). This information includes presentation slides from this contracting office and the requiring activity. The Government will also accept questions pertaining to this requirement and provide written responses in order to maintain transparent dialogue similar to which would have occurred at a traditional Industry Day.
A list of contractors and contractor personnel that responded to, provided input, and submitted questions to this notice will be provided after the due date identified in this notice. This is intended to mimic providing the sign-in sheet from the Industry Day for interested parties to contact potential teaming partners. If you do not want your company name and information shared, please state so in your response.
Interested parties are highly encouraged to ‘Follow’ this action on BetaSAM in order to receive updates to this notice.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET
RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL
BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND
OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
PLACE OF PERFORMANCE
The specific place of performance shall be specified in each task order. Primary places of performance are the US Army Cyber Center of Excellence (CoE), Fort Gordon, Georgia, specified Government facilities, and contractor's facilities.

PROGRAM BACKGROUND
On behalf of the Force Proponent for Signal/Communications, Cyberspace Operations, Electronic Warfare, and Operations in the Information Environment (OIE), the Cyber Capability Development Integration Directorate (CDID) leads persistent modernization and integration of Information Related Capabilities and Formations to provide current and future warfighters DOTMLPF solutions needed to dominate today and into the future. The Army’s modernization enterprise is undergoing rapid change. This is most evident for capabilities operating in and through the Cyberspace domain and Operations in the Information Environment. Over the past several years the Cyber CDID has continually evolved to meet new operational demands. Transforming from the Signal CDID to include the new mission areas of Cyberspace Operations, Electronic Warfare, and Information Operations while adopting new paradigms in warfighting including multi-domain operations the now Cyber CDID must reconsider its approach to contract support. Currently the Cyber CDID maintains five independent contract vehicles each supporting individual directorates. This approach does not provide agility, flexibility, surge capacity, or integrated coordination needed to support the evolving mission of modernizing capabilities for Army Futures Command while managing existing solutions for the Army Training and Doctrine Command. To this end Cyber CDID is pursuing the Multiple Award Indefinite Delivery/Indefinite Quantity contract described in this sources sought notification and associated documentation.
ELIGIBILITY
The contemplated NAICS code for this requirement is 541330, Engineering Services with a Small Business Size Standard of $16.5 million. The contemplated Product
Service Code is R425, Engineering and Technical Services. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size and socio-economic size status, as applicable, in their capabilities statement as requested in this notice.
REQUIRED CAPABILITIES
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Capability Modernization as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property and services.
The contractor shall perform to the standards in the IDIQ PWS (Attachment 2), attached to this announcement. DISCLAIMER: IDIQ PWS IS ONLY A DRAFT AND MAY
EXPERIENCE UPDATES DURING THE DEVELOPMENT OF THE REQUIREMENT.
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) Organization name, address, CAGE code, DUNS, POC email address, Web site address, telephone number, and size and type of ownership for the organization.
2) Tailored capability statements addressing the questions and requests provided below, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
3) Whether your company is interested in competing for this requirement as a prime contractor or not (identify subcontracting, joint ventures, or team arrangement that will be pursued, if any).
If interested as proposing as a small-business prime, please also provide the following information:
1) Identify what percentage of work will be performed by the small business prime contractor and all similarly situated entity subcontractors (Note: In accordance with FAR 52.219-14 Limitations on Subcontracting (DEVIATION 2020-O0008) “Similarly situated entity” means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award and that is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform. An example of a similarly situated entity is a first-tier subcontractor that is a HUBZone small business concern for a HUBZone set-aside).
2) Identify type(s)/ certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) of the proposed subcontractors.
The Government will assess submitted information to ascertain potential market capacity to:
1) Provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated.
2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
3) Implement a successful program management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance, hiring and retention of key personnel; risk mitigation; and day-to-day management.
4) Provide services under a performance based service acquisition contract.
Interested parties are requested to submit a capabilities statement of no more than ten
(10) pages in length in Times New Roman font of not less than 10 size font. The deadline for response to this request is no later than 10 am EST May 1, 2020. All responses under this Sources Sought Notice must be emailed to:

This documentation must address at a minimum the following items:
1.) What is your primary Business Focus?
2.) What type of work has your company/team performed in the past in support of the same or similar requirement? Please provide examples considering each task area. Specify whether support has been provided as a prime contractor or a subcontractor.
3.) Can or has your company managed a task of this nature and size? Has your company managed an IDIQ? Single or multiple? Please provide details.
4.) What specific technical skills does your company/team possess which ensures capability to perform each task area? Please provide examples for Tactical and Enterprise Signal Operations, Cyberspace Operations, Electronic Warfare, and Operations in the Information Environment.
5.) What experience does your company/team have supporting the Defense Acquisition System (DAS) with focus on requirements generation
6.) What experience does your company/team have conducting Developmental Operations; specifically related to Military capabilities?
7.) Can or has your company managed a team of subcontractors before? If so, provide details.
8.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history (last 5 years), line of credit, and office locations.
9.) Does your company currently hold a Top Secret Facility clearance?
10.) Personnel require specific security clearances depending on the required support. Clearances are detailed in the PWS. 11.) Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
12.) Recommendations to improve the approach/specifications/draft PWS to acquiring the identified services.
13.) Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466- 2269, if you believe that this action is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the BetaSAM notice. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
Upon assessment of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal and issue necessary notifications in accordance with FAR 10.001.
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
No phone calls will be accepted.
All questions must be submitted to the individuals identified above in the template provided at Attachment 3. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
