About this file

This document is a Memorandum for Record justifying a sole source procurement for Tennessee Title V air quality permit fees for Fort Campbell. The Mission and Installation Contracting Command is seeking a $20,709.94 fixed-price purchase order from the Tennessee Department of Environment & Conservation for an annual air quality permit, with a delivery date of 15 March 2025. The justification emphasizes that only the State of Tennessee can issue these permits, and without them, Fort Campbell would be unable to operate critical infrastructure including generators, boilers, emergency systems, spray booths, and other permitted sources, risking potential notices of violation and monetary penalties. The procurement is being made under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, with market research confirming no alternative sources exist for this specific regulatory requirement.
