Mattress Recycle Solicitation Questions W91248-23-Q-0003

1. What is the expected turnaround time for mattress pick-up and recycling after a call is placed. Additionally, will this be a centralized or decentralized BPA, as in will I be dealing directly with the contracting office or your customers?

· Under the previous agreement, the time from picking up old mattresses to Receiving Certificate issue is normally 5-7 days. The contractor shall submit invoice upon submission of certificate.

· The DPW Contracting Officer’s Representative (COR) will work directly with the Contractor regarding trailer delivery and trailer pick up. Any issues with a BPA Call or the agreement should be discussed with the COR and notify the contracting officer. Any administrative issues should be directed to the contracting office.

· The trailer will be loaded with the old mattresses by the Government.

· Contractor is expected to fill request for trailer/pickup within 4 days.

· Payment is submitted by the contractor through WAWF and approved by the COR. He approves the transaction for payment once he receives the invoices and Certificates of Recycle.

2. Will multiple vendors be considered for this BPA?

· The contracting office will award one agreement to one single vendor.

3. What is the average call frequency for this requirement. (I.E: Once a month, twice a month, etc.).

· The number of times the contractor will be called varies depending on barracks maintenance, requirements, and fair wear and tear. We have been averaging approximately 1,500 mattresses for recycle per year.

· It varies based on demand, average three times a quarter, but not guaranteed.

4. What is the average volume of mattresses per call placed (I.E: 20/call, 30/call, 100/call)?

· Normal trailer load is around 200 mattresses. For instance, we are currently working the 3rd mattress haul in the last month. It varies as stated above.

5. Does the customer have a preferred enclosed trailer size?

· Our preference (but not required) is a 55-foot ENCLOSED trailer to maximize the number of mattresses we can dispose of at one time.

6. Are there any specs on the above items?

· Trailer MUST be enclosed.

7. What size mattress will require recycling?

· The mattresses are single bed type. (38in W x 80in L x 9in D)

8. What was the quantity per year on the old BPA?

· 1,500 mattresses per year, average

9. Is there a specific recycling center the mattresses have to be delivered to?

· There is not a specific recycling center that the contractor must use. However, the recycling center must provide a Certificate of Destruction and Recycling for each load of mattresses that are delivered.

· Also, the mattress recycle center must be located within the Continental USA

10. Will all the mattresses be in a central location, or will the mattresses need to be retrieved from multiple buildings?

· Mattresses will be in a central location, generally the warehouse.

· However, at times, the COR may determine that there is a single point of collection vicinity at one of the barracks.
