Pumper Fire Truck Refurbish
1. CONTRACTING AGENCY: Mission Installation Contracting Command (MICC) – Fort Campbell, KY 42223
2. DESCRIPTION OF ACTION: This is a procurement for supplies utilizing FY15 OMA funds. The resulting contract will be Firm Fixed Priced for an estimated amount of $300,000.00. This is a onetime remanufacture for DES, Fort Campbell, KY.
3. DESCRIPTION OF SUPPLIES/SERVICES: The requirement is for be remanufactured, upgraded and modified is an E-ONE Hurricane Pumper Fire Truck for Fire & Emergency Services, Directorate of Emergency Services (DES), Fort Campbell, KY.
4. AUTHORITY CITED: This action is authorized under provisions of the authority of the test program for commercial items, IAW FAR 13.501(a)(1)(ii), pursuant to the authority of Section 4202 of the Clinger Cohen Act of 1996 as codified at 10 USC 2304 (g)(1)(b) and 41 USC Sec 427(f)(2,. as implemented by FAR 13.501(a)(1), Sole Source (including brand name) acquisitions.
5. REASON FOR AUTHORITY CITED:
a. Back ground: Fort Campbell, KY Fire Department’s E-One Hurricane Pumper Truck has the need to be remanufactured. The truck has become outdated and is in need of refurbishment. The refurbishment will bring the truck to “like new” condition. Further, the truck will be brought into compliance with NFPA safety standards.
b. Alternatives: An alternative to completing the remanufacturing process is the procurement of a new truck. The dollar value for such a procurement is estimated to be $1.4 million dollars. Due to existing funding constraints, this option is not feasible.
c. Justification: E-One is the original manufacturer of the E-ONE Hurricane Pumper Fire Truck. E-One authorized dealers are able to get the parts but due to the scope and complexity of the remanufacturing, upgrading, and modification, the authorized E-One dealers do not have the capabilities to complete the task to current NFPA 1901, Standards for Automotive Fire Apparatus. The remanufacturing will completely disassemble the apparatus to the frame. The chassis frame and cross members will then be evaluated and modified. The remanufacturing will bring the Aerial Structural Fire Truck to meet current Original Equipment Manufactory (OEM) standards. The frame was designed by E-One for this apparatus and has a life time warranty; therefore, the remanufacturing must be accomplished by E-One to avert voiding the warranty.
d. Prior Acquisitions:
W91248-14-P-0124, refurbishment of E-One truck with similar scope procured on a sole source basis to E-One, total contract value, $466,019.00.
W91249-13-P-0088, refurbishment of E-One truck with similar scope procured on a sole source basis to E-One, total contract value, $464,694.00.
W91249-14-P-0043, refurbishment of E-One truck with similar scope procured on a sole source basis to E-One, total contract value, $ 417,436.00.
e. Impact: Failure to remanufacture the E-ONE Hurricane Pumper Fire Truck will cause loss of ability to respond to emergencies that could cause loss of life. If the truck is not remanufactured it will impact our mission by decreasing our ability to provide fire protection with the proper amount of fire fighting agent needed to meet the minimum requirement set forth by the DODI 6055.6, AR 420-1 Chapter 25, and NFPA 403.
6. EFFORTS TO OBTAIN COMPETITION: A Sources Sought Synopsis was posted on 28 May 2014. One interested party, Renewed Performance Company, Inc, indicated capability to complete the remanufacturing process. However, in their warranty documentation, E-One maintains that Repair and replacement must be approved by E-ONE Customer Service Department. Repair and replacement must be made by a facility approved in advance by E-ONE. Failure to obtain either or both of the advances approvals voids the factory warranty. The company was not able to provide the requisite documentation. The vendor was advised the Government would compete this requirement in the future in the event they obtained the necessary documentation to complete the work without voiding the warranty.
7. ACTIONS TO INCREASE COMPETITION: See paragraph 6, "Efforts to Obtain Competition."
8. MARKET RESEARCH: In May 2015, market research was conducted to determine what sources were available to refurbish the E-ONE Hurricane Pumper Fire Truck. The manufacturer, E-One, indicated that the authorized dealers are able to get the parts required for the remanufacturing, but due to the scope and complexity of the remanufacturing only the manufacturer is able to bring the pumper to meet OEM standards.
9. INTERESTED SOURCES: While an interested source exists as identified in bullet 7, the only known capable source for this requirement is E-One, Inc.
