(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. ADDENDUM 52.212-2 EVALUATION -- COMMERCIAL ITEMS.
1. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, past performance, and other factors considered. Quoters are encouraged to present their best proposal and prices in their initial quote submission. The Government intends to award without discussions.
2. Price. Overall price will be evaluated.
(i) The Quoter must submit a proposed job price amount for the line item listed in the solicitation.
(ii) The Quoter shall ensure the job price is represented in two decimal positions only (example: $0.27, NOT $0.27434)
(iii) Quotes submitted must clearly identify the corresponding line item for each item priced as well as each item's unit price and quantity. A total price of all items shall also be included.

General Information
1.1. This is a non-personal services contract to provide catered meals, to the unit during their Active-Duty Training (AT) Event. The Government shall not exercise any supervision or control over the contract providers providing the requirement herein. Such contract providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The mission will be conducted at Tobyhanna Army Depot Coolbaugh Township, PA 18466.
1.2. Scope: The Contractor shall provide meals to those Soldiers on the unit listing, which will be provided to the Contractor with at least two hours prior of delivering the meals to the unit. The approximate number of meals are documented SOW 5.1.
1.3. The Period of performance shall be from 04 August 2024 to 17 August 2024.
1.4. General Information: The Contractor will be provided with a DFAC (bldg. 1E), water, and power. The contractor will be provided with a government DFAC (bldg. 1E) to cook and provide meal services [if they choose to cook on-site], or the contractor can deliver the meals already cooked and serve them from the provided government DFAC during the entire rotation 04 August 2024 to 17 August 2024 [if they prefer off-site preparation]. The contractor must provide and be ready to serve breakfast NLT 0600 and dinner NLT 1700 inside Building 1A according to military guidelines. The last dinner meal served on the 17 of August will be served from NLT 1630 inside building 1A according to military guidelines. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, material, supervision, other items, and non-personal services necessary to perform the tasks as defined in this Statement of Work except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract.
1.5. Type of Contract: The Government will award a Firm Fixed Price contract.
1.6. If you are asked to perform additional work or make changes not specified in this contract, do not perform the work but notify the Contracting Officer and Contract Specialist immediately. No changes or deviations to the contract may be made unless issued by a warranted Contracting Officer. Representatives of the using activity have NO authority to make or direct changes to the work being done.
1.7. Billing Payment: The unit will not be responsible for special meals or drinks ordered outside the provided menu at an extra expense.

4.1 General: The Contractor shall provide catered meal services IAW the specifications as listed in Part 5. The Contractor shall also furnish all supplies, equipment, and services required to perform work under this contract.
4.2 Cleaning of Cooking Equipment: The contractor is responsible for thoroughly cleaning all cooking ware used during the service period.
4.3 Waste Management: The contractor must dispose of all trash generated, including kitchen waste and any other refuse accumulated during service.
4.4 Dining Facility Maintenance: If the contractor utilizes the dining facility, they must clean and restore the area to its original condition post-use.
PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1 The Contractor shall provide 75 complete breakfast meals and 75 complete dinner meals.
5.2. Per Diem Rate: The current GSA for Per diem rate for Meals and Incidentals in Tobyhanna Army Depot, PA is $59.00. Any quotes received must be equal to or less than the per diem rate for breakfast per person $9, for lunch per person (MREs will be provided for lunch), and for dinner per person $17 to be considered for award. The Government reserves the right to conduct an onsite inspection or request recent photographs of all quoted properties.
5.3. MENU PLANNING AND POSTING: The contractor shall coordinate meal planning and DFAC hours of operations with unit representative and use applicable regulation, if available. The contractor shall provide daily menus to the unit representative. The contractor shall follow their own approved installation menu when planning and preparing all meals.
5.4. Progressive Food Preparation: Progressive prepare food items to yield optimum freshness, flavor, color, and texture.
5.5 The Contractor shall provide all personnel, equipment, supplies, transportation, tools, material, supervision, other items, and non-personal services necessary to perform the tasks as defined in this Statement of Work except for those items specified as Government furnished property and services.
5.6 The contractor must provide and be ready to serve breakfast NLT 0600 and dinner NLT 1700 inside Building 1E according to military guidelines.
5.7 The last dinner meal on the 16 of August will be served from NLT 1630 inside building 1E according to military guidelines.
5.8. DFAC hours of operation: Meals will be no more than 15 minutes prior to each assigned time by the unit representative and no more than 10 minutes over the assigned time. The contractor will provide all meals, tableware, utensils, beverages, and condiments as necessary to ensure Soldier will have enough available throughout the meal.
