QUESTIONS AND ANSWERS

Number Solicitation

Reference Industry Question U.S. Government's Answer

1 Page 28 and P. 3- 22; 2.1.11.1 Key Personnel and Section B - Supplies or Services and Prices

Section 2.1.11.1.1 states that the Project Manager is a key personnel on this contract. However, the Section B CLINS on pages 3-22 do not have a CLIN for the Project Manager. Please provide guidance on how to build in the PM hours.

The Project Manager serves as central point of contact that has full authority to act for the contractor on all contract matters relating to delay operation of the contract, i.e. a liason for contracting agency to the government in order to manage the multiple and unique CLINs and the personnel performing services.

Pricing in the CLINS must be inclusive of all management or resources to perform all functions, apportioned in the appropriate

CLIN.

2 Page 30; 2.2.1.2 Musician

Requirement states that musicians “shall have at least one year of chapel worship services experience and a minimum of two written references indicating performance of worship music services.”

We request that the written reference requirement be waived for any incumbent musicians proposed.

See updated revisions PWS section 2.2.1.2.

References are removed.

3 Page 60; RFP 7.3 Technical Exhibit 1 Allocation of Musicians

The total numbers of sessions does not add up correctly with Section B. Example:

Expected Number of Regular Sessions should equal 520 (10*52) but only equals 468 (9*52). This is true for regular and special sessions, and regular and special rehearsals. Since Section B requires that pricing be done per job for musicians – CLINs 1 – 4 for each period, the number of sessions will affect the price. Please amend the table and/or Section B to match.

a) Expected Number of Regulars Services currently for 12-month period is 468. Two current chapel services do not require musicians, but changes in capabilities may require additional musicians. If those additional services maintain the same average as other services, there is a potential increased need for 104. b) Expected # of Regular Rehearsals for 12-month period is 504.

4 Pg. 101; L.B.a Proposal Format Tab A

This requirement states that Tab A Technical Capability should not exceed 25 pages. Please confirm that cover, TOC, resumes, and references are excluded from this limit.

Cover, table of contents, resumes, and references are excluded from the 25 page limit.

5 P. 101; L.C.

Proposal Content Tab A Technical Capability

This requirement states “The Technical Capability submission shall be prepared using Microsoft Word format…”.

However, B.a Proposal Format on page 101 states “All submitted documents should be in Microsoft Excel (unprotected), and/or Microsoft Word, and/or Adobe format.” We plan to submit our Technical volume in PDF format.

Please confirm that this is acceptable.

Tab A: Technical Capability can be submitted in either Microsoft Word or Adobe format.

6 Musician Qualifications

Does the requirement for "documentation that indicates or demonstrates" include submitting resumes and reference letters for the musicians, or are there specific forms or formats preferred?

Resumes or qualifications provided in Microsoft word of Adobe format are acceptable documentation to indicate qualification and experience.

7 Exhibit 1, Paragraph 7.3

Does Exhibit 1 provide a comprehensive overview of the sessions required annually, or should we expect additional details or sessions not covered in the exhibit?

Exhibit 1 is an estimated allocation based upon current and historical needs.

Various factors may adjust these numbers slightly.

8 Incumbents Are there any current incumbents for this contract, and if so, could you provide the contract number?

Current incumbent is Veritas Management Group under contract W9124720P0074

9 Musicians Quantity

The solicitation mentions 4 musicians, but it is indicated that the requirement is for between 8-11 musicians. Could you please clarify the exact number of musicians required?

1.2.1 notes 8-11 Musicians. The span provides flexibility as religious service needs change with changing population.

Technical Exhibit currently shows 7 musicians (1 for Catholic Services and 6 for Protestant services)

10 Youth Ministry Coordinators (CLIN 0005)

Is CLIN 0005 for "Youth Ministry Coordinators" intended to cover more than one coordinator position?

The requirement is for 2x Youth Ministry Coordinators, 1x for Protestant Youth Ministry Coordinator, and 1x for Catholic Youth Ministry Coordinator. Requirement updated in PWS 1.2.1.

11 Weekly Hours for Coordinators

Could you provide information on the expected number of hours per week for the Youth Ministry Coordinators, Protestant REC, Catholic REC, and confirm if the Catholic CPAC position is indeed a full-time role?

CPAC is a full-time position; Youth Ministry estimate is 1200 hours annually per contractor; Religious Education Coordinator estimate is 1200 hours annually per contractor.

12 Government Property for Coordinators

Will the coordinators (Youth Ministry Coordinators, Protestant REC, Catholic

REC)

be assigned any government property such as laptops, internet access, etc.?

Contract does not provide government property. The chapels do not have wireless internet.

The following have been modified:
