The purpose for this amendment is to provide an update to the PWS. Please reference updated PWS line 1.6.7. ABNSOTD does not have the equipment and internal capability to execute Vertical Wind Tunnel training, therefore, the services must be contracted out. The facility must be w ithin reasonable distance (30 miles) and can be reserved for use on an exclusive basis, w ith on-site free-fall coaches. Any training not conducted during normal duty hours must be w ithin the ABNSOTD training schedule and coordinated w ith the vendor. Normal duty hours are defined as 8:00am to 5:00pm, Eastern Standard Time (EST).

Wind Tunnel Rental/Training United States Army Operational Test Command
Part 1
General Information
1. GENERAL: This is a non-personal services contract to provide hourly rental of a Vertical Wind Tunnel (VWT) facility and VWT instructor training of USAOTC/ABNSOTD free fall jumpers and mission partners. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and other items and non-personal services necessary to perform training/coaching of military free fall jumpers and provide a VWT facility as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background: Use of the VWT allows test parachutists to training on procedures in a controlled environment prior to using those procedures in actual skydiving. Wind tunnel training is critical to the USAOTC Airborne and Special Operations Directorate (ABNSOTD) test parachutist program and is one of the safest ways to train Military Free Fall (MFF) jumpers. The vertical wind tunnel allows coaches to work with jumpers and fine tune their air skills and body position. This allows the jumpers to “fly” for an extended period of time. Wind tunnel training also allows ABNSOTD to prepare its MFF jumpers for MFF School. It is a vital tool that greatly enhances the ABNSOTD MFF program.
1.3 Objectives: The major objective of this requirement is for the vendor to provide a facility and training expertise to allow ABNSOTD’s MFF jumpers to prepare for test parachutist events, develop and maintain MFF skills, and prepare for MFF school.
1.4 Scope: The Contractor shall provide a VWT training facility with personnel responsible for controlling the VWT equipment. The Contractor shall provide an instructor to coach and train MFF jumpers as required. The contractor shall provide VWT training for ABNSOTD military/authorized DoD personnel and static line or MFF personnel only.
1.5 Period of Performance: The period of performance shall be for a two-year period.
1.6 General Information
1.6.1 Hours of Operation: The Government will coordinate directly with the Contractor for VWT facility and/or trainer availability.
1.6.2 Place of Performance: The work to be performed under this contract will be performed at the Contractor’s VWT facility.
1.6.3 Type of Contract: The Government will award an IDIQ FFP type contract.
1.6.4. General Training Requirements: The Contractor is responsible for hiring qualified personnel with required certifications in performance of this contract.
1.6.4.1. iWATCH Antiterrorism Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 05 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days. The contractor shall have an identified certified Level II OPSEC coordinator per AR 530-1.
1.6.4.2 OPSEC Training. Per AR 530-1 Operations Security, the contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. 1.6.5. Safety. Contractor and associated sub-contractors shall provide a safe and healthful work environment for their employees as prescribed in FAR 52.236-13, 29 CFR Part 1910, pertinent provisions local regulations, policies, and SOPS. They shall safeguard public and Government personnel, property, and equipment, and avoid interruption of Government operations. The Contractor will report accidents or losses to the Contracting Officer as Specified in relevant regulations and standards. Whenever the Contractor becomes aware of serious or imminent danger to Government, civilian or Contractor personnel, the Contractor shall take immediate corrective action.
1.6.6. Contracting Officer Representative (COR): The (COR) will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:
perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
1.6.7. Mission Capability: ABNSOTD does not have the equipment and internal capability to execute Vertical Wind Tunnel training, therefore, the services must be contracted out. The facility must be within reasonable distance (30 miles) and can be reserved for use on an exclusive basis, with on-site free-fall coaches. 2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1 General: The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this PWS.
4.2. Equipment: The Contractor shall provide helmets, jump suits, goggles, and footwear for VWT training if needed.

SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services. The contractor shall provide services for VWT training and operations.
5.2. VWT Operations. The Contractor shall provide a wind tunnel operator that is responsible for controlling the speed of the wind tunnel. The contractor shall ensure that helmets, jump suits, goggles, and footwear are available during VWT operations if required. The Government estimates that they will use 65 hours of VWT time per year.
The Government will coordinate hours of VWT availability directly with the Contractor. During the times of Government use, the VWT use will be restricted to authorized Government personnel only.
5.3. VWT Training. The Contractor shall provide instructor training to MFF personnel. The Government estimates that they will use 12 hours of instructor training per year.
1. 5.4. Service Contract Reporting (SCR): The Contractor shall report all Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Department of the Army via a secure data collection site. The Contractor shall completely fill in all required data fields using the following web address: https://sam.gov/SAM/, then select “Entity Registrations”, and then select “Service Contract Reporting (SCR)”. Reporting inputs shall be for the labor executed during the period of performance during each Government FY, which runs from October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources Ribbon on the bottom of the login page of the applicable SCR website at https://sam.gov/SAM/. As part of the submission, the Contractor shall also provide the estimated total cost (if any) incurred to comply with reporting requirement.
