Question/Comment (one per line)

Government Response/ Disposition

1 SF1449 / PWS Can we get a due date extension so we can get the best rates on our equipment rental cost. Equipment rates are much higher due to the fule shortage. Our vendor said if we waited one week the cost will return to normal, but they can't quote the regular rates until the fule prices return to normal rate which should be early next week. Currently we looking at a 35% increase in equipment cost if we need to bid this week. since cost is a factor, this would be helpful to both parties.

Yes, the Government will extend the response date to 31 May 2021 at 10:00 AM. Please see Amendment 0001.

2 What would be a rough estimate of number of buildings cleaned per year?

The Government anticipates to issue Demand Maintenance Orders (DMO's) to pressure wash approximately 125 buildings per year (approximately 5% of the facilities listed in TE #3).

Please see the revised PWS paragraph 5.1.1.

3 On the Tier 1 work orders with the 2 hr response, does that mean we have to be on base within 2 hr or heading towards the base in 2hours?

The Contractor shall acknowledge receipt of the DMO within 2 hours. See updated PWS paragraphs 5.4.1.1, 5.4.1.2, and

5.4.1.3 for clarification of the phrase "respond."

4 How did you determine the 377,000 SF of cleaning area: Length by width of building or actual wall surface area?

Reason im asking is: their a difference in your SF calculation between a 1 story, 3 story, or the 12 story building if they were the same length by width base.

Once a DMO is issued, the Contractor and COR will inspect the site together and determine the exact square footage to be serviced.

5 What is the anticipate amount of SF to be cleaned a year?

In accordance with contract CLINs 0001, 1001, 2001, 3001, and 4001, the Government estimates the Contractor to service 377,000 square feet per year

Question/Comment (one per line)

Government Response/ Disposition

6 Will the government assign a certain number of building to do per year and allow the contractor to complete within specified time frames or is it all demand work orders?

All work will be assigned as needed via DMOs in accordance with PWS paragraph 5.4.

7 PWS General Can you provide the square footage of each building/structure?

The Government does not have this information; however, the entire square footage of each building will not be washed in each DMO. Often times only a portion of a building will be required to be pressure washed. The exact area to be washed will be specified when the DMO is issued and the Contractor and COR inspect the site together.

8 PWS General Who is responsible for determining the square footage of each building/structure?

Once a DMO is issued, the Contractor and COR will inspect the site together and determine the exact square footage to be cleaned. Some DMOs will only require pressure washing to a portion of a facility.

9 PWS General How many DMO's will be issued per year involving High Security Facilities?

The Government does not have this information. Historically, fewer than 10 DMOs were issued per year to High Security Facilities.

10 PWS General How many DMO's will be issued per year involving two-story and greater facilities?

The Government does not have this information. Historically, approximately 75 DMOs were issued per year involving facilities greater than two stories

11 PWS General How much sandblasting is anticipated per year?

The Government does not have this information. Historically, sandblasting services have only been required for bridges and highways as a method of last resort. Historically, approximately 10 DMOs per year required sandblasting services.

12 PWS General Can you provide the appropriate storm drain protection the Gov't desires to see utilized to protect from pressure washing contaminants.

THE GOVERNMENT WILL ADDRESS

THIS QUESTION IN A FUTURE Q&A

AMENDMENT

13 SF1449 #8 We respectfully request that consideration be given to extending the proposal due date by a minimum of one week.

The Government will extend the response date to 31 May 2021 at 10:00 AM. Please see Amendment 0001.

Government Response/ Disposition

14 The building list provided has roughly 2500 locations on it. The solicitation just came out on the 13th and the due date is the 20th.

This is almost impossible to accurately estimate in such a short time. In this industry, some buildings have higher or lower square foot prices because of the height of the building and the complexity of the architectural design.

Please advise how we are to give an accurate bid with such a short time frame without more detailed information.

The Government will extend the response see Amendment 0001.

Additionally, a site visit will be held on 24 May 2021 at 10:00 am. Please see the revised Addendum to FAR 52.212-1 for more details.

15 1) When referencing the price sheet, it’s asking us to base our bid on 377,000 sqft per year for the next four years. It does not give us the details on the heights of the buildings or if the price is for sandblasting or power washing. Typically when bidding on a project of this size, we are given the details of how many stories the buildings are and we are asked to give a price for example on a one, two, or three story building.

3) If the price sheet is not broken down like this, it will be hard to give an accurate price without over charging or undercharging because we have not been given sufficient time to inspect the buildings to get those details so that we can submit a lump sum price which appears to be what you’re asking for.

(one square foot price for everything)

1) Please refer to column F of TE #3 which gives the number of floors per building. The requested price per square foot will be fixed for either pressure washing or sand blasting. See the response to Question 11 regarding the requirement for sandblasting. At this time, the Government plans to keep the CLIN structure as-is, requiring one firm fixed price per square foot for all services.

2) The Government will extend the response date to 31 May 2021 at 10:00 AM. Please see Amendment 0001.

Additionally, a site visit will be held on 24 May 2021 at 10:00 am. Please see the revised Addendum to FAR 52.212-1 for more details.

16 Will there be a bid submittal extension?

The Government will extend the response see Amendment 0001.

The vendor should submit a statement authorizing the financial institution to release applicable information.

c. Mission Capability. Vendors shall submit a clear, concise narrative statement (no more than 5 pages) that contains the following:

The vendor’s un-priced labor matrix shall clearly demonstrate the vendor’s ability to provide individuals that are capable of completing the tasks as identified in the PWS, and it shall also include an appropriate mix of labor categories and number of personnel proposed.

The Mission Capability narrative shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims in the vendor’s quote. Legibility, clarity and coherence are critical. Responses will be evaluated as detailed in the “Basis for Award” section of this solicitation. Vendors should address, as specifically as possible, the actual methodology used for accomplishing the PWS requirements. Mission Capability narratives should not simply rephrase or restate the Government's requirements, but rather should provide convincing rationale to address how the vendor intends to meet these requirements. Statements that the vendor understands, can, or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., will raise questions regarding a vendor’s technical ability to perform the services contained herein and may be grounds to eliminate the quote from further consideration for contract award. Vendors should assume that the Government has no prior knowledge of its experience, and that it will base its evaluation on the information presented in the vendor’s quote.

d. Price:

i. Vendors shall complete the CLIN schedule as follows:

Fill in the unit price and extended price for each CLIN. In the event of a mathematical discrepancy between the unit price and extended price, the unit price will govern.

Submit prices out to a maximum of two decimal points. If prices are proposed to more than two decimal points, the Government will round down the number to two decimal points.

CLIN prices cannot be left blank. If the Vendor does not intend to charge for a specific CLIN, indicate such by entering “NSP” (not separately priced) in the extended price of the CLIN.

Excel workbooks shall not contain hidden spreadsheets, and no links should exist to files not included with the submission.
