Customer and KO Responses to Contractor submitted Questions (Round #2):

Contractor Submitted Question #13: On pg. 8, para 10.1, the 3rd sentence states, “Include a breakout chart by labor category, number of FTE’s proposed, and skill level.” Would the government please define “skill level”? There is no other mention of it in the solicitation.

Technical Expert Response: Technical Exhibit 3: Estimated Workload Data provides a breakdown of the labor category by the # FTE and estimated Annual Labor Hours based on the historical average. Each labor category has a list of the special qualifications (1.15 Special Qualifications and Part 5 Specific Tasks).

Contractor Submitted Question #14: On pg. 30, para 1.15.1.1 states, “Must be Microsoft Certified SharePoint Solutions Associates (MCSA).” Given that the “SharePoint MCSA” certification is no longer offered by Microsoft (i.e., it’s retired and no longer attainable), will the government drop this requirement?

Technical Expert Response: The Microsoft Certified SharePoint Solutions was retired last year therefore the solicitation will need to be amended to read Microsoft Certified Solutions Associate: Office 365 (MCSA: Office 365). The requirement will not be dropped. The government requires the MCSA or MCSE certification but will accept experience and proficiency with .Net, ASP.Net, HTML, JavaScript, C#, and CSS software applications in lieu of certifications in those areas.

Contractor Submitted Question #15: On pg. 30, para 1.15.1.1, the last bullet states, “All SharePoint System Integration Specialists shall have current certifications on MCSA, .Net, ASP.Net, HTML, JavaScript, C#, and CSS software applications.” Since several of these specialties do not have formal certification authorities (e.g., HTML, CSS software aps) will the government change the language from “shall have current certifications” to “shall have proficiency and/or formal certification”? Note that the phrase “Proficiency and/or formal certification” is used on the following page for the SharePoint Data Base Administrator (DBA) qualifications.

Technical Expert Response: The government requires the MCSA or MCSE certification but will accept experience and proficiency with .Net, ASP.Net, HTML, JavaScript, C#, and CSS software applications in lieu of certifications in those areas.

Additionally, the Microsoft Certifications listed below are basically all the major ones within the realm of development. They are: Microsoft Certified Technology Specialist (MCTS); Microsoft Certified Professional Developer (MCPD); and Microsoft Certified Solutions Developer (MCSD) – either of these certifications satisfy the Certification requirements for certifications in: .Net, ASP.Net, HTML, JavaScript, C#, and CSS software applications.

Contractor Submitted Question #16: On pg. 41, Part 3 of the PWS lists a very complete suite of GFI and Government services for contractor use, but on pg. 42, para 4.1 goes on to say that the contractor will supply items and services “not listed under Part 3 of this PWS.” Would the Government give examples of things not listed that the contractor must provide?

Technical Expert Response: An example could if there was a certain application (SharePoint Designer for instance) required to enhance a SharePoint function that was not allowed to run on the government furnished computers then contractor would provide a development laptop. This is a hypothetical example solely used to answer the question.

Contractor Submitted Question #17: On pg. 24, para 1.6.1 states, “The Contractor shall submit their QC Plan as part of the contractor’s proposal within ten (10) days of contract award.” Is the QC Plan to be submitted with the proposal or post-award?

Contracting Officer / Contract Specialist Response: As stated in clearly in the text, the QC Plan shall be submitted within ten (10) days of contract award (i.e. ten (10) after/post contract award)

Contractor Submitted Question #18: Will the government consider extending the proposal due date since answers to questions have not yet been provided and may have a major effect on recruiting?

Contracting Officer / Contract Specialist Response: No. The proposal due date effects and dates of answer postings effect all prospective offerors equally.

Contractor Submitted Question #19: Pg.10 Staffing Plan Can we submit the Staffing Plan as a 11 x 17 Landscape? Is so would it count as 1 or 2 pages?

Contracting Officer / Contract Specialist Response: You may submit the Staffing Plan as a 11 X17 Landscape but this will count as (1) page towards your page limit. As stated in the RFP this font must be readable 12 point Time New Roman.

Contractor Submitted Question #20: Pg. 8 10 Please clarify the Mission Capability and Price are each separate volumes and should be treated as two separate documents.

Contracting Officer / Contract Specialist Response: As clearly stated in the RFP, Mission Capability and Price Volumes are two (2) separate documents that will be evaluated separately.

As stated in an earlier question response, you may submit them as one document or as separate documents.

Contractor Submitted Question #21: Pg. 9 13 Will the government accept the Representations and certification in the Cost Volume? If not, please specify where the government would like to see these completed in the proposal.

Contracting Officer / Contract Specialist Response: As stated in an earlier question response, you may submit the Representations and Certs in the Mission Capability volume.

Contractor Submitted Question #22: Pg. 11 B.i. Is the offeror expected to round the extended price per CLIN to the nearest whole dollar amount?

Contracting Officer / Contract Specialist Response: Yes. Please round your extended cost per CLIN to the nearest whole dollar amount.

Contractor Submitted Question #23: Pg. 22 1.2.2 The experience required in the PWS Section

1.15.1.1 indicates "all SharePoint System Integration Specialists shall have current certifications on MCSA, .Net, ASP.Net, HTML, JavaScript, C#, and CSS software applications". Experience with Net, ASP.Net, HTML, JavaScript, C#, and CSS software applications is generally required for developmental positions only and exceeds industry best practices for positions performing functions described in this PWS. Please consider removing those requirements not required the revised current PWS.

Contractor Submitted Question #24: Pg. 22 1.2.2 Will the government allow up to 180 days after contract award for all personnel to obtain these CE certifications?

Technical Expert Response: The government would allow 30-45 days after the contract award for all personnel to obtain these CE certifications.

Contractor Submitted Question #25: Pg. 24 1.6.1. The contractor shall submit their QC plan as part of the contractor's proposal within ten (10) days of contract award. Please clarify if the QC plan is due as part of the proposal or 10 days after award.

Technical Expert Response: QC Plan is to be submitted as part of the proposal

Contractor Submitted Question #26: Pg. 26 I.9 The Contractor shall establish a system to manage GFE, GFP, GFM. Is there a system already in place that will be transitioned from the incumbent contractor and maintained under this contract?

Technical Expert Response: Yes, there is a current system in place and will be part of the transition Phase Out plan.

Contracting Officer / Contract Specialist Response: As stated in clearly in the RFP it is the responsibility of the Contractor to establish a system to manage GFE, GFP and GFM.

Contractor Submitted Question #27: Pg. 26 1.12.1 This section states "All contractor personnel shall have Secret clearance". Please clarify what IT Level access with associated investigation is required.

Technical Expert Response: 1.15.2.9 stipulates the IT levels but IT-II for the PWS 5.2 SharePoint Services

Contractor Submitted Question #28: Pg. 27 1.12.2 The current POP is described as planned to start 4/19/18 however, the proposals are not due until 4/12/18. This section states all personnel shall have CAC at least 10 days prior to contract start. Will the government consider extending POP start to 5/1/18?

Contracting Officer / Contract Specialist Response: No. A CAC is required as described in the PWS; new hires will need to have a CAC card on day one of Contract Performance. I was able to obtain a CAC card within one day of starting work at this Base. If there are problems obtaining a CAC card before the beginning of this Contract’s Period of Performance, please contact the Government Customer and we will work with you to expedite this process.

Contractor Submitted Question #29: Pg. 33 1.15.3.1 "The solicitation provides contradictory information pertaining to which position are considered key personnel. Please clarify which of the five positions are key personnel. ""The following are considered key personnel by the Government: All the positions supporting the Corps KMO are considered key personnel."" ""The following three positions are considered key personnel: SharePoint Content Management PM, the Lead SharePoint System Integration Specialist, and SharePoint Date Base Administrator supporting the Corps KMO are considered key personnel."" Will the government clarify which positions are Key?"

Technical Expert Response: The following three positions are considered key personnel:

Contractor Submitted Question #30: Pg. 43 5.1.1 PWS Section 5.1.1. describes database server support required under this PWS. It is unclear how many servers are to be serviced and maintained. There are multiple locations in the PWS that appear to describe varying numbers of supported servers. Please clarify how many SQL servers are to be supported?

Technical Expert Response: The current number of servers is around twenty (20) but that number has fluctuated with transitions to enterprise services and standing up Mission Partner Environments (MPE).

Contractor Submitted Question #31: PWS Part 5 43 5.1.1 Are the servers in a virtual environment with a SAN device? If so, are they using VMware or Hyper V?

Technical Expert Response: The servers are in a virtual environment with a SAN Device and are using VMWare.

Contractor Submitted Question #32: PWS Part 5 43 5.1.1 Can the government confirm the numbering in this section? The PWS goes from 5.1.1 to 5.1.1.2.

Technical Expert Response: The numbering is correct since 5.1.1.2 is a continuation of the support maintenance and updates required.

Technical Expert Response: We will have to provide this at a later date but based on Microsoft based practices we run ours below 100gb.

Technical Expert Response: Yes, but this is in the middle of a major rewrite based on lessons learned.

Contractor Submitted Question #39: RFP 10&11 Staffing Plan "The offeror’s staffing plan shall provide the labor categories, number of personnel proposed for each labor category, the associated labor hours deemed necessary to perform the requirement as well as the qualifications, experience, and educational requirements for all labor categories considered necessary for the successful performance of all tasks required in the PWS." AND "Address the knowledge, skills, security clearances, training, and education levels for each labor category to the minimum standards required to meet PWS performance requirements." These two requirements appear duplicative. Please clarify this requirement.

Contractor Submitted Question #40: PWS 28, 32, 51 1.12.4.2, 1.15.2.8, 4th Row on the Table Currently, the PWS describes DoDD 8570 requirements differently In three sections and gives different dates (180 days, 60 days & 60 days). Please clarify at which point the contractor workforce must demonstrate DoDD 8570 certification requirements are met. Please clarify this requirement.

Technical Expert Response: The requirement must be met within the first 60 days. To meet the DoDD 8570 certification requirements for IAT I, IAT II, and IAM II as per 1.1.5.2.9 please ref:

Contractor Submitted Question #41: PWS 32, 33 1.15.2.9 Table 1 at 1.15.2.9 does not appear to reference this current RFP. It appears to reference positions/functional labor categories not included on this contract and IT levels that contradict information provided elsewhere in this RFP. Additionally, the computing environment certifications do not appear relevant to this solicitation. Please clarify this requirement.

Contracting Officer / Contract Specialist Response: As clearly stated in the RFP, all requirements stated in 1.15.2.9. are required of all offerors and all referenced position / labor categories.

The qualifications reference in the table are not a solicitation requirement, but a Defense Information System Activity (DISA) requirement. This chart has been provided per the DoD 8570 Baseline certification requirement. Please reference this document at www.iase.mil.

Contractor Submitted Question #42: PWS 52 Technical Exhibit 3 It has been brought to our attention there are currently three (3) personnel performing the activities described in the KMO Services PWS. Can you confirm the historical data (Technical Exhibit 3) describing five personnel is for this contract?

Technical Expert Response: There are currently three personnel performing the current contract but the requirement has grown to five personnel. Technical Exhibit 3 is correct as written.

Contractor Submitted Question #43: PWS 52 Technical Exhibit 3 Is there work from other contracts rolling into this one that increases the FTE from three to the new level of five FTE?

Technical Expert Response: The current workload has outpaced the current team which makes project management difficult. This is the reason the requirement has grown to five personnel.

Contractor Submitted Question #44: PWS 33 1.15 There appear to be two PWS 1.15. Would the government please correct Key Personnel on p.33 to reflect 1.15.3 to eliminate offeror confusion?

Technical Expert Response: 1.15.3.1 The following three positions are considered key personnel: SharePoint Content Management PM, the Lead SharePoint System Integration Specialist, and SharePoint Date Base Administrator supporting the Corps KMO are considered key personnel. The personnel shall be available between the hours of 8:30 AM to 5:30 PM, Monday through Friday, except federal holidays or when the government facility is closed for administrative reasons.

Contractor Submitted Question #47: CLIN 0001 Can the government provide the current contractor’s Phase-Out Plan in order for offerors to price the Phase-In Plan accurately?

Technical Expert Response: I have reached out to the current contractor to ask for their Phase Out Plan.

Contracting Officer / Contract Specialist Response: For now, please price the Phase-In Plan based on your best estimate of Phase-In costs over the thirty (30) day CLIN period.

Contractor Submitted Question #48: CLINs 0003, 1002 and 2002 Do offerors leave these Travel CLINs blank or put in the CLIN maximum amount provided by the government in the CLIN services description?

Contracting Officer / Contract Specialist Response: Please price these CLINs using the NTE prices given in the CLIN description for now. Right now they are a place holders and shall not be evaluated as part of the contractor’s overall price.

Contractor Submitted Question #49: Addendum to 52.212-1: Instructions to Offerors – Commercial Items (Jan 2017) Are the mission capability, pricing narrative, pricing CLINs, reps and certs, and contract documents all to be submitted in one proposal Volume?

Contracting Officer / Contract Specialist Response: As stated earlier, Mission Capability and Pricing are two separate volumes that can be submitted as one PDF document or two separate PDF documents. Reps and Certs can be submitted as part of Volume II Mission Capability.

Contractor Submitted Question #50: Addendum to 52.212-1: Instructions to Offerors – Commercial Items (Jan 2017) It states the Mission Capability shall not exceed 20 pages. Are there page limits for any other proposal requirements such as pricing, Representations and Certifications, etc.?

Contracting Officer / Contract Specialist Response: No, the only page limits are the ones stated in the RFP. Please do not provide us any additional information other than what was requested for the Representations and Certs.

Contractor Submitted Question #51: Addendum to 52.212-1: Instructions to Offerors – Commercial Items (Jan 2017), 9, Vendor Information, pg. 8 of 56 Are all the data items required for Vendor Information excluded from page count?

Contracting Officer / Contract Specialist Response: Yes. But please do not provide us any additional information other than what was requested in the RFP.

Contractor Submitted Question #52: Addendum to 52.212-1: Instructions to Offerors – Commercial Items (Jan 2017), 10c, Phase-In and Phase-Out, pg. 9 of 56 The solicitation states “New offerors shall present a realistic and effective Phase-In and Phase-Out approach that demonstrates how the offeror will be fully staffed and operational within thirty (30) days after award.

1- If only New Offerors are being evaluated, how is the incumbent being evaluated?

2 - And why isn’t the incumbent providing at least a Phase-Out Plan?

Contracting Officer / Contract Specialist Response: Obviously the incumbent will not need to provide a Phase-In Plan. The incumbent has provided a Phase-Out Plan as part of their original proposal for the current contract. This is not something the Government intends to release as part of the solicitation.

Contractor Submitted Question #53: Addendum to 52.212-1: Instructions to Offerors – Commercial Items (Jan 2017), 11 Pricing Schedule, pg. 9 of 56 Regarding the excel matrix, can the government clarify if it also wants offerors to show all the build-up to its fully loaded rates or just use its fully loaded rates to provide the other pricing elements required, i.e. FTE, status (exempt, non-exempt), monthly rate calculation, etc.

Contracting Officer / Contract Specialist Response: Yes. Please ensure all offers show all the build-up to its fully loaded rate, as well as the total rates. As clearly stated in the RFP, “The Offeror shall submit fully loaded labor rates for each proposed labor category in terms of staffing proposed for the PWS (to include applicable service areas, department of Labor (DOL) Labor Code (i.e.151131 or 151141), exempt or non-exempt status, rate determination methodology, productive work year, and number of Full Time Equivalents (FTEs).”

Please provide us exactly what was requested in the solicitation for Pricing.

Contractor Submitted Question #53: Addendum to 52.212-1: Instructions to Offerors – Commercial Items (Jan 2017), 11 Pricing Schedule, pg. 9 of 56 The solicitation is requiring a narrative of staffing proposed for the PWS (to include applicable service areas, department of Labor (DOL) Labor Code (i.e.151131 or 151141), exempt or non-exempt status, etc. If any of these labor categories are subject to the Service Contract Act, can the Government please select the applicable FAR provisions in the solicitation, i.e. 52.222-41, 52.222-43, etc.

Contracting Officer / Contract Specialist Response: The McNamara-O’Hara Service Contract Act requires “contractors and subcontractors performing services on prime contracts in excess of $2,500 to pay service employees in various classes no less than the wage rates and fringe benefits found prevailing in the locality, or the rates (including prospective increases) contained in a predecessor contractor's collective bargaining agreement. The Department of Labor issues wage determinations on a contract-by-contract basis in response to specific requests from contracting agencies. These determinations are incorporated into the contract.

For contracts equal to or less than $2,500, contractors are required to pay the federal minimum wage as provided in Section 6(a)(1) of the Fair Labor Standards Act. For prime contracts in excess of $100,000, contractors and subcontractors must also, under the provisions of the Contract Work Hours and Safety Standards Act, as amended, pay laborers and mechanics, including guards and watchmen, at least one and one-half times their regular rate of pay for all hours worked over 40 in a workweek.
