SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

ANSWERS TO INDUSTRY QUESTIONS

Questions & Answers I’m not familiar with Contractor Manpower Reporting option or what it entails as it hasn’t been a requirement in the past. Can you provide any additional information about what that is?

Government response: Please refer the Performance Work Statement (PWS) page 14, section 5.3 Contractor Manpower Reporting. This section also provides a website.

Is it optional or a requirement?

Government response: This is a requirement

Is the requirement for the vendor to develop, publish, and distribute a “free print media publication that requires no subscription cost that is generally free to the public,” reserving one page in the publication for an ACS advertisement?

Government response: The requirement is for the vendor to develop a one page advertising to place in their (the vendor) publication that can be distributed to elementary school students.

If yes, what are the requirements for the publication (e.g., number of pages, content not related to ACS programs, format, book-style, color requirements)?

Government response: The publication shall provide age appropriate educational content which attracts the attention of elementary school students in local child/family publications to disseminate the services/programs provided by ASC/FAP.

How many locations (public and DODEA schools) will require the publication and how many publications at each location?

Government response: All Fort Bragg DODEA schools and in the schools located in the counties of Cumberland, Harnett, Moore and Hoke.

Alternatively, is there a free-print media publication already in existence and being published that ACS would like to place a monthly ad in?

Government response: There is an existing contract however the current contract ends on 29 September 2018. The Government is seeking a contractor to develop the advertisement page, insert it into their publication, print and distribute the publication. The advertisements shall be included in free print media publication that require no subscription cost that is generally free to the public.

What is the cost of a one-page ad in the existing publication?

Government response: For proprietary reasons, the Government cannot disclose the current contractor’s price of a one page advertisement in their existing publication.

Is the contractor to bear the cost of placing the ad?

Government response: The Government’s cost will include placement of a 1 page ad in the publication.

Is the publication already being distributed to the schools or would the contractor be required to work with the publisher to obtain additional copies for public and DODEA schools? If yes, how many at each location?

Government response: There is an existing free children’s publication distributed in DoD schools and Public Schools in Cumberland, Hoke and Harnett counties that will expire on 29 September 2018. The Contractor will not be required to work with the existing publisher. The contractor will provide its own publication.

Can the work be performed remotely?

Government response: Yes.

Can data entry in the CMR system be performed remotely?

Government response: Yes.

Are there any onsite requirements for meetings, etc?

Government response: No.

Are you looking for a resource to develop one single page only, or a whole publication?

Government response: The Government is seeking a vendor with a publication that already exist that will develop a single page advertisement.

How many pages long is the publication?

Government response: There is not a page count for the vendor’s current publication.

What's the name of the publication?

Government response: The publication will be provided by the vendor.

Is there a point of contact who provides the information needed to include each month?

Government response: Yes, the Contracting Officer Representative will provide the vendor with this information.

What is the expected turnaround time?

Government response: Please refer to Part 5, Specific Tasks, section 5.2.1 How long will this resource have to produce material after information is made available from a point of contact?

Government response: Please refer to Part 5, Specific Tasks, section 5.2.1 Will this provider also have to print and distribute the hard-copy publication the DODEA schools?

Government response: Yes How is this requirement currently being fulfilled?

Government response: Government Contractor Will there be a chance to develop/manage/produce editorial content targeting the defined audiences listed?

Government response: Yes

FINAL QUESTIONS

Are there plans to clarify the responses to industry? Please see the attached government response to submitted questions, highlighting the word "vendor," which is used to describe both the designer of the one-page ACS ad as well as the publisher of an entire publication. The responses also indicate that you are planning to sole source to a specific publisher:

Q - Are you looking for a resource to develop one single page only, or a whole publication?

R- Government response: The Government is seeking a vendor with a publication that already exist (sic) that will develop a single page advertisement.

Government response: You are correct, the vendor (potential contractor) is the designer of the one page ACS ad and also the publisher of the publication.

To clarify the requirement and address final questions, the Government intends to award a Firm Fixed Price contract to a contractor to include our (Government/ACS) advertisements into their (the contractor) publication.

The awardee will be required to develop the advertisement page, insert it into their publication, print and distribute the publication. This is NOT a sole source solicitation to any specific publisher.

My concerns have not been alleviated by the responses and amendment which did nothing more than indicate that there is a current contractor (publisher? Advertisement Designer?) whose contract will end in September. Are there plans to correct the revisions?

Government response: A revised PWS was posted with Amendment 02. Your concern request clarification on the Government’s use of the term vendor which is explained above.
