Submitted Question
Government Response
Shall the vendor demonstrate a successful performance track record of providing this type of solution in bulk quantities (100+) to the United States Military (to include references and purchase orders)? Please note that requiring an experienced vendor ensures the Army will receive their equipment on time and on budget. These are complicated and expensive solutions and inexperienced vendors that have not produced these solutions in these bulk quantities will struggle to perform on a request this size.
The Government is evaluating Price as well as the Technical Capability Elements as listed in the solicitation.
Is the Soldier Readiness Test Phase 2 or FORSCOM logo(s) required to be installed on the outside of the container?
No.
To be considered as an acceptable response and to demonstrate competence, shall the vendor provide actual photos (not drawings/concepts) of this type of solution to the US Army of all contents being provided to include: Container, Functional Fitness Training Stations/External Training Rig, Internal Storage and Accessory Package?
The vendor shall provide a consolidated list of equipment by description, item specification, and price. If the vendor prefers to attach photos to depict items, that’s an acceptable approach, however, the vendor is still required to provide description, item specification, and price.
4
Payment
Will invoices be accepted after each delivery (i.e. Bragg, Drum, etc..)?
Yes, it is expected that the vendor will invoice after delivery to locations specified in the delivery schedule.
5
Equipment List
In regards to the functional fitness training stations are they required to be steel?
No, not required to be steel, but whatever material is proposed will be evaluated for “commercial grade, designed for high volume use in arduous environments (rust and corrosion proof/treated)” per solicitation.
6
Equipment List
If steel is required for the training stations, what is the thickness that is required for the functional fitness training stations? 3” x 3” 11 gauge steel is recommended minimum thickness for optimal stability of the training rig. Please note that 3” x 3” refers to the steel tube dimensions and 11 gauge refers to the thickness of the walls of the tube.
We are not requiring a specific gauge or tube dimensions, but proposals will be evaluated for “commercial grade, designed for high volume use in arduous environments (rust and corrosion proof/treated)” per solicitation.
7
Equipment List
Rust and corrosion proof/treated is required for the functional fitness training stations. Shall the steel training rig be hot dip galvanized and powder coated to prevent inside/out rusting, or is only external powder-coat required? Please note that by only applying external powder-coat, the inside of the vertical legs on the training station will not be protected and will eventually rust out over time. Only hot-dip galvanization can protect the inside of the type of hollow steel tubes required on these multi-functional training stations.
We are not requiring specific corrosion resistance measures, but proposals will be evaluated for “commercial grade, designed for high volume use in arduous environments (rust and corrosion proof/treated)” per solicitation.
Equipment List
For the items that do not have pictures or specifications, can we send you pictures and specs of our items prior to bidding to assure we are bidding the correct item? For example: the multifunctional squat, dip, and pull-up station?
No. The government accepted and addressed posed questions to clear-up solicitation ambiguities prior to receipt of proposals.
9
Equipment List
One (1) multifunctional squat, dip, pull-up station, we need a picture and specification.
One (1) multifunctional fitness station should have adequate space and equipment for safe execution of: squats, dips, and pullups.
10
Equipment List
One (1) Hex/trap lifting bar with extended loading sleeve length (standard 25 inches between lifting handles) could you please advise the rough size of the extended loading sleeve length, we have 54", 72". Which one do you prefer 3. What style jump rump? We figure commercial.
Extended sleeves must accommodate four (4) 45-lb standard bumper plates with safety collar.
11
Equipment List
One (1) Push/pull sled with attachments (1 x tow strap, 1 x chest harness, 1 x soft hand attachments) about the sled, do you have pictures of the attachments. Also, need description for one safety squat bar
See attached photos with examples of push/pull sled attachments.
Picture of a safety squat bar is included in solicitation (page #45).
12
Equipment List
Is the equipment four (4) sets of five (5) sets?
There are four (4) sets/stations worth of equipment, and an additional equipment set required that can/will be used in conjunction with the four (4) sets/stations.
(4) sets/stations worth of equipment, and (1) set of additional equipment per container.
13
Equipment List
Are we correct that based on the requirement for “Four (4) functional fitness training stations self-contained”, that the multifunctional squat, dip, pull-up stations should be interconnected via free-standing framing (included as part of the station)?
Stations should be attached to container for stability.
14
Equipment List
In the equipment per station (1) multifunctional squat, dip and pull up station is requested. Shall this multifunctional training station be attached/mounted to the external side walls of the container for Soldier safety and the stability of the training station, or should it be a free-standing training station un-anchored to the container?
Stations should be attached to container for stability.
15
Additional Equipment
Are we correct that the bullet requiring “Smallest Container capable of fitting all equipment above, with a load plan and capable of being transported by a Light Medium Tactical Vehicle” refers to the primary ISO container (defined on Page 39) and not an additional container to store the additional equipment?
The solicitation was amended to remove the verbiage: “Smallest Container capable of fitting all equipment above…” the container will be in accordance with the “Container Specifications” and dimensions listed in the Solicitation that will fit all the required equipment (4) sets/stations worth of equipment, and (1) set of additional equipment per container.
16
Additional Equipment
Under the Additional Equipment section it says “Smallest Container capable of fitting all equipment above….” However on Page 39 under the container specifications the dimensions are listed for a standard 8’ tri-con. Is the 8’ tri-con the required container for this solicitation or will a 5’ quad-con work if the equipment fits?
See response for question 15
17
Container Specifications & Equipment List
Do you want the four (4) stations in each container separated into four (4) groups or just packed in the container and marked carefully?
The government requires (4) sets/stations worth of equipment, and (1) set of additional equipment to be loaded per container. The vendor must indicate the best way to load the equipment, and to control equipment hazards.
18
Container Specifications
Is a NATO Air Portability Certificate required which would 1. Discuss the Load Plan and 2. Ensure that the internal storage is welded steel that has been tested to ensure safe movement in flight?
No, must meet the ISPO Certifications as stated in the solicitation.
19
Container Specifications
After container modifications, shall the container maintain its ISO Certifications for safe air, rail and sea movement?
Yes.
20
Container Specifications
Shall it be required that the shipping container doors can be closed and secured while the multifunctional stations are set up? Please note some variants of container gyms require that the racks be dissembled and stored after every use and that they are not able to be left erected while the container is closed. This designs adds significant user set-up time every time the solution will be used.
Understand about the significant user set-up time if the multifunctional stations must be set up each time they are used. That said, having the doors closed while the multifunctional stations is up is desirable, but not a requirement.
Multifunctional stations should remain attached and stable while the container is closed.
21
Load Plans
The solicitation appears to be asking for a Unit Price; Is this accurate and you are looking for a cost of us to load each container / install or just our load plan details as an evaluation point?
The vendor must load (4) sets/stations worth of equipment, and (1) set of additional equipment per container. A load plan is required for each container. So, a price is required for both containers as well as the load plans.
22
Load Plan
Would the government please clarify what is required for a “Load Plan”. In addition, are we correct that the price entered for this item should be $0 (zero)? Since this plan is delivered with the proposal, there should be no associated price, correct?
See response for question 21
23
Load Plan
A Load Plan is required. What is not discussed is the internal storage for the functional training stations, accessories, etc. Shall the vendor provide dedicated internal storage for both the functional training stations and the accessory package? Should CLIN 0001 be updated to require internal shelving attached to the container that will hold/secure the equipment?
Vendors should address how the containers will accommodate storage of equipment contents. Equipment should be adequately secured to provide for safe and stable storage and transportation.
24
Delivery Addresses
Does each location have the ability to take the 8ft containers off a truck?
If a unit does not have the organic capability to load a container onto or off a truck they will have to request their higher headquarters for this ability.
25
Delivery Locations
Do we have any foundation building or slab creation responsibilities / cost to include or is each garrison going to have a prepared location where the unit simply needs to be placed?
No, Vendor will not have any foundation building or slab creation responsibilities.
26
Delivery
Will the United States Army provide offload capability (forklift support) when each containerized gym arrives at each unit? If not, will the selected vendor be required to provide/contract forklift support for offload?
Vendor should notify the Government of delivery date so that offload capability can be provided.
27
Delivery
Is on-site installation/assembly required for each containerized gym?
No
28
Delivery
Is the 180days set in stone? Reason is the supply and demand for parts may be difficult since the Army passed the new fitness test.
The 180 days is a No Later Than date. The Government’s preference would be to have the gyms delivered as soon as possible, but the required timeframe for technical acceptability is 180 days.
29
Delivery
CLINs 0001, 0002, 0003 and 0004 all require 180 days ADC/ADO for shipment. Will vendors that can expedite this delivery schedule be given credit for this during the evaluation process? (Reference Element 1: Delivery Schedule—Pages 5, 6 and 8 of RFQ)
See question 28
30
CLIN 0001-0004
If we put a FOB Destination cost on the container in Item 0001 and FOB Destination cost on the equipment in Item 0002, why would we need to have another line item 0004 for Delivery? Is this redundant or does Item No 0004 pertain to some other cost not captured in item 0001 and 0002?
The government has elected to take this one CLIN price approach versus establishing multiple subline items based on multiple FOB destinations. This allows the government to conduct a swift price analysis on this CLIN that ties into overall delivery approach.
31
Delivery
Freight costs will vary for every shipping garrison based on quantity of containers per that garrison and its specific zip code. So how do we account for these variances when the solicitation appears to want a “flat” delivery/shipping unit price?
See response to question 30
32
Equipment List
On the Bumper Plates you want a set of 245 lbs including 5lbs and 2.5lbs...both of these weights are very uncommon for bumpers. They are however common for Olympic plates...did you want bumper or Olympic plates?
Olympic plates for the 2.5lb and 5lb plates are acceptable.
33
Delivery Locations
Will you have material handlers onsite to offload the units and into place?
