TextField1: CERFP EXEVAL
TextField1: SFC Jason Graham
TextField1: We are hoping to find out if there is (was) an incumbent contractor performing these services, or if this is a brand new contract.
If there is an incumbent, could you please provide the current / previous contract number?
TextField1: W91243-22-Q-P0001 will be a new contract. There is not currently an incumbent.
TextField1: Please advise what heavy equipment and construction materials are required to be provided per PWS Section 5.6.2?
TextField1: All needed pieces are equipment to move slabs into proper position on the Rubble Pile, I have also seen this same equipment used to move mannequins to their respective positions.
TextField1: Please advise as to the construction requirements per PWS Section 5.6.10.
TextField1: Construction will not be needed This just reiterates the reset of SCVS which will only be moving slabs to the respective positions .
TextField1: In the absence of concrete slabs and/or lumber packages being provided as GFP/M/E or CFP/M/E, please advise what heavy equipment is required for complete SCVS reset?
TextField1: I believe no other heavy equipment will be needed (other than Forklift used for SCVS reset, as above)
TextField1: Please provide a conformed PWS with the complete removal of the strikethrough sections 5.1, 5.6.7, and 5.6.8.
TextField1: These sections are in our normal PWS and the strike thru is used to show this item is not needed at this time so there is no questions as to whether you have to provide or not. In this case the contractor will not need to provide anything that is struck thru due to our on hand availability.
TextField1: Is sufficient RP parking available onsite? What is the distance to the fixed moulage area designated for Role Player personnel?
TextField1: Role player parking will be outside our perimeter on County Road 8. Role Player designated area is Marble Nebraska 41.195594, -96.443708. This is not a fixed site as in there is no structure in this area. The shelter is provided by contractor. The distance from the designated RP area/ Moulage area to the Rubble Pile is 260 Feet. Max distance the RP will travel is 560 Feet to DECON area.
TextField1: What is the distance between the Incident Command Post and Incident Site/Rubble Pile?
TextField1: Incident Command Post is located at Marble Nebraska 41.192671, -96.440741 the distance to the Rubble Pile is 1, 121 Feet
TextField1: 7. Please provide an updated map (Tech Exhibit 7) to include the fixed Moulage area designated for Role Player Personnel.
TextField1: 7. Attached is the explanation of the area.
TextField1: We understand that there is a requirement for two ICS (AC/IC) SMEs on Days 1 and 2 and for four (4) SMEs on Day 3, is that correct?
TextField1: yes the extra 2 support pax are for Rubble Pile SME
TextField1: We're still unclear from these responses what your desired/required SME numbers is for ICS and Rubble Pile support and Training. Can you please add to Technical Exhibit 3 the number of ICS IC/AC SMEs and SCVS support/S&E Trainer personnel desired on each day?
TextField1: TE 3 was updated. Two (2) ICS per day and two (2) SMEs per day.
TextField1: The PWS states a requirement for two (2) Search and Rescue trainers each exercise day, as well as to provide "Safety personnel" (PWS 5.5.4). It also states the requirement to Provide an on-site manager, expert, for assuring quality of SCVS reset (PWS 5.6.3). The PWS also states the requirement to provide daily SCVS set/reset.
-However, the Technical Exhibit 3 for the daily support requirements only states the need for two (2) S&E trainers and does not address the SCVS reset team including SCVS on-site manager and safety officers.
-So we are unclear if the total requirement for SCVS and S&E trainers and reset is just two (2), or is it three (3) or is it four or more.
-Please clarify the requirement of expectation for the number of SMEs for SCVS reset, safety, and S&E trainers.
TextField1: Every SME you provide may be cross trained as Safety, S&E. SCVS reset may be completed by an SME that has been trained to the standard provided in PWS. Bottom line, the requested requirements can be fulfilled by properly cross trained individuals which lowers the amount of pax needed
TextField1: Please confirm if a forklift is available on site? Or will the contractor be required to provide a forklift to support SCVS reset.
TextField1: Contractor will provide
TextField1: Please confirm if any indoor set up area is available for role player support? Or will the contractor have to provide tentage, life support (warming), and required meals and drinks.
TextField1: Contractor is responsible for Food, Water and Shelter for all Role Players
TextField1: Will the government be providing port a johns and hand wash stations for use by the role players? Or is the contractor responsible for providing.
TextField1: Contractor is responsible for Food, Water, Latrines, Shelter and Hand Washing Stations for all Role Players
TextField1: Can the government clarify if this is being competed as a BEST VALUE TRADE OFF? Or as an LPTA? Or other?
TextField1: Competition is Best Value Trade-off. Solicitation updated.
TextField1: Can the government clarify what is the Past Performance requirement for CERFP/HRF exercise and EXEVAL support in order to be considered Technically Acceptable? As a Prime contractor.
TextField1: This requirement is being procured under FAR 13, meaning the contractor has a lot of flexibility to provide the requested information. There are also no formatting requirements.
