15 each of the AN/PVS-31 Binocular Night Vision Device System Kit (5855-01-663-5119) with improved white phosphor and mount

Previously competed contract assigned National Stock Number (NSN) 5855-01-663-5119 was only authorized for Special Forces until recently. Air Transportation entities have a deployment requirement requiring 5855-01-663-5119 now also. Received permission from the NGB

CEMO/A4RMS to local purchase this item and have it added to the USAF Equipment Inventory.

No notice is required IAW FAR 5.202(a)(13) and we will post on Fedbid and FBO to increase competition.

Market research was conducted by use of web searches such as google and GSA Advantage.

There are numerous small businesses that sell the AN/PVS-31.

11. Fair and Reasonable Price Determination: IAW with FAR 13.106-3(a)(2), I have determined that the anticipated cost to the Government is fair and reasonable based upon one or more of the following: (Contracting Officer check as appropriate)
