1. AGENCY AND CONTRACTING ACTIVITY
145th Airlift Wing – Mission Support Contracting, 4930 Minuteman Way, Charlotte, NC 28208 3866
2. DESCRIPTION OF ACTION BEING APPROVED
Sole Source, Firm Fixed Price delivery order awarded to GSA contract holder Advantor Systems Corporation, contract #GS 07F 8785D
3. DESCRIPTION OF SUPPLIES OR SERVICES
0001: Advantor Advantage Suite for Networks (ASN) Refresh & BDOC Duress Materials 0002: Advantor Advantage Suite for Networks (ASN) Refresh & BDOC Duress Labor 0003: Infratouch Keypad Upgrade Materials 0004: Infratouch Keypad Upgrade Labor
5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF ACQUISITION WHICH REQUIRES AUTHORITY CITED In reference to HQ USAF/A4S Policy Memorandum dated April 21, 2015 (see attachment 1), the Director of Security Forces has designated the Advantor Systems Advantage Suite for Networks (ASN) Version 5.0 and Version 6.0 as approved for use as a non nuclear instrusion detection system. The 145th Airlift Wing currently utilizes Advantor Systems products based around their Advantage Suite for Networks (ASN) hardware Version 5.0. The 145th Airlift Wing will be upgrading the current ASN Version 5.0 to ASN Version 6.0 to include an update/upgrade to the current Infratouch keypads. Advantor Systems Corporation is the sole manufacturer, distributor, and installer of the ASN hardware and resulting upgrades (see attachment 2). As all of Advantor's products are proprietary in nature, no other companies are permitted to supply or perform work on their products. The cost to install a new system is not cost effective compared to the cost of the hardware upgrade.
6. EFFORTS MADE TO SOLICIT FROM AS MANY POTENTIAL SOURCES AS PRACTICABLE
The 145th MSG contracting office posted a special notice on the Government Wide Point of Entry (FedBizOpps) of the Government's intention to award a sole source delivery order to Advantor Systems Corporation (see attachment 3). No questions/responses were received from any other company. No sources expressed an interest in this acquisition; however, the government shall continue to seek out vendors proposing cost effective solutions that meet the government's needs.
4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
10 U.S.C. 2304(c)(1) as implemented by FAR 6.302 1, Only One Responsible Source
7. FAIR AND REASONABLE COST DETERMINATION
After reaching out to a representative from Advantor Systems Corporation, Mr. Mike Ollivier, he provided me with an order written by the 122nd MSG/MSC in Fort Wayne, Indiana on 2 September 2015 for the same hardware upgrade (see attachments 4 and 5). There is a small difference in price due to our system being slightly larger. Comparing the line items in our quote we have more workstations that need the hardware upgrade, resulting in a cost increase in other line items as well. In addition, the current GSA price list from Advantor Systems Corporation (GSA Contract #GS 07F 8785D) is attached (see attachment 6). Taking these factors into account, the proposed price from Advantor Systems Corporation in the amount of REDACTED is considered fair and reasonable in accordance with FAR 13.106 3(a)(2)(iii) and FAR 13.106 3(a)(2)(iv).
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
v1.7
8. MARKET RESEARCH CONDUCTED OR A REASON WHY IT WAS NOT CONDUCTED
The 145th Airlift Wing currently utilizes Advantor Systems Corporation products. Market research revealed Advantor Systems Corporation as the only company allowed to perform work on their products and systems. The cost to purchase an entirely new system is too great as compared to the cost of an existing hardware upgrade. Therefore no further market research was conducted.
9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
None
Organization Technical Certification: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
Organization – Commander Endorsement: I certify that the supporting data under my cognizance which are included in the justification are accurate and complete to the best of my knowledge and belief.
12. Mission Support Contracting – Contracting Officer Approval: I certify that the the justification is accurate and complete to the best of my knowledge and belief. Based on the foregoing justification, I hereby approve the subject procurement on an other than full and open competition basis pursuant to the aforementioned authority, subject to availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.

10. LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN INTEREST IN THIS ACQUISITION No sources expressed an interest in this acquisition; however, the government shall continue to seek out vendors proposing cost effective solutions that meet the government's needs.
11. ACTIONS THAT MAY BE TAKEN TO REMOVE OR OVERCOME BARRIERS TO COMPETITION IN THE FUTURE, IF ANY The Government will continue to check the market for companies capable of providing equipment that is fully compatible with existing Advantor Systems equipment, as well as continue to strive toward non proprietary systems capable of supporting multiple manufacturer's parts and service.
