About this file

This is a Virtual Industry Day presentation for the South Pacific Division (SPD) Formerly Used Defense Sites (FUDS) Multiple Award Task Order Contract (MATOC). The presentation outlines a $230.5M, 5-year regional environmental remediation contract with a solicitation number W9123826RA013, anticipated for release in FY26 Q4 with award expected in FY27 Q2. The contract is unrestricted with a small business reserve and covers environmental remediation services under NAICS 562910 (Remediation Services) and PSC F999 (Other Environmental Services), including hazardous and toxic radioactive waste (HTRW) and Military Munitions Response Program (MMRP) work such as assessments, inspections, investigations, characterization, containment, removal, and treatment of environmental contamination.

The contract will include at least 3 unrestricted contracts and 4 small business reserve contracts, with best value tradeoff source selection methodology emphasizing technical factors including technical expertise and organizational capabilities, past performance, small business participation plans, and technical approach. A critical requirement is DoD Advanced Geophysical Classification Accreditation Program (DAGCAP) certification for all MMRP task orders, which must comply with ISO/IEC 17025:2017 standards and DoD quality system requirements, with accreditation maintained throughout the contract period by either prime or subcontractor. The government will utilize on-ramp and off-ramp procedures to maintain competition and ensure small business participation. The seed project is Carrington Island (a 3,646-acre precision bombing range in Tooele County, Utah) requiring surface MEC removal, biological surveys, community relations support, and associated documentation. Proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil by registered entities with a UEI in SAM.gov, with all proposal requirements, evaluation criteria, and the Performance Work Statement to be posted in PIEE. Points of contact include Sean Summer (Contract Specialist) and Leah Caldwell (Contracting Officer) at USACE Sacramento District.

DAGCAP Certification

The DoD Advanced Geophysical Classification Accreditation Program (DAGCAP) ensures organizations possess the competency to safely identify unexploded ordnance. Established by the Department of Defense, the certification requires rigorous adherence to ISO/IEC 17025:2017 standards and specific DoD Quality Systems Requirements for classification.

Assume that DAGCAP accreditation will be required for all TOs for MMRP work.

DAGCAP-accredited GCO can be the prime contractor or subcontractor If a subcontractor is utilized to meet this requirement, they must be formally identified in the Contractor’s TO proposal Accreditation must be maintained throughout the entire TO PoP If, for any reason, the DAGCAP-accredited GCO responsible for the advanced geophysical classification has their accreditation suspended or revoked, the Contractor shall identify an alternate, Government-approved DAGCAP-accredited GCO to complete the task order at no extra cost to the Government The Senior Project Geophysicist and QC Geophysicist must be members of the Project Geophysicist personnel cited in the Contractor’s or subcontractor’s DAGCAP accreditation

Carrington Island Precision Bombing Range MRS is located in Tooele County approximately 40 miles NW of Salt Lake City on the shores of the Great Salt Lake.

The MRS consists of aerial gunnery and rocket ranges and a bombing target that were used by the USAF between 1945 and 1962.

The MRS was expanded beyond the historic precision bombing ranges as a result of the RI findings and is now 3,646 acres.

Access Considerations:

Because mechanized equipment will be required for this investigation, the CIPBR MRS is only accessible in the dry months when the mud flats are not underwater Brine shrimp staging and collection activities occur from approximately October to January, potentially impacting investigations.

Carrington Island Seed project

Current Land Ownership:

Bureau of Land Management: 1,343 acres consisting of the southern and eastern portions of the island Six Mile Ranch Company (private): 566.5 acres State of Utah: remaining acreage including lakebed and mud flats

RI was conducted between September 2021 and October 2023.

Baseline MEC risk assessment based on RI findings determined that unacceptable risk conditions exist; no risk for MC contamination in soil Seven alternatives were proposed and evaluated in the FS (Final 2026).

ROD (draft final as of July 2026) selects a preferred alternative of HUA/LUA Surface MEC Removal except Boulder Fields and Steep Slopes with LUCs.

Procurement process

On/off ramping

On-Ramp and Off-Ramp Procedures

In accordance with the On-Ramp and Off-Ramp Standard Operating Procedures (SOP), this process is beneficial to ensure small business participation with Requests for Proposal, and to incorporate industry innovation or technology solutions. The Government intends to utilize On-ramp and Off-ramp procedures throughout the life of this Multiple Award Task Order Contract (MATOC) to ensure maximum practicable competition and to maintain a robust industrial base.

The primary objective of On-Ramp procedures is to fill the position of any Off-Ramped small businesses that are either under-performing, not participating, or not responding to task order requests for proposal. Similarly, the Off-Ramp procedures will allow the Government to remove a contractor from the MATOC pool who is under-performing or not competing for task orders. This strategy will also provide opportunities for new and emerging small businesses to compete for a position in the contract pool.

In the event small businesses are not performing well, receive Unsatisfactory CPARS ratings on a Task Order issued from this contract, or do not participate in at least 90% of the RFPs issued, a determination will be made whether to exercise On-Ramp Procedures, as necessary. These procedures will be implemented to maintain the same number of contracts awarded to the small business reserve, provided market research supports these procedures as being in the best interest of the Government.
