About this file
This document is a pre-proposal conference presentation for a federal construction solicitation titled "Plating Shop Renovation" at Hill Air Force Base, Utah (Solicitation W9123826RA004). The project involves a Design-Bid-Build (DBB) renovation of Building 505, an industrial plating facility, with an approximate total capacity of $134 million. The work is unrestricted (full and open competition) and will result in a single firm fixed-price Task Order Contract (SATOC) award. The Small Business Administration size standard is $45 million in annual revenue, classified under NAICS Code 236210 (Industrial Building Construction) and PSC Z2EZ (Repair or Alteration of Other Industrial Buildings).
The RFP was released April 9, 2026, with ProjNet opening on the same date. The site visit occurred May 1, 2026, with bidder inquiries accepted through May 16, 2026. Proposals are due May 26, 2026, and award is anticipated August 11, 2026. The contract has an ordering period of 1,825 calendar days (5 years) and includes four sequential renovation phases following a government baseline estimate of 1,700 days (Phase 1: 700 days; Phase 2: 300 days; Phase 3: 400 days; Phase 4: 300 days), leaving a 125-day schedule buffer. The contract structure includes CLINs 0001-0004 (phases 1-4), CLIN 0005 (chemical addition systems), CLIN 0006 (contaminated soil disposal up to 2,000 cubic yards), and CLIN 0007 (unforeseen construction with $40 million capacity). Award will be based on the Best Value Tradeoff (BVTO) process, with technical factors weighted more heavily than price. The four evaluated technical factors in order of importance are: Past Performance (assessing relevant projects completed within ten years); Technical and Management Approach (project organization chart and 30-page narrative covering demolition, construction, site-specific challenges, and quality control); Network Analysis Schedule (detailed Phase 1 CPM schedule in Primavera and PDF formats plus summary-level master schedule for Phases 2-4, with mandatory 30-day administrative lag time between task orders); and Small Business Participation (with goals of 23% small business, 5% small disadvantaged business, 5% women-owned small business, 3% HUBZone, and 3% service-disabled veteran-owned small business). Offerors must submit complete pricing for all line items and demonstrate cost reasonableness and balance. Liquidated damages are assessed at $2,910 per day (Phase 1), $2,550 per day (Phase 2), $2,410 per day (Phase 3), and $2,230 per day (Phase 4) for schedule delays. The project is phased to maintain continuous plating shop operations, with all work in each phase requiring completion, testing, and approval before proceeding to subsequent phases. Proposals must be submitted electronically through the PIEE website in Adobe PDF format; prospective offerors and subcontractors must register in SAM (www.sam.gov) and the PIEE website. Questions must be submitted through ProjNet (Solicitation W9123826RA004; Bidder Inquiry Key ERK93Q-QP4SXS) no later than ten calendar days prior to proposal submission.

9Basis for Award
Renovation – Building Selection Process: The contract will be awarded based on the Best Value Tradeoff (BVTO) process.
Core Principle: The government seeks the best overall value. The award may go to an offeror who is not the lowest-priced, if their technical proposal is superior.
Factor Importance: All non-price factors, when combined, are more important than price. Price only becomes the deciding factor if technical proposals are considered essentially equal.
10Technical Evaluation Factors (In Order of Importance)
Renovation – Building Factor 1: Past Performance: The most important factor. Assesses recency, relevancy, and quality of prior projects.
Factor 2: Technical and Management Approach: Evaluates the offeror’s plan for executing the project, including team structure and quality control.
Factor 3: Network Analysis Schedule (NAS): Assesses the logic, realism, and executability of the proposed project schedule.
Factor 4: Small Business Participation: Evaluates the commitment to using U.S. small businesses.
11Deep Dive: Factor 1 – Past Performance
Renovation – Building What to Submit: Provide up to five (5) relevant projects completed in the last 10 years.
Relevancy is Key: Projects should demonstrate experience with complex industrial renovations, hazardous materials, and specialized systems.
Project Value Tiers:
• Highly Relevant: ≥ $25 Million
• Relevant: $10 Million - $25 Million
12Deep Dive: Factor 2 – Technical & Management Approach
Core Components: This factor is evaluated based on two main submissions:
• Project Organization Chart (1 page): Must show team structure, authority lines, and all key personnel.
• Technical & Management Narrative (30 pages): A detailed, project-specific plan covering:
• Technical approach for demolition, construction, and equipment integration.
• Understanding of site-specific challenges (e.g., at Hill Air Force Base).
• Management plan for communication, risk, and subcontractors.
• Quality Control (QC) approach.
Keys to a Strong Rating: Propose experienced key personnel, demonstrate proactive risk control, and ensure the plan is cohesive and integrated
Deep Dive: Factor 3 – Network Analysis Schedule (NAS) The primary goal of this factor is to evaluate your ability to develop and present a logical, realistic, and executable schedule for the entire four-phase program. The government needs to see that you understand the sequential nature of the work and can complete it within the mandatory ordering period.
Two-Part Submission Requirement: Your proposal must include two distinct schedule components:
Part 1: Detailed Phase 1 Schedule
• Scope: Covers Phase 1 only.
• Format: A detailed, resource-loaded, Critical Path Method (CPM) network analysis schedule. You must provide this in two formats:
• An editable electronic file compatible with Primavera.
• A legible, consolidated PDF document (max size 11" x 17").
• Detail Level: Must be broken down to a "Feature of Work" level. It needs to show unique activity IDs, durations, and the logical relationships (predecessors/successors) that define the critical path.
• Assumption: You must use an estimated Notice-to-Proceed (NTP) date of October 1, 2026, for this schedule.
Part 2: Summary-Level Master Schedule (Phases 2-4)
• Scope: A summary-level, logic-tied schedule for the remainder of the program (Phases 2, 3, and 4).
• Format: A legible PDF document (max size 11" x 17"). A Gantt chart format is recommended.
• Detail Level: This is an executive summary. It should identify major milestones for each phase and clearly illustrate the logical dependencies between phases. It does not need to be resource-loaded like the Phase 1 schedule.

Critical Evaluation Criteria & Constraints
The government will evaluate your entire schedule submission based on the following:
Schedule Logic and Realism: The schedule must be logically sound and complete. The government will assess if the durations are realistic and if the plan demonstrates a clear, overarching critical path that flows sequentially through all four phases.
Incorporation of Administrative Lag Time: This is a non-negotiable requirement. Your schedule must incorporate a 30-calendar-day administrative lag time for government-led activities between the completion of one task order and the issuance of the next. Explicitly showing this as a named activity (e.g., "Gov Admin: TO Issuance Period") is considered a strength.
Understanding of the Contract Vehicle: Your schedule must demonstrate a clear understanding of two key contractual constraints:
1. Ordering Period: The schedule logic must prove that the Notice to Proceed (NTP) for the final phase (Phase 4) occurs within the 1,825-day (5-year) ordering period.
2. Sequential Execution: The schedule must show that a delay in any one phase has a cascading impact, delaying the start of all subsequent phases.
Deep Dive: Factor 4 - Small Business Participation
Evaluation Focus: Assesses the level and credibility of commitment to using small businesses.
Subcontracting Goals:
• Small Business (SB): 23%
• Small Disadvantaged Business (SDB): 5%
• Women-Owned Small Business (WOSB): 5%
• HUBZone: 3%
• Service-Disabled Veteran-Owned Small Business (SDVOSB): 3%
Strengthening Your Proposal:
• Exceed the stated goals.
• Assign meaningful, complex work to small business partners.
• Provide formal Letters of Commitment (LOC) or Teaming Agreements (TA).
17PRICE ANALYSIS
The Government will evaluate the total proposed price. The total will be the sum of the offeror’s proposed prices for CLINs 0001 through 0006. The calculation will include the offeror’s proposed firm-fixed-price for ELINS 0001, 0002, 0003, 0004, and 0005. For ELIN 0006 (contaminated Soil Disposal), the Government will determine the price for evaluation purposes by multiplying the Offeror’s proposed unit price per cubic yard by 2,000 cubic yards.
Offerors shall submit a complete price proposal for all line items. The Government will evaluate the total proposed price for completeness, reasonableness and balance. While price will not be adjectivally rated, a proposal may be rejected based on the findings of the evaluation.
Completeness – To be Complete, a proposal must provide pricing for all required line items; failure to do so may result in the proposal being found non-compliant and ineligible for award.
Reasonableness – The Government will conduct a price reasonableness analysis in accordance with FAR RFO 15.404-1(b) to ensure the total price is not unreasonably high. The Government will evaluate the offer for unbalanced pricing in accordance with FAR RFO 15.404-6 and may reject a proposal if it is mathematically unbalanced and presents an unacceptable risk.
Contract CLIN Structure & Scope Summary
Proposal Structure & Formatting
CLIN Description & Execution Rule
0001 - 0004 Phases 1-4 (Renovation): Four distinct, sequential renovation phases.
0005 Chemical Addition Systems: Pre-priced. NTP will be issued concurrently with Phase 4. Work must not extend beyond the Phase 4 completion date.
0006 Contaminated Soil: Pre-priced. Covers disposal of up to 2,000 cubic yards of contaminated soil.
0007 Unforeseen Construction: $40M capacity for unexpected needs. Negotiated dynamically via a Request for Task Order Proposal (RTOP) process.
The contract utilizes pre-priced phases alongside specialized/unforeseen work mechanisms.
Period of Performance & The 125-Day Buffer
Component Duration & Constraint
Absolute Constraint Total ordering period shall not exceed 1,825 calendar days (5 years).
Gov. Baseline Estimate Phase 1 (700 days) + Phase 2 (300 days) + Phase 3 (400 days) + Phase 4 (300 days) = 1,700 Total Days.
The Schedule Buffer The Government's 1,700-day estimate leaves a 125-day buffer. If an Offeror proposes an alternative schedule, that schedule must absorb any potential delays or admin time within this buffer.
Notification Rule If an Offeror determines the 1,825-day limit is impossible during proposal prep, they must notify the Contracting Officer (KO) immediately.
20Task Order Execution Rules)
Action Mandated Timeline / Requirement
Provide Bonds Contractor must submit separate Performance and Payment bonds for the full order value within 10 calendar days of Task Order award (required prior to NTP issuance).
Commence Work Contractor must start work within 10 calendar days of receiving the NTP.
Prosecute Work Contractor must maintain progress per the approved schedule and submit weekly progress reports.
Complete Work Contractor must finish all scope and clean the site to a "broom clean" condition by the designated delivery date.
21LIQUIDATED DAMAGES)
Liquidated Damages – Construction
If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $2,910.00 for Phase 1, $2,550.00 for Phase 2, $2,410.00 for Phase 3, and $2,230.00 for Phase 4 for each calendar day of delay until the work is completed or accepted.
If the Government terminates the Contractor’s right to proceed, liquidated damages will continue to accrue until the work is completed. These liquidated damages are in addition to excess costs of repurchase under the termination clause.
