About this file

This is a Questions and Answers document for federal contract W9123826QA011, Pine Flat Herbicide Services LPTA, addressing clarifications from potential bidders regarding herbicide application services.

The contract involves herbicide treatment services at Pine Flat, with two planned applications targeting February (first application) and April (second application). All acreage measurements are approximate areas derived from satellite imagery rather than surveyed or surface area measurements. The treatment covers invasive weeds at various growth stages, with new growth typical during the first application; mastication is not required prior to herbicide treatment. Contractors must achieve a 90% kill rate on the first application, though the government acknowledges previous contractors have successfully met this standard. Treatments will be performed around occupied campsites, with the Contracting Officer's Representative (COR) coordinating visitor reservations during application days. Contractors are encouraged to utilize a combination of truck-mounted and backpack-style sprayers, with access provided to all treatment areas. Water will be made available; however, equipment washing or flushing is prohibited on-site. All proposed chemicals must be approved by California, EPA, and CDPR, with submission to the COR during the pre-work meeting prior to use; Material Safety Data Sheets are required but proprietary formulas remain confidential. Contractors must provide Fresno County registration proof upon award before services begin, and either the prime contractor or an approved subcontractor must hold a valid California Herbicide Applicator License. Reporting to CDPR must comply with all federal, state, and county requirements, with Attachment D submitted to the COR with each invoice—one form per application period. The contractor may appoint a QAL/QAC person of their preference, and a qualified third-party inspection party may perform Quality Control Plan verification if the prime contractor remains fully responsible. Site inspections prior to bidding should be arranged with Pine Flat project offices (Verne Adams, 559-787-2589). Prior contract amounts and maximum budget allocations are not releasable information, and competing bids are not public information.
