About this file
The document is a Questions and Answers (Q&A) file for Solicitation Number W9123825QA012, a woody debris removal project at Lake Kaweah, California. The solicitation is a small business set-aside, including Service-Disabled Veteran-Owned Businesses (SDVOB), with a contract period from June 10, 2025, to June 9, 2027. The project involves a one-time clean-up of woody debris across five different zones, primarily focusing on removing debris larger than 6 inches x 1 inch from the shoreline between the current water level and the high-water mark at 715 feet elevation.
Key operational details include mandatory boat operations for accessing the north side of the lake, with contractors required to have California Boater Cards and muscle-compliant watercraft. Debris removal methods include chipping or burning, with all burning activities to be conducted in designated areas approved by the Contracting Officer's Representative. No NPDES permit is required, and lake water is available for dust control. Contractors must complete AT Level 1 Antiterrorism and Operational Security training. This is a new requirement with no incumbent contractor, and the Army Corps of Engineers' Sacramento District is managing the solicitation.

25QA0012 Question and Answer
1) This is a set aside for Small Business Entity - Can we assume SDVOB also qualifies?
A1) Yes, a SDVOB is part of a Total small business set-aside.
2) After attending the job walk it appears that the only way to gain access to North Side of the lake is by either air or water. Can Army Corp of Engineers verify that wage determinations if operating boats would fall under #29000 Stevedore I #29041 and/ Or Stevedore II #29042
A2) The level of the job category is upon the contractor to apply. It is based on the experience and wage amount of the contractor’s operator.
3) Under Section 9 Antiterrorism and Operational Security All personnel must complete AT Level 1 and annual refresher training. There are few versions of this with the DOD can you verify exactly which two you will require, and will the Army Corp of Engineers provide access to said training material?
A3) The AT OPSEC training required for this contract is Level 1 as stated in the PWS.
Training can be found at the website (links) shown below:
https://jkodirect.jten.mil/pdf/atl1/launch.html https://jko.jten.mil/courses/AT-level1/launch.html
4) Under Section B Scope of Work Section 10 it states "woody debris will either be chipped or burned". This section does not state any material to be hauled off, is this an accurate statement?
A4) All debris removed will be sorted and recycled. Woody debris will be either chipped or burned. Burn permit will be the contractor’s responsibility. All burning activities and chipping disposal will take place in designated area approved by the Contracting Officers Representative.
5) Under Section B Scope of Work Section 11 Its states "the contractor will need to obtain a NPDES Permit from the Central Valley Regional Water Quality Control Board" -
5A) In order to determine costs and other items we would like to verify why an NPDES Permit is required?
A5A) A NPDES Permit is not required for this contract.
5B) Typically, these are required only when the contractor will be discharging water into a water way. We do not anticipate needing to discharge any water back into the water way. Can you verify this is a requirement?
A5B) A NPDES Permit is not required for this contract.

5C) Typically, NPDES if required are clearly outlined in the scope of and will have anticipated Latitude and Longitude discharge points. Do you have discharge points?
A5C) A NPDES Permit is not required for this contract.
5D) Additionally, most of the time they are already obtained by the entity requesting the work and these can sometimes take up to Six Months to obtain. If we need this can the contract be extended?
A5D) A NPDES Permit is not required for this contract.
6) Section 1 States "...remove debris, the majority of which is at the high- water mark of the dam, dikes, spillways, intakes, outlet works and to include surface area of the shoreline and surface area of Lake Kaweah"
6A) The map provided for both Zone 1 and Zone 5 does include an end location, with that said how far must the contractor clear woody debris from the spill out take and does this include the westside of the spillway breakwater dam on Zone 1 1?
A6A) Nothing West of the dam and fusegates.
6B) Same question for Zone 5 how far east must we clear?
A6B) To the highwater mark. Corps property ends approximate just North of the Cobble Knoll Dike.
7) Exactly what size debris must be removed, typically this is expressed in terms of anything greater than 4 inches x 1inch? Can the Army Corp of engineers clarify this?
A7) Anything greater than 6 inches x 1 inch.
8) According to the job walk information the north side of the lake is all on private property.
Can we assume we have access to the high-water mark on the north side and will not have to obtain an easement permit from the owner?
A8) Correct. We own a small portion, 10 feet above the high-water mark.
9) During the job walk it was determined no vehicular access is allowed or even feasible to get to the north side of the Lake.
9A) So boat operations are allowed and mandatory for the purpose of the project as long they are in compliant with all California Requirements, Such as each boat operator must have a current California Boaters Card and all water borne craft must be muscle compliant?
A9A) Correct.
9B) If water borne craft are not allowed can the contractor utilize helicopter for insertion and extraction of both personnel equipment and woody debris?
A9B) No.
11) The high-water mark was determined to be at 715 Feet elevation and the low water mark was determined to be at 525 Feet during the Job walk?
11A) First off is the above statement an accurate statement ?
A11A) 520 is dead pool, the ultimate low water mark. This typically only occurs in drought years. Note: Boat ramp bottoms are at 564 feet.
11B) Under scope of work Section B "...Removal and Disposal of storm debris from the shoreline (consisting of the current water level at the time of work up to the high watermark)..." Again is this an accurate statement during the jib walk it was mentioned it must be cleared from the low water mark to the high-water mark?
A11B) Correct. This relates to floating woody debris. It would benefit the contractor to work diligently when lake elevation is high.
11C) Will army corps of engineers be able to mark and stake elevation in each zones prior to work commencing?
A11C) No, This will not be done by USACE.
12) Will water be provided by the Army Corp to the contractor for dust control as outlined in section B part 3?
A12) Lake water is available if needed. The contractor shall provide dust control in the form of water spray on all dirt surfaces, to include but not to limited dirt roads, reservoir basins, staging areas dams, and dikes. Frequent spraying must suppress nuisance dust from being released into the air. No chemical treatment is allowed.
13) Is there an incumbent? If so, what is the contract number and value they won it at?
A13) There is no incumbent. This is a new requirement.
14) Can we request the file as stated on the PWS as "Debris Removal Zones" file where we can get the size and details of each zones?
