About this file
This is Amendment 0001 to solicitation W9123825B0001 issued by the USACE Sacramento District for the Military Ocean Terminal Concord Containerized Ammunition Holding Facilities project. The amendment makes several key changes: extends the bid due date from January 15, 2025 to January 29, 2025 at 10:00 AM PST; includes the 100% plans, site visit photos, and site visit sign-in sheet; adds special instructions for Project Labor Agreement submission; and includes an updated wage determination dated December 13, 2024.
The amendment provides additional details on submission requirements, including that the apparent successful bidder must submit a project labor agreement within 30 days after bid opening. Bids must be submitted electronically through the PIEE website, with a virtual bid opening scheduled for 2:00 PM PST on January 29, 2025. The amendment also outlines subcontracting goals: 25% small businesses, 11% small disadvantaged businesses, 7% women-owned small businesses, 3% HUBZone small businesses, and 6% service-disabled veteran-owned businesses. These goals are calculated as percentages of total subcontracting dollars, not the total contract amount.
