About this file

This file contains design specifications and design requirements for a Multi-Domain Operations Complex (MDOC) at Beale AFB, CA. The project involves constructing a 119,926 square foot multistory squadron operations facility that includes two aircraft maintenance bays and a central Squadron Operations Center, with approximately 28% of the facility meeting Sensitive Compartmented Information Facility (SCIF) requirements.

The design-build project requires demolition of existing buildings 1044, 1045, 1046 and jet blast deflectors, followed by construction of the new MDOC facility with associated site work, utilities, pavements, and security features. The facility will be constructed using structural steel framing, reinforced concrete foundations, masonry walls, and insulated metal panels. Key requirements include compliance with UFC building codes, anti-terrorism/force protection standards, sustainability requirements, and barrier-free design. The building must integrate with the adjacent Dock 11 facility and maintain proper aircraft clearances on the apron. Construction involves extensive civil work including new concrete/asphalt pavements, sanitary sewer with oil/water separation, water main extensions, fire protection systems, site lighting, and blast walls. Construction is programmed to begin in FY2025.

The assured grounding program cannot be permitted as a substitute for usage of GFCI'S except as described above.

Ensure generator-powered 15- and 20-ampere , 60 Hertz receptacle outlets have GFCI'S, and are to be properly grounded. Provide a testing means which will impose a measured fault of 5 milliamperes , plus or minus 1 milliamperes , and result in tripping the GFCI unit.

1.8 UTILITIES

Immediately notify the Contracting Officer in writing if utilities not shown on the drawings interfere with construction operations, to enable a determination by the Contracting Officer as to the necessity for removal or relocation. If such utilities are removed or relocated as directed by the Contracting Officer, an equitable adjustment in the Contract price to be made pursuant to the Contract Clause CHANGES to cover the cost of additional pertinent work or delay.

Ensure pole lines, signs, pipelines, and private improvements that interfere with or are to be replaced by new construction are moved to new locations by the owners (or by the State of California or its agents) in advance of construction operations. Notify the Contracting Officer at least 30 calendar days in advance of the work start date for removal of such utilities or private improvements. Ensure to preserve and protect improvements from injury or damage during construction operations. Assume full responsibility for reimbursing the owners for damage to their properties, utilities, or improvements, or interference with their services caused through construction operations.

1.9 PLANNED UTILITY OUTAGES AND STREET CLOSURES

Utility outages and street closures to be restricted to off-duty hours and weekends, with the outage duration and street closure as short as possible. Outages and street closures to be scheduled as far in advance as possible with the Contracting Officer and in no case less than 14 days before the outage or closure.
