The key details are as follows: The contract requires water quality testing for the absence/presence and enumeration of coliform bacteria and residual chlorine in potable water systems. The testing will be conducted monthly, with additional repeat sampling at 3 locations (original, upstream, and downstream) if a positive sample is detected. The contractor must have either NELAP or ELAP certification. Safety requirements include an Accident Prevention Plan and an onsite Safety Specialist. Hensley Lake Water Sampling/Testing Questions and Answers

W9123824Q0023

1. Please provide a copy of the Safety Exposure Form 94-R.

A Safety Exposure Form 94-R will be provided during pre-work meeting.

2. Is this a gated park and will a parking pass be provided for the contract period?

Yes, the project is gated; Parking passes are not provided due to the requirement for Contractor vehicle identification.

3. Does the USACE have its own EDT system? What format will results be delivered (PDF, Excel, CSV, etc).

No, USACE does not have its own EDT system. Water quality testing results will be submitted via the CLIP (California Laboratory Intake Portal).

4. The solicitation states that potable water testing is for absence/presence and then asks for a method that uses enumeration (MPN). Will monthly testing be absence/presence or MPN?

Both, the laboratory shall test for the presence or absence of coliform bacteria and for Residual Chlorine. Each sample shall be tested using a method that enumerates Total Coliform and E.Coli.

5. On Page 49, repeat sampling is 5 locations. On the pricing schedule lists ‘3”. It is assumed that this is 3 events which require 1 resample of site and 5 other repeat sites for a total of 6 samples at a frequency of 3 times. 18 tests should be calculated for 3 events, correct?

Repeat sampling is described on page 48 in the section titled, “Potable Water System Repeat Sampling” and repeat sampling is at 3 locations - The repeat samples will be collected from the original sample location, an upstream sample location and a downstream sample location identified in Appendix B. The pricing schedule lists “Repeat Sampling” and the quantity is an event that requires sampling at the 3 locations identified (original sample location, an upstream sample location and a downstream sample location). The section described on Page 49 that includes sampling at 5 locations is titled, “Sampling During the Month Following a Positive Sample” and the quantities are included in the “Monthly Testing”. The Monthly Sampling Total is a quantity of 39 (1 sample per month, per system (2 systems) = 24, plus 15 additional samples during the month following a positive sample = 39 total).

6. On Appendix B, only 3 repeat sites are listed instead of 5. Which sites are accurate for repeats?

On Page 48, the section titled, Potable Water System Repeat Sampling states, “The repeat samples will be collected from the original sample location, an upstream sample location and a downstream sample location identified in Appendix B.” Appendix B is used to identify where the 3 repeat samples should be taken and identifies the locations as Original Sample Location, Upstream Sample Location and Downstream Sample Location. For example, if during the month of April the monthly sampling taken at HV RR1 results in a positive sample, repeat sampling shall occur at the locations identified in Appendix B for the month of April, which are HV RR1 (Original Sample Location), HV Site 11 (Upstream Sample Location), and HV Site 8 (Downstream Sample Location).

7. Do the oxidation ponds have a spigot? If not, are the edges of the pond safe for throwing a sampler out to catch a grab sample?

There are no spigots at the oxidation ponds, however the bank of each pond is stable enough to access the water and obtain a grab sample.

8. On the 2nd page it requires a NELAP certification. On some parts of the work outlined it appears to be requesting NELAP and ELAP certification for the other portion. Would ELAP certification suffice for the whole contract?

Both accreditations either NELAP or ELAP would suffice for the contract.

9. Reading the EM-385 Accident Prevention Plan (a requirement of the contract), and it calls for an SSHO to be onsite during any and all work. Does this apply to this project? This will require an additional person for each sample.

Yes, EM 385 1-1 is applicable to this contract, including the SSHO requirements as described in Chapter 2.
