SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been modified:

THE PURPOSE OF THIS AMENDMENT

1. As of 27 April 2023, the following Contractor questions and Government responses are provided below.

Question 12: Item 13. Volume III mentions Section G - Contract Administration Data. However, I don't see that section in the solicitation. Where can that be found?

Response: An Amendment will be forthcoming to remove the reference to Section G. It was an artifact of our contracting software system PD2. In addition, the reference to Section K will be changed to reference Section 00 21 00.

Question 13: 10.2 Price Schedule:

10.2.1 "Offerors shall provide hourly labor rates for all labor disciplines."

The solicitation calls for hourly rates to be provided and there are no disciplines found in the solicitation. Can the Government please provide a list of disciplines/ labor categories and a format they would like to see listed in the proposal?

Response: Please reference Section 10.1 and 10.2 of the Solicitation. 10.2. Price Schedule: The Offeror shall complete the attachment titled 'Direct & Indirect Rate Pricing Schedule' provided in section J of the RFP and shall include the following price breakdown. Offerors are required to propose all five years of the five-year ordering period

Question 14: The previous bidder inquiries asked about using the standard USACE PPQ Form and using previous forms and the Government has said NO. In the form being supplied in this solicitation pack there is no location for the offeror to list the scope of the work for the project listed on the PPQ. Are we able to submit a coversheet that includes the scope of the projects to help the Government assess a fair relevancy rating?

If there is not scope included with the PPQ then the Government is not able to determine the relevancy of the scope to this MATOC scope.

Response: The recommended approach to edit the .pdf PPQ would be to save it as a Word Document and add the appropriate text, and then re-convert it to an Adobe or similar .pdf document before uploading the proposal

2. Solicitation section 00 21 00 – Instructions, paragraph 13 Volume III is hereby changed:

From: Section K – Representations, Certifications and Other Statements of Offerors.

To: Section 00 21 00 - Representations, Certifications and Other Statements of Offerors.

3. Paragraph 13 Volume III Section G Contract Administration Data is hereby removed.

SECTION 00 21 00 - INSTRUCTIONS

The following have been modified:

INSTRUCTIONS TO OFFERORS

1. GENERAL INFORMATION:

1.1. The U.S. Army Corps of Engineers (USACE), Sacramento District intends to conduct this acquisition by use of Competitive Source Selection Procedures in accordance with the provisions set forth in this solicitation, Federal Acquisition Regulation (FAR) Part 15.3, Department of Defense Federal Acquisition Regulation Supplement (DFARS) 215.3, Army Federal Acquisition Regulation Supplement (AFARS) 5115.3, Department of Defense Source Selection Procedures, and the Army Source Selection Supplement (AS3) to the Department of Defense Source Selection Procedures. The Government intends to award up to four (4) Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts as part of a Multiple Award Task Order Contract (MATOC) pool for Dam Repair & Maintenance Construction to the offerors submitting proposals determined to be most advantageous to the Government. Task orders awarded under this MATOC will be firm fixed price. Instructions to offerors for preparation of proposals are found in Section 00 21 00 of the solicitation; the Government’s evaluation criteria for selection of the MATOC awardee are found in Solicitation Section 00 22 00.

1.3. In accordance with FAR 15.101-1, award will be made on the basis of each offeror’s past performance record and price proposal, with performance more important than price. All evaluation factors and significant subfactors that will affect contract award and their relative importance shall be clearly stated in the solicitation; and the solicitation will state whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price.

NOTE: The intent is to award up to (4) contracts; however, if the Contracting Officer determines during the source selection process that fewer or more than that number of contracts should be awarded, the Contracting Officer has the discretion of adjusting that number (higher or lower) or to elect to award none at all. In any case, the Government may not award any contract that does not represent a "best value" to the Government using trade-off selection procedures as set forth below and as required by the Federal Acquisition Regulation (FAR) and other supplementary guidance.
