W9123823Q0007 IIJA Buchanan Veg Removal Questions & Answers

1. Is there a scheduled site visit? No, most of the area are in a public viewing area and project is open to the public.

2. Is there a deadline or estimated duration? See, the period of performance.

3. Will there be a bid tour prior to the bid date? No, most of the area are in a public viewing area and project is open to the public.

4. If no bid tour is there a local USACE individual we can talk to who is familiar with the project? No, contractors are not permitted to speak to Park staff about a project that is currently out for quotes. Anyone who does may be prohibited from submitting a quote.

5. The Performance Work Statement states in part A.3 : "The Contractor shall...provide all the necessary and required licenses or permits for the completion of this contract". Removing vegetation within a riparian zone will require permitting with the State and may include have costly and unpredictable stipulations. Who pays for this? No permits are required, as the dam, dikes, weir, and wing walls are man made and this is part of the Maintenance of the facility.

6. The Performance Work Statement states in part B.1a "Remove all brush, woody debris, trees, both dead or alive on and within 50 ft. from the dam, all spillway, wing walls, five dikes and downstream weir/bridge abutting to the natural landscape at the Buchanan Dam Project". Does this apply to willows in the Fresno River most specifically at the bridge? No. This is not on the Fresno River

7. Will the Government install survey stakes / marker flags which will define the work area at each location? No.

8. Is the contractor allowed to store heavy equipment overnight on-site? If so, is the area secure? Yes, there is some overnight storage pending the COR approval, but it is at your own risk and not secured. See, Page 44-45 PWS Part c, lines 6-6.2

9. Is the contractor expected to level out the wood chips or will it be acceptable for the contractor to make a pile? Either is acceptable.

10. For the pieces of wood that Is too big to chip, can the contractor dispose via dumping it?

No, you must chip all wood. See page 43 PWS, Part B, line 1.e

11. Can the contractor chip the removed materials at the same location it was removed from?

Or will the contractor be responsible for transporting the material to the storage yard and chipping it there? The chips are to be piled in the storage yard. See page 43 PWS, Part B, line 1.e

12. Will the Government provide any portable restrooms / restrooms for the contractor to use? No. There are public restroom nearby

13. What is the typical hours of work? Will Contractor be permitted to perform work on weekends as well? 0745-1630 Monday -Friday. No weekend work is not allowed.

14. Where is the “flood damage reduction structure”? and will contractor need to remove any trees (alive or dead)/ brush within 15’ of it as well? Or just any existing stumps? Flood damage reduction structure = Buchanan Dam, spillway wing walls, dikes, downstream weir, roots are to be removed within 15 feet, dead or alive vegetation (including alive trees and dead stumps) are to be removed within 50 feet. See pages 43-44, PWS Part B, line 1 -1.e

15. Will the contractor be permitted to backfill the holes created with woodchips? Or does the contractor need to fill the voids with a “like to like” material? See page 43 PWS, Part B, line 1.d

16. If I am interpreting this correctly, there seems to be a few sites where work is performed on or right next to the road. If so, are these roads open to the public and will contractor need to provide traffic control? The roads by the dam are closed to the public but the roads in the recreation areas are open to the public. Contractor must provide any necessary traffic control measures. See page 43 PWS, Part B line 1

17. Just to make sure I am interpreting the SOW correctly, Part B, Section A says to remove all vegetation 50’ from the dam, spillway, dikes, etc. Does the 50’ boundary only apply to the Dam or all of the areas? 50’ applies to all of Buchanan Dam, spillway wing walls, dikes, downstream weir. See page 43 PWS, Part B line 1

18. Is it possible to get an aerial view picture of each location, marked up- which outlines/shows the area of work? No, not at this time.

19. When you say remove would you prefer the vegetation to be mechanically pulled up with lets say an excavator or are you wanting it flush cut with stump remaining in ground? Stumps must be removed, See pages 43-44, PWS Part B, line 1.b

20. If we are pulling it out, what are the specifications to fill the holes back in? Is there a place to get fill material on site or would that need to be trucked in? Yes, you must bring in like material. See pages 43-44, PWS Part B, line 1 -1.e
