SITE DEMOLITION In general, the facilities that will be receiving new Natural Gas service will require demolition of previous service utilities. These utilities include fuel storage tanks (above ground and below ground, with sizes ranging from 75 - 6,000 gallons) and their respective connections and fuel lines, and concrete pads and bollards previously used for propane tanks and other fuel above ground tanks. Removal of Underground Storage Tanks shall comply with UFGS 02 65 00, Underground Storage Tank Removal, and Tooele AD Underground Storage Tank Removal guidance (see Appendix).
See Section 01 10 11 for list of exterior features required for demolition.
Waste Disposal. All waste at TEAD is regulated. All waste shall be evaluated in accordance with 40 CFR 261 and Utah Administrative Code R315-260 through 266 including R315-268, R315-270, and R315-273. If waste is found to be hazardous, it will be handled in accordance with TEAD Hazardous Waste Management Plans found on the TEAD Environmental Management System (EMS). Scrap materials (non-hazardous waste or recyclable material) shall be disposed of by: 1) Placing it in a Government-supplied scrap metal recycle bin. 2) Placing it in a Government supplied paper/cardboard recycle bin.
3) Placing it in a Government-supplied trash dumpster for all non-recyclable waste. Used oil is to be disposed in accordance with Utah Administrative Code R315-15.
Haul Route. See G-101 for haul route path. The haul route shall follow paved travel ways and avoid gravel roads to minimize the impact of heavy vehicle/equipment traffic. The haul route will travel through the Main Gate entering through Commander Boulevard to the intersection of Maintenance and Supply Road and continue northbound. At the intersection of Acacia Road, the haul route will travel westbound and then follow Rosewood Street and then turn left onto Teak Road. At the intersection of Greasewood Road, the haul route will travel westbound to the intersection of the paved unnamed road. At the intersection, the haul route will travel northbound and then turn left onto West Maintenance and Supply Road and travel west until arriving at a three-way stop. The haul route then turns right and follows the unnamed road as it curves north. At the second four-way intersection, the haul route will turn left onto Workshop Road to continue traveling westbound. Workshop Road will eventually become M-Line Road and the haul route will turn left onto the paved unnamed road prior to building 1294. The haul route will turn left onto another unnamed pave road that travels towards building 1376 and will terminated within the vicinity of the building. Installation roadways sustaining damage from construction activities shall be repaired at the Contractor’s expense after project completion. The Contractor shall coordinate with Tooele Army Depot’s Department of Emergency Services.
EARTHWORK.
General. During construction, minimize disturbed areas, stockpile excavated soils, and protect excavated soils from wind and water erosion.
Replace or remove soils when construction is complete. Re-seed all disturbed vegetation areas from construction/demolition operations. Seed shall be a six (6) seed mix native to the local area (Pubescent Wheatgrass, Crested Wheatgrass, Indian Ricegrass, Bluebunch Wheatgrass, Fourwing Saltbush, Forage Kochia). Seed shall be l2eddmn9 Highlight

6.8.1 planted by broadcast spreader then raked under top layer of soil or placed by seed drill. Recommended seasons of planting are early spring or late fall.
Excavation. Tooele Army Depot requires all workers who perform excavation to attend a 1 hour Unexploded Ordnance (UXO) briefing at the TEAD safety office.
There are no known contaminant or contaminated soil at the site. If contaminants are encountered or suspected either by detecting suspicious odors or discolored soil, the Contractor shall notify the Contracting Officer immediately.
If the Contractor discovers unidentified hazardous conditions after construction commencement, he/she shall notify the Contracting Officer immediately. The Contractor shall stop construction for up to ten (10) days to allow time for Environmental Management (EM) representatives to sample and analyze suspected contamination. If the soil is determined to be contaminated, the Contractor shall set the contaminated soil aside on some contained area (asphalt, plastic lining, etc). The contained area shall first be covered with minimum 15 mil plastic before any soil is placed there. After the soil has been placed there it shall be entirely covered with minimum 15 mil plastic sufficiently anchored to remain in place during windy/stormy conditions. Storm water shall be diverted away from the stockpile, and any runoff from the stockpile area shall be contained and properly disposed of.
Borrow. All borrow shall be obtained at Contractor expense from the approved on-site source acceptable to the Contracting Officer and meeting gradation requirements of Geotechnical Report, and all excess materials shall be disposed of at an approved municipal landfill. The Contractor shall submit material certification for approval prior to placement. Excavation of borrow material from the on-site sand pit will be available from October to March; no excavation is to occur during the Cliff Swallow Nesting period. Imported sand bedding materials that meet Dominion Energy specification can be used on this project as well.
Geotechnical Report. Contractor is required to obtain the services of a Geotechnical Engineer. All explorations and Geotechnical evaluations and recommendations are the responsibility of the Contractor. See paragraph 7 “Geotechnical Design Requirements” for additional information and requirements regarding the Contractor’s Geotechnical Report.
SITE DEVELOPMENT
Siting. Location and orientation of the new services are shown on the Civil sheets. The final site design shall be determined by the Contractor meeting the minimum provisions of all applicable references indicated in these RFP documents and with the final approval of the Contracting Officer. The Contractor shall confine proposed development to the service route as shown on sheets C-111 and C-112.
Staging Area. The Contractor staging area and trailer shall be located within the project limits and a proposed location is shown on G-102.
SITE IMPROVEMENTS.
Standard Details. Site details shall be constructed per the Base Operations standard details and Tooele Army Depot Facilities Design Standards.
