SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

SOLICITATION/CONTRACT FORM

The required response date/time has changed from 29-Jun-2020 08:00 AM to 29-Jul-2020 08:00 AM.

The solicitation issue date has changed from 28-May-2020 to 29-May-2020.

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. Offerors are responsible for providing enough information to the

Government for it to make a determination that a proposal is or is not technically acceptable. In addition, The

Government will review the lowest-price offeor first. Should that offer be technically acceptable, the Government will award to said offeror. Should it not be technically acceptable, the Government will perform a review of the next lowest-price award until a technically.acceptable offer is found. No offerors priced above the successful offer will be evaluated:

Award will be based on Lowest Price Technically Acceptable basis.

Factor 1: Price

The pricing arrangement will be a firm fixed-price. Award will be based on Lowest Price Technically Acceptable basis.

Factor 2: Technical

Offeror will be evaluated on their ability to provide the necessary labor, materials, equipment, supplies, and transportation necessary to provide the full range of services required (i.e. submit a capability statement or provide an Inventory list).

Factor 3: Past Performance

Offeror will be evaluated using an acceptable past performance record. Provide references (up to 3 projects) for previous projects for services similar to the scope of work described in the Performance Work Statement for this prospective contract. If past performance information is not available for the offeror; the offeror shall be assigned a neutral rating which is neither favorable nor unfavorable.

The government intends to evaluate the lowest priced offeror; if technically acceptable the government will award without evaluating other factors. If the lowest priced offeror is found NOT technically acceptable, the government will proceed to the next lowest priced offeror following the same process and so forth.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either

W9123820R0060 party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
