Q&A FINAL RESPONSES 3 FEB 2020
The following questions and answers are furnished for information purposes only, and will not be incorporated in the the final contract document.
Vendor Questions and Answers ‐ Success Solar 3 Feb 2020
1. Please clarify what is required relative to the ‘accident prevention plan’. If you can provide an example great. If our existing health and accident prevention plan will suffice please inform.
A. APP must be submitted per solicitation following 385‐1‐1. A web address is provided under 2.2 Safety,
2.4.3. An Abbreviated APP for Limited‐Scope Service, Supply and R&D Contracts will be acceptable. Please see 385‐1‐1, Appendix A, 2. Abbreviated APP. In lieu of a fully‐developed APP, for Limited‐Scope Service, Supply and R&D Contracts.
2. Please verify the max current each meter drop will support. Tom can get this from SCE. To be sure we need to make sure the drops will support the power both the original and ultimately the 2nd phase solar addition will add to the load drops. If an upgrade to the transformer and or existing drop needs to happen in order to not only be safe but moreover pass relative to the jurisdiction and SCE, we need to know in advance of bidding since this will change things slightly as well as timelines for turn up.
A. A. For bidding purposes the contractor will not be required to install new transformer, service drop or meter/meter box. All additional transformer, service drops or meter/meter box requirements defined during the interconnection process post contract award will be addressed with a possible contract modification.
3. What is the distance of the closest available water source to the Array location for use on the automated cleaning system identified in para. 2.1.4 of the PWS.
A. Automated cleaning system will be removed from the PWS. The project staff will clean array with truck and water wagon.
4. Does access to this water source require trenching to tie in and would this trench line run under paved surfaces.
A. Automated cleaning system will be removed from the PWS/solicitation.
5. What is the voltage of the main at the interconnection point and is their sufficient buss capacity for the PV system size requested for a load side tap or will a variance for line side tap be necessary.
A. For bidding purposes please figure a line side tap will be utilized.
6. Should a new service panel be assumed to meet the requirements of this connection?
A. See #2 Above.
7. Is the requirement for concrete setting of support posts driven be a USACE standard that you can reference? Engineering calculations based on the site’s soil type and wind loads could validate alternative frame support options.
A. Please bid foundation embedments per solicitation.
8. Is the 30 day installation requirement inclusive of all Utility driven interconnect agreements as their process could extend beyond that time constraint?
A. Project period of performance will be revised to 90 days. Any time more extension required for interconnect agreement will be addressed post award after discussions with the power provider.
9. Your Standard Form SF 1449 indicates that the due date for the solicitation is February 4th which is different from the date stated on the Beta.SAM site which States February 10th.
A. Due date for submission of proposals will probably extended due to the changes in the requirements.
Please standby for future announcements in beta.SAM.gov.
10. During the 1/24/2020 site visit; USACE representative stated that we could request the Accident Prevention Plan template that will be required for this project as RMS system will not be used under this contract. Please provide Accident Prevention Plan.
A. See above response on Question 1.
11. Section 2, 3, and 4 of the “Quality Assurance Surveillance Plan” states there will be an invoice deduction for failing to meet the Acceptable Quality Level (AQL).
What are the requirements of the AQL?
A. A solar system installed per the solicitation.
12 What is the amount that will be deducted from the invoices?
A. To be determined by USACE upon contractor’s failure to meet Acceptable Quality Levels.
Will the amount deducted from the invoices be paid at a later time?
A. Yes, once acceptable quality level are met, funds will be released.
13. Is this project a design build project?
A. The contractor is providing a turnkey project delivering 104,000 kWh annually. Calculations and drawings will be required.
14. Is this project to follow Davis Bacon wages or Service Rate wages?
A. This is under the Service Contract Act. See Wage Determination provided.
15. Can USACE provide engineers estimate for this project?
A. USACE cannot provide an estimate to the public.
16. Scope of work requests an automatic cleaning system. For an automatic cleaning system it requires distilled water. Does USACE have distilled water onsite for use or is a new water system needed?
A. See above response 27 Jan 20, Question 3 & 4.
17. Section 1: General Paragraph 1.1 – Period of Performance: 30 days of contract award. 30 days is not enough time to coordinate with engineers, or Southern Cal Edison… Is the performance period to be revised?
A. See above response. Question 8
18. If my company did not attend the site visit, are we still able to provide a proposal for this project?
A. The site visit was not mandatory so you can still submit a proposal.
