ADDITIONAL INSTRUCTIONS TO OFFERORS (SOLICITATION/REQUEST FOR PROPOSAL -RFP)

PROPOSAL SUBMISSION – INSTRUCTIONS TO OFFERORS

1. INTRODUCTION

Submit the original and one (1) complete copy of the proposal on Compact Disk (CD) using a searchable “PDF” file format. Each volume must be a separate and searchable PDF file.

The Proposal shall provide the Government address and receipt date (USACE provides this) for proposal submittal.

The offeror’s proposal shall consist of five (5) volumes. The Volumes are: I-Technical; II-Cost/Price; III-Past Performance; and IV- Solicitation, Offer and Award Documents and Certifications/Representations. Files shall not contain classified data. The use of hyperlinks in proposals is prohibited.

Offerors are cautioned that “parroting” of the Technical Requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

2. PROPOSAL SUBMISSION REQUIREMENTS

a. Any document pages that are changed (as a result of negotiations or proposal revisions) should be of a different color and have changed information clearly marked by a vertical line in the right margin of the page. The revised pages shall be dated.

b. Page formatting should be single spaced. Each paragraph shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be landscape.

NOTE: Pages that exceed the required page limitations will not be evaluated. Additional pages over the maximum allowed will be removed or not read and will not be evaluated by the Government.

*Manpower charts and the small business subcontracting plan are excluded from the page count.

3. PROPOSAL FILES

a. Format. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and Solicitation number in the header and/or footer. A Table of Contents should be created using the Table of Content feature in MS Word. MS Word (doc) files shall use the following page setup parameters:

Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”

b. The following additional requirements apply:

Files shall be in read-only format, using PDF files. All price breakdown information to aide in the cost/price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2007 or later version. Each disk shall be externally labeled with Solicitation Number, Date, and the Offeror’s name.

c. Facsimile bids/offers, modifications thereto, or cancellations of bids/offers will NOT be accepted through this means.

d. Content Requirement

All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal.

Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked.

The following shall be included in the Narrative discussion:

Volume I – Technical (non-price). The volume shall be organized into the following sections:

Section A – Factor 1 - Corporate Relevant Experience. Include completed CORPORATE RELEVANT SPECIALIZED EXPERIENCE DATA SHEETS in addition to your proposal information. A sample sheet is provided in this Section (See Appendix 2).

Section B- Factor 2 - Understanding of the Work. Include a brief narrative (See requirements in Section M, Factor 2, Understanding of Work), in addition to your proposal information.

Volume II – Price. This volume shall consist of all information, required to support proposed prices. Certified cost and pricing data are not currently required; however, the Government reserves the right to request such data prior to award. The information submitted in this volume shall comply with FAR 15.408, Table 15-2, and the requirements set forth below. There are no page limitations for this volume.

Section A - Completed copy of the Proposal Data sheet (Appendix 1), copy of completed Standard Form (SF 1449), using a printed copy of the SF1449 included in this solicitation for the contract.

Section B - Exhibit Line Items (ELINs): ELINs spreadsheet posted with the solicitation shall be completed by the Offeror & submitted in MS Excel Format. The completed ELINs will constitute Offeror’s proposed prices for the services corresponding to the PWS. Upon contract award, a price schedule in contract section B will be created using the completed ELINs from the successful Offeror.

Volume III – Past Performance. This volume shall consist of completed Past Performance Evaluation Questionnaire Forms in addition to your proposal information. A sample Past Performance Evaluation Questionnaire Form is provided in this Section (See Appendix 3).

4. DISCUSSIONS

a. GENERAL INFORMATION. In accordance with FAR 15.306(d), discussion sessions with each offeror may be held. Should discussions take place, all offerors in the competitive range will be allowed a minimum of 14 calendar days to submit Final Proposal Revisions.

b. DISCUSSION SCHEDULING. If discussions are conducted, the Contracting Officer will schedule the discussion sessions, and each offeror will be notified of the time and place at least three (3) business days prior to their discussion session. The Contracting Officer will provide additional instructions with the notification.

D. Volume III - Offeror Past Performance. Include completed Past Performance Evaluation Questionnaire Forms in addition to your proposal information. A sample Past Performance Evaluation Questionnaire Form is provided in this Section (See Appendix 3).

Q&Q

QUESTIONS AND ANSWERS

Q1. Is there historical data on mechanical repairs per blg?

A1. No Q2. Are there LED lights at all facilities?

A2. Varies Q3. Do we maintain racks in Logistics?

A3. PM is required on items included in the inventory

Below are the questions I have regarding Factor 2, Understanding the Work found in Mod 0001, Page 5 of 9:

Factor 2, Understanding the Work narrative asks that each Criterion is addressed for each service in Section 1502000 Block 1.1. There are 50 services and 9 Criterion.

Q4. Should it be assumed we would not be answering the MAXIMO Criterion 8 or submitting an Org Chart Criterion 9 for each as that would be very repetitive?

A4. We need to have an understanding of your experience in MAXIMO and how it will apply to each location in Region 6. ONE organizational chart with top management that will stem through EACH Region 6 location is what we are looking for.

Q5. In describing Block 1.1, the Amendment lists examples of HVAC, electrical, plumbing, etc., but also states “each service”. Should a response be delivered for each Criterion for each of the 50 services in 1.1, or for the general types of services such as HVAC, electrical, plumbing, mechanical work, etc.?

Q5a. If the answer above is for all 50 services, is it the intention of the Solicitation that we deliver 350 separate answers, whether it be in narrative, chart, tables, etc., within Factor 2 in order to meet the requirement? (Assuming seven Criterion responses for each of the 50 services, not nine.)

A5 and A5a – Prioritize by the 9 CRITERIA and use general types for each service as long as we can understand that all 50 services can be covered. We would like to know the extent of your experiences in these technical aspects of the job.

Q6. I also have questions on the submission of the Volumes. Can you please clarify the Proposal Submission- Instructions to Offeror, section 1. Introduction and section 3. Proposal Files, e. Content Requirement:

Page 38 of 52 states: "The offeror’s proposal shall consist of five (5) volumes. The Volumes are: I-Technical; II Cost/Price; III-Past Performance; IV-Small Business Participation; and V- Solicitation, Offer and Award Documents and Certifications/Representations."

A6. This will be addressed in amendment. Small Business will be removed as this is a Small Business set-aside

Q7. Does IV – Small Business Participation refer to our status as a small business or a Small Business Subcontracting Plan?

Are we required to submit a small business subcontracting plan if we are a small business? Page 39 references the small business subcontracting plan as being excluded from page counts, inferring the we should be submitting a small business plan.

A7. Your Reps and Certs are required and your declaration as a small business will be reinforced in the narrative you will submit. Small Business will be removed as a Volume as this is a Small Business set-aside

a. If it is our status, is that not covered by submission of the Certifications / Representations?

b. If it refers to a Small Business Subcontracting Plan, FAR Clause 52.19-9 is included in whole, but section

(a) under the clause states: “This clause does not apply to small business concerns.” This is a small business set aside.

Q8. On page 39 the instructions indicate that the Technical consists of Factor 3 Past Performance, along with Factors 1 (Corporate Relevant Experience) and Factor 2 (Understanding of the Work). Should Past Performance be submitted separately as Volume III of V, noted in the section I extracted above, or in Volume I Section C – Factor 3?

A8. This will be addressed in amendment with some changes to this section

Q9. On page 39 and 40 Volume 2 – Price, Section A requires submission of the SF1449. Is the SF1449 to be submitted also in Volume V, noted in the section I extracted above, along with the Reps and Certs?

A9. You may submit PAGES 1-3 with your company information, signature and PRICE for CLIN 0001 in Volume 2 (Price).

Q10. Will the back order log, if any, be cleared up prior to award?

A10. We won’t know the extent of the maintenance requirements until the end of the current contract so it is possible that there will be overlapping of work.

Q11. Is the CMMS system up to date and accurate with all assets, PM’s, and service calls?

A11. The CMMS system is up to date.

Q12. Can the Government provide the current PM schedule?

A12. We cannot provide the current PM schedule. Future work will be required on a per Task Order basis.

Q13. Has the scope changed from the prior contract?

A13. In Region 6, the technical requirements of the work are very similar but the number of locations have changed (see Updated map of Region 6).

Q14. PMO structure?

A14. The PMO structure is covered in the PWS.

Q15. Can the government provide the current locations of the RFOS and AFOS’s?

A15. The RFOs and AFOs will provided upon award of new contract.

Q16. Are the facilities currently using TTU’s for onsite OWS recycling?

A16. The contractor will provide TTUs (see page 98 of PWS).

Q17. If the facilities are currently using TTU’s. Please provide when was the last time the TTUs were cleaned? And confirm all facilities passed the recent annual analysis test?

A17. All that information about TTUs will be provided upon award of contract.

Q18. Per Section 0200000-2.2.1, Regular working hours are typically 0800-1600, five days per week, Monday through Friday, except observed Federal holidays; and Saturdays and Sundays up to two weekends per month.

Where in the PWS does it identify the contractor’s responsibility for the two weekends per month?

A18. Two weekends per month is identified in Page 12 of the PWS under Spec Item 2.2.1.

Q19. Can CPARs be submitted in lieu of PPQs?

A19. PPQs must be submitted as part of Past Performance Factor. CPARS will also be checked as a requirement of the FAR/DFARS/AFARS

Q20. Can 1502000-04 through 1502000-61 Inventory listing be provided via Excel?

A20. Inventory listings 1502000-04 through 1502000-61 are available in Word format, but some information may be available in Excel.

Q21. What is the average number of service calls per month?

A21. Number of service calls vary.

Q22. A Pre-Award Survey is noted on page 37 of 52 of the SF 1449. WE do not see this document as a part of the solicitation package. Can this document be uploaded on FBO? As of today, the said request is still pending.

A22. The Pre-award Survey is required. A statement regarding responsibility as well as the forms in Appendices 1 and 2 constitute the full pre-award survey.

Q23. Please provide instructions related to the requirements of Volume III - Past Performance, Volume IV - Small Business Participation and Volume V - Solicitation, Offer and Award Documents and Certifications / Representations?

In our experience since this solicitation is a Small Business Set-Aside, as Small Business Participation Plan is not necessary. Furthermore, if we are a Small Business, it is our understanding that a Small Business Participation is not necessary.

A23. This will be removed.

Q24.

52.216-1: Is this an IDIQ contract, or is the PM portion Firm Fixed Price?

52.216-8: We have not seen this clause inserted in other FIS contract solicitations or awards. Does this clause apply to facilities contracts?

A24. This is an IDIQ. 52.216-8 will be removed.

Q25. Section L, ADDITIONAL INSTRUCTIONS TO OFFERORS, 1. Introduction, page 38 of 52, states, in part, "The offeror's proposal shall consist of five (5) volumes. The Volumes are: I-Technical; II-Cost/Price; III-Past Performance; IV-Small Business Participation; and V- Solicitation, Offer and Award Documents and Certifications/Representations." However, Section L, pages 39 and 40 of 52, 3. PROPOSAL FILES, e, Content Requirements, requires two volumes: Volume 1 - Technical (comprised of three parts: Factor 1, Corporate Relevant Experience; Factor 2, Understanding of the Work; and Factor 3 -- Offeror Past Performance) and Volume 2 - Price (comprised of Section A, Proposal Data Sheet (Appendix 1) and SF 1449; and Section B, ELINs). Please clarify. If the answer is 2 volumes, where do we provide the reps & certs and or SAM documents?

A25. Small Business will be removed. And this section has been amended.

Q26. With the official solicitation being released on June 13, the recent amendment/modification expanding Factor 2 (from a NTE of 25 pages to 77 pages), and the July 4 holiday having impacts on schedules and also shipping (of proposal); will the Government please consider extending the due date of the proposal from July 6 to July 13. At a minimum, this would afford a full 30 days for industry to turnaround a compliant response. In addition, will the Government please consider revisiting Factor 2 and reducing the page limit under Factor 2 to NTE 40 pages, which should be sufficient to address the criteria.

A27. Solicitation will be extended to July 9th. Page limits will not be changed again.

Q28. Section L, page 37 of 52, CONTRACTOR RESPONSIBILITY, PRE-AWARD SURVEY, requires a Pre- Award Survey to be included with the Price/Cost Proposal. However, Section L, pages 39 and 40 of 52, 3.

PROPOSAL FILES, e, Content Requirements, makes no mention of a Pre-Award Survey as part of the contents for Volume 2 -- Price. Please clarify.

A28. The Pre-award Survey is required. A statement regarding responsibility as well as the forms in Appendices 1 and 2 constitute the full pre-award survey.

Q29. Section L, page 40 of 52, 3. PROPOSAL FILES, e, Content Requirements, requires the Proposal Data Sheet (Appendix 1) be included with Volume 2 - Price Proposal. However, Appendix 1, pages 40 and 41 of 52, instruct "This OFFEROR PERFORMANCE CAPABILITY PROPOSAL DATA SHEET must be completed and attached as the first page of the body of your proposal," which indicates it is to be included with all volumes, not just Volume 2 -- Price. Please clarify.

A29. Both are correct. One should be attached as the first page and “Completed copy of the Proposal Data sheet” will be attached to Volume II – Price.

Q30. Section M, B: FACTORS AND SUB-FACTORS TO BE EVALUATED, page 46 of 52, unchanged in Amendment 0001, states "Factor 1-- Corporate Relative Experience is the most heavily weighted factor. Factor 2 -- Understanding of Work is weighted the same as Factor 1." Most is defined as "greatest in amount or degree." If Factor 1 is the most heavily weighted, that means it's weighted more than the other two factors. Yet if Factor 2 is weighted the same as Factor 1, that means that it, too, is weighted more than the other two factors. Two of three factors cannot each be weighted more than the other two. Is it that Factors 1 and 2 are equally weighted, and combined are more important than Factor 3? Please clarify A30. This will be addressed in the amendment

Q31. Request is made for Appendix 3 "Past Performance Evaluation Questionnaire Form" but appendix 3 appears to be the PPQ. Is there another form/appendix that is required for Past Performance that is missing?

A31. Government does not understand the question. Appendix 3 is the Past Performance Evaluation Questionnaire that shall be filled out and submitted for Factor 3 as described on page 49 of the solicitation.

Q32. The requirement appears that Appendix 3 (currently the PPQ) shall not exceed 2 pages per contract, but appendix 3 is currently 4 pages long. Can this page limitation be eliminated or adjusted?

A32. This will be adjusted with the amendment.

Q33. Can completed CPARS be submitted lieu of the Past Performance Questionnaire? This has been allowable on other, similar Army Reserve / USACE Facility Investment Services proposals.

A33. Page 49 of the solicitation states, “Offeror’s shall complete and provide a Past Performance Evaluation Questionnaire Forms from Appendix 3 on the same contracts submitted for consideration under Factor 1, Corporate Relevant Experience.”

The Contracting Officer may also check CPARs through PPIRS as dictated by the FAR/DFARS/AFARS

(End of Summary of Changes)
