QUESTION AND ANSWER
Landscape and Erosion Control
Question and Answer
17 AUG 2018
Note: Questions have been listed as received.
Q1. How many existing irrigation valves from the field and sod areas not being removed will have to be added back and wired in to our new controller?
A1. None. Refer to revised irrigation plans. No existing valves will be rewired to new controllers. New valves will be added to existing controllers currently mounted on the buildings.
Q2. Is the current irrigation fully functional. Do all valves work with their corresponding controller?
A2. No. The wires controlling the west turf valves along Chrisman road were cut during concrete repair work. A new controller will be mounted near the monument sign/flag pole to resolve the issue.
Q3. With no internet wiring from the building to the controller, can we use a radio/cell phone based controller. Will still get to access all the data and weather changes from remote location/computer just via cell not internet?
A3. Yes. The plan specifies a satellite link unit, not internet.
Q4. There is mention of Synthetic turf. Where does it go on this project? Can't find on plans.
A4. The artificial turf has been removed from the plans entirely.
Q5. Can you provide an existing utility plan for the erosion control area?
A5. The existing utility plans are attached for the erosion control areas.
Q6. Do you have an existing irrigation plan for the landscape area/ball field?
A6. Yes. Provided with attachments.
Q7. The new controller is to communicate to what, an existing computer? Or do we need to supply?
A7. Controller will communicate with existing WiFi connection.
Q8. There was a backflow pointed out at the north end of the ball field. Is that to be our POC for all the new irrigation system? If so, then see RFI 3, 4 & 5 below.
A8. It is not the poc for the entire system. It will be one point of connection. The entire mainline system is currently backflow protected.
Q9. Valves 18 to 20 show that we are to tie into an existing line. If so, then those valves will not be covered by the flow meter. Is this what you want?
A9. The flow meter has been removed from the plans due to multiple points of connection. Note that the poc for valves 18-20 now 14-16 has been moved. Refer to plans.
Q10. Valves 21 & 22 look to be existing off another backflow. Are we to tie them into the new mainline to be covered by the flow meter?
A10. The flow meter has been removed from the plans due to multiple points of connection. Note that the poc for valves 21 and 22 now 17 and 18 has been moved.
Refer to plans.
Q11. Valves 5-8 and 9-12 look to be the same. Again, they are tied into and existing mainline. Are they to be tied into the a new mainline so that they are covered by Master Valve and Flow Meter?
A11.Duplicate valves removed. Master valve removed from plans.
Q12. Is the update of the irrigation system on the west side of building 100 to be added to the new controller?
A12. No. A new controller has been specified. Refer to plans
Q13. Sheet LC-3, area of turf to be “Retrofitted”. Is that controller to be the same as requested for the re-landscaping of the project? i.e. will it need to also communicate with a ‘computer’?
A13. No. The area has an existing controller. It will be re-used for that area.
Q14. In the Legend for Landscape, it is mentioned “Mounding Extents”. How high are the mounds and are they one continues mound?
A14. The mounds were eliminated.
Q15. At the walk through, it was mentioned to add the 12 stations for the ball field to the new controller. Is there any other work to be done with the ball field, which is shown as out of the scope of the project?
A15. No work or retrofit will be done on the ball field.
Q16. The Retrofitting of irrigation on the west side of building 100. Are the bubblers to be the 36” Deep Root waters as well?
A16. Only on the trees.
Q17. Work is bid Service Rate?
A17. The Service Contract Act (SCA) applies at a minimum. SCA Wage Determination is included in the solicitation for convenience. The contractor should consider prevailing wages.
Q18. Are we to guarantee the survival of the trans-planted tree near the CDC?
A18. One year.
Q19. Scope mentions “Artificial Turf”, but it is not indicated on the plans.
A19. Artificial Turf removed from plans.
Q20. LC-1, “Crushed Rock Mulch- Color as selected by Owner”. As there is such a wide variance in cost. Can we get type and color of the “Crushed Rock Mulch”?
A20. Desert gold/tan or at ¾”
Q21. Where is the staging area for material, equipment, job site trailer to be?
A21. Contractor will coordinate with the DLA Tracy staff. An area will be provided with close proximity to each job.
Q22. Please confirm if all valves work and are functional.
A22. All valves are working. Wiring to the valves along Chrisman has been cut.
Q23. The wage determination sheet lists wages that are for a service contract. It seems much of the work should fall under new construction or construction work rather than service. Performing work and paying workers service wages when the wage should be Davis Bacon leaves the contractor ultimately responsible for paying prevailing wage. Is the government sure the work falls entirely under service work and will therefore stand by any potential DOL wage claims or should the wage determination be changed to Davis Bacon wage rates?
A23. See Q&A number 17. Prevailing wages should be considered.
