PERFORMANCE WORK STATEMENT

LAKE ISABELLA

Mitigation Planting and Establishment Project at South Fork and Sprague Ranch

1. INTRODUCTION:

This Performance Work Statement describes the basic objectives of the planting and establishment for mitigation for the impacts to the Lake Isabella Dam Safety Modification Project. The performance-based service contract provides potential offerors the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives to meet the stated objectives. It also presents the Government with an opportunity to assess the offeror’s understanding of all aspects of the effort to be performed by eliminating the “how to” instructions to accomplish the required effort normally contained in the State of Work that the Government traditionally provides to prospective offerors.

2. GENERAL INFORMATION:

Habitats being mitigated for are sagebrush-scrub upland, pine-oak woodland, and riparian/upland. Units and services to be in accordance with performance work statement, performance incentives, terms and conditions contained in this solicitation. The major work elements described herein includes; collecting propagules, propagating seedlings, creating wetlands, providing water, irrigation systems, container plants, grass seeding for erosion control, temporary deer fences, browse guards, deer-friendly livestock fence and maintaining the features and the plants for a five-year period of service, including a multi-year establishment period.

Maintenance and establishment tasks includes: watering, weeding, mowing, storm water sampling, testing and reporting, replacing dead plants and cleanup. Design, plan, coordinate, organize, manage, and perform the activities described herein.

3. BACKGROUND AND DESCRIPTION:

a. Background: Lake Isabella is currently unable to hold the amount of water from which it was authorized due to an interim risk reduction measure reducing the lake elevation from the authorized gross pool. Based on current engineering knowledge, U.S. Army Corps of Engineers determined that the Lake Isabella Main Dam, Spillway, and Auxiliary Dam have a high risk of failure due to significant seismic, seepage, and hydrologic issues. Therefore, work on these elements will be undertaken to ensure they meet the new standard.

b. Description: The work described herein is mitigation for impacts that would occur at the locations described above. The mitigation described above is being developed at two sites.

c. Site Locations: The project encompasses two sites, shown in Table 1, below.

References to sites will include all the areas designated as in the attached drawings and referenced herein.

See Exhibits A, B and C1-3 for site location drawings.

6. PROJECT SCHEDULE:

Develop a schedule (See Table 3 for example) and submit to the Contracting Officer for approval. The schedule shall be submitted at the pre-work meeting or 30 calendar days from award of Contract, whichever occurs first.

The work described herein encompasses two main time frames. First is the Installation Period (IP), which includes the undertaking and completion of all indicated installation tasks, except the installation of the deer-friendly livestock fence. The IP is projected to take nearly two full years to complete. This is based partly on timing to collect and propagate the plant seeds, and the installation of the infrastructure. An Installation Acceptance (IA) will be given when ALL required installation items have been completed and accepted by the Contracting Officer (KO).

The installation acceptance in writing by the KO starts the Establishment Period (EP). The second time frame is the EP, which includes all maintenance and establishment work, cleanup and submittals of all reports, and the installation of the deer-friendly livestock fence. It continues for a continuous period through the remainder of a 5-year contract period of service.

vi. Propagule Collection: Collect propagules from the Kern River Valley region.

For propagules collected on public lands, verify with the local land owner or maintaining agency prior to collection of any propagules and acquire permissions.

For propagules collected on USFS lands, obtain a special permit from the USFS prior to collection. Present to the Contracting Officer prior to commencing collection a written approval. Separate and clearly label propagule storage collection by species type. Collect propagules by a qualified California Native Plant Specialist when particular species propagule is available and viable.

Adjust and coordinate installation and maintenance work based on seeds that were able to be collected. Those species whose seeds were not available procure from existing nurseries where they exist. For seeds that were unable to be collected, collect at the next earliest opportunity and adjust schedule and present to the Contracting Officer for scheduling accordingly. Propagule collection includes all woody, grass and herbaceous plant species for container plants. Also collect grass seed for use in grass seeding, using one of the following application methods: hydroseeding, broadcast, and/or drill seeding.

See Attachment C for Propagule Schedules and Attachment F – Grass

Seeding and Erosion Control for Grass Seeding Poundage

vii. Propagating Seedlings: Identify the plant nursery and its location. Propagate propagules, by storing, planting in starter containers, transplanting-up into larger growing containers as plants mature, maintenance, and delivering seedlings to the project site in the required sized nursery container where indicated herein. Keep all seedlings weed free and watered to cultivate growth. For seedlings, fertilize with an appropriate slow release commercial grade or free flowing fertilizer appropriate for the plant species. Separate seedlings into groups by species and label individually. Keep all seedling containers weed free. Keep areas within 5 feet of all seedlings 95% weed free at all times. Coordinate seed availability with collection, seedling start times, seedling development, and plant delivery times.

See Attachment C for Propagule Schedule See Attachment E – Section 32 93 15 Plant Acquisition

viii. Providing Maintenance Road and Firebreaks: Provide maintenance roads and firebreaks where shown on exhibits. At Sprague Ranch continue the maintenance road through the future Audubon Nature Education Center. Rake to remove rocks and other debris, clear and grub, rough grade, finish grade, and compact all maintenance road and firebreak alignments. Finish grade roads so that they do not impede surface water flow. Grade all remaining road-edge ridges to be flush with the surrounding grades. Provide water bars, where necessary, so that water accumulation and flow is diverted from road and directed into an adjacent protected area. Repair any erosion that occurs as a result of surface water flow.

At South Fork, ensure the access road from Patterson Ave to the site is maintained so that it provides continuous unimpeded access. Grade the road when it deteriorates from its pre-work condition and at the completion of the Contract. Water road to control dust as needed to meet air pollution standards. Provide a firebreak along and immediately interior of the South, West and East boundary lines. No firebreak is required along the North boundary line.

At Sprague Ranch, ensure the access road from Fay Ranch Road to the site is maintained so that it provides continuous unimpeded access for current uses. Grade the road when it deteriorates from its pre-work condition and at the completion of the Contract. Provide a firebreak along and immediately interior of the North, West and East boundary lines. No firebreak is required along the South boundary line. See Exhibit C1.

ix. Creating Wetland: At Sprague Ranch, create a wetland where shown on drawings. Create the wetland so that it is tied back into the existing grade forming a smooth transition. Balance cut-and-fill material, so no soil material needs to be imported to, for exported from, the site. Incorporate granular bentonite at a rate of 3 lb per square foot over the entire wetland cell area. Provide an 18 inch diameter corrugated steel pipe between each wetland cell and to the existing wetland cell, so that the water level between each cell freely flows and equalizes their levels.

See Exhibit C2 Sprague Ranch-Wetland Enlargement and C3 Sprague Ranch

– Wetland Section.

x. Preparing Soil: In preparation for grass seeding, disk the entire site, except where desirable native vegetation exists and/or where no-till drill seeding areas are to be employed. Existing roads herein are defined as all observable vehicular tracks that have compressed or scarred soil surfaces. Rip and disk soil where dirt roads exist to an eighteen inch depth. Disk until soil is friable and conducive to support native grass germination and growth. Cultipack and finish grade so that it is even with the adjacent land, and the soil does not impede water drainage.

Construct waterbars, as needed, to divert surface water and prevent erosion. No soil disking is permitted in environmental sensitive area #54-830.

xi. Seeding Grass: Apply grass seed to the mitigation areas at all sites, except for the designated maintenance roads and firebreaks, and the environmental sensitive area #54-830. Perform grass seeding using the seeding method that is most conducive to each site, and after soil preparation is completed. Avoid damage to all existing native vegetation. Undertake seeding as indicated in Attachment F Grass Seeding and Erosion Control requirements, Tables A1, B1 & C1 Grass Seed Mixtures. Where native grass exists that meet the grass performance standards, new grass seeding is not required. See Exhibits B & C1-3 for seeding locations.
