W91238-16-R-0030 Small Business Surveying, Mapping and GIS: Synopsis of Questions and Answers
1) The small business set aside includes significantly more professional qualifications than the unrestricted. Please confirm that it is the intent of the Sacramento District to have these solicitations be so different.
ANSWER: The disciplines listed in the Small Business announcement will be changed to reflect the same disciplines are the unrestricted announcement.
2) Is it indeed the intent, under this contract and NAICS Code, to include all the disciplines listed in the Selection Criteria or is this an erroneous paragraph inserted by error? And if it is an error, should the paragraph read as stated above in the un-restricted contract?
ANSWER: See above
3) What is the name of the incumbent firm or firms for this IDIQ contract?
ANSWER: Johnson Frank & Associates
4) If a firm is a small business per the size standard, but has no SB/SDB participants as defined in 3(e), is that firm still eligible for consideration?
ANSWER: If you fail to respond to 3e, it may have a negative impact on your overall SF330. Please carefully read the announcement.
5) Item 3(b) in Selection Criteria lists a requirement to have certified and registered professionals in 21 different fields, presumably in every state in the district, that appear to include areas of expertise unrelated to the scope of the described surveying services. It does say that the scope is not limited to what is listed. Can you elaborate on what kind of work each of those disciplines would be expected to do, or otherwise explain why they are required?
ANSWER: Please see response to #1 above. An amendment will be posted in FBO.
6) In which state or states would hydrographic and aerial surveys be most frequently needed?
ANSWER: The work varies for each new IDIQ so unfortunately we cannot say at this time which state would most require hydrographic and aerial surveys.
