W91238-16-R-0014 (UNRESTRICTED) - Requests for Information (RFI’s)

1) In paragraph 3a, the RFP states “The A-E must provide examples of not more than ten (10) projects completed within the last 5 years”

By “complete” do you mean construction complete or design complete? Since this RFP is for A-E services and we are an A-E, it seems like we should interpret this as design complete.

ANSWER: Design should be complete.

2) Are the SF330 Part II forms included in the 200 page limitation?

ANSWER: Yes.

3) Are the CPARS and PPQ forms included in the 200 page limitation?

ANSWER: No.

4) Should Section F project CPARS/PPQs be included within the Section H Past Performance subsection, or preferred in an Appendix behind Section H? If included in Section H for Past Performance, or within an Appendix, will those pages count against the overall page count of 200 pages?

ANSWER: Please include in an appendix.

5) Will the Quality Management Plan included in Section D be page counted?

ANSWER: Yes. A generic plan may be submitted with the SF330. A more specific Quality Management Plan will be required at the task order level.

6) In Section H, Professional and Specialized Experience for Key Disciplines, please confirm that project-related experience of any proposed new employees (i.e., employees with less than 3 years with the firm), will still be considered.

ANSWER: Yes, however 3 or more years may be rated more favorably than employees with less than 3 years with the firm.

7) For the PPQ Attachment 1, the instructions in the Past Performance state for the submitting A-E firm to complete blocks 1-4 and the client/customer should complete blocks 5-8 and the evaluation survey. Since there are no blocks numbered on the PPQ form attachment, should the A-E firm complete the entire first page of the form? If not, which fields should be completed by the A-E firm, and which should be left blank for the client/customer?

ANSWER: Corrections have been made on the PPQ and it will be re-posted.

8) If the submitting A-E firm only uses one 11x17 page in the Section D org chart section, can the other 2 allowable 11x17 pages be used within the Sections E, F, G or H?

ANSWER: No. The 11 x 17 pages are only for the organization chart.

9) Will each 11x17 sheet count as only 1 page?

10) Will Part IIs be included in the 200-page count?

11) Clarification that SF 330 Part II’s are counted within the 200 page limit.

12) Is a project considered complete if the AE has completed the 100% design package for a design-bid-build project or preparation of a design/build RFP is 100%?

13) Is a composite project description of an AE IDIQ with multiple task orders presented consider a project in Block F?

ANSWER: Yes, description of an AE IDIQ can be provided however descriptions of projects in task orders issued would most likely provide more relevant information.

14) Can previously completed client PPQ’s be submitted and acceptable?

ANSWER: Yes, however there may be a risk in using an alternative format as it may not be complete or does not provide the same information we are seeking but that will be the decision of the submitting firm.

15) If a prime submits a project in Block F for which they were a subconsultant to another firm, but performed more that 50% of that work, how would that project be rated?

ANSWER: Information provided will be reviewed/evaluated in accordance with the announcement.

See section 3.a.

16) If a prime submits a project in which they only prepared the 100% design package along with the start and stop dates for professional services, are the construction start and stop dates required? I am not sure that as the prime we are able to secure that information as we were not a part of the construction program. Should the construction dates be listed as “N/A”?

ANSWER: Yes, the construction dates should be listed as N/A.

17) As related to Project Size – if a prime submits Block F projects and has only completed the design, we can provide the “design fee”. However, we do not have access to the construction value of the completed project. Is providing only the design fee considered responsive and acceptable?

ANSWER: Yes, please provide the total amount for the design and specify it was the fee and not the construction value.

18) Are non-military projects that are similar in scope and facility type weighed equal or less than military/DoD projects in Section F?

ANSWER: It depends. However, military projects may be rated more favorably than non-military projects.

19) How heavily is the G matrix weighed with respect to the evaluation of the overall SF330 proposal?

Given the full range of projects and services required, and specialize subject matter expertise involved, it would be unusual for an individual to touch a full span of representative projects. Therefore are you more heavily scoring the relevancy of the projects in Section F and the caliber of resumes in Section E?

ANSWER: The SF330 is evaluated as stated in the announcement.

20) In the absence of ACASS or CPARS ratings we will submit PPQs for our Section F projects. Will USACE Sacramento accept completed PPQs from previous submittals?

ANSWER: See response in #14.

21) Should the percentage goal apportioned to small business with respect to the overall subcontracting amount meet/exceed 41.5% or 40.08%?

ANSWER: The goal should meet or exceed 41.5%.

22) Can large/unrestricted firms and small business firms be on each other's teams for the Unrestricted W91238-16-R-0014 and Small Business W91238-16-R-0029 AE IDIQ solicitations?

23) Under section 3.a. Specialized Experience and Technical Competence: Please clarify the definition of “completed”. If a design-build project is submitted, must the construction be complete for the project to be considered compliant? If a design-bid-build project is submitted, and our A/E design is complete, must the construction be complete for the project to be compliant? Are project start/complete dates for design and/or construction, where applicable? For a study/programming project, would the project size (cost and scope) be our design fee?

ANSWER: The design must be complete. Please include a start and completion date for design projects (to include study and programming projects). The completed design cost will be the design fee.

24) Will projects outside the District be considered less favorably, or will they not be considered at all?

ANSWER: The projects will be considered however they may not be considered as favorably as projects that are within the boundaries.

25) Can a project only be a single task order, or can it be multiple projects at the same installation as part of a program?

ANSWER: Either will be considered. Firms are encouraged to provide information on projects that are most relevant.

26) Can CPARS be provided instead of PPQs?

ANSWER: Yes, CPARS are preferred and should be submitted if available.

27) If we have a recently completed PPQ form, can we submit that?

ANSWER: See response to #14.

28) Solicitation says PPQs can be returned with submittal. However, PPQ form included with solicitation (which is different than typical PPQ form) instructs evaluators to return via e-mail to the Contract Specialist at Melissa.A.DeNigris@usace.army.mil <mailto:Melissa.A.DeNigris@usace.army.mil>. The form also says it should be not be completed by Offeror. Which instruction is correct?

ANSWER: The PPQ has been corrected and re-posted. It should be included with the submittal.

29) Do the PPQs count toward the page count for the SF330?

30) Are you looking for 3 different Org Charts based on scope, or are you indicating that those should be extensions of one org chart? What is your preference in asking for 3?

ANSWER: One organization chart.

31) With regards to Volume of Work in Section H will it be compliant for us to submit a summary of the total amount of fees we have been awarded for the past 12 months? Or do you want to see a list of all task orders, mods etc.? If it is a comprehensive list will this information count against our total page count?

ANSWER: Number of task orders and design fees.

32) Do the past performance questionnaires count against the page limit? (4 pages per PPQ x 10 Section F projects is 40 pages!) And is it acceptable to put the PPQs in an Appendix at the end of section H or do you want them inserted into our response for Past Performance (sub paragraph C) in Section H?

ANSWER: The PPQ’s do not count against the page limit. Yes, the PPQ’s should be included as an appendix.

33) You allow for three 11x17 sheets for the Section D. If we only use one or two in section D is it permissible to use the remaining allocation of 11x17 sheets elsewhere in the proposal such as section H? (We would not use any more than three 11x17 sheets overall.)

34) Are the SF330 Part IIs counted against the page count for the proposal?

35) In section 3.a, we ask you to consider changing the period of time for completed projects from “completed in the past 5 years” to the past 10 years.

ANSWER: No it will remain 5 years. However, if older projects are provided they may not be viewed as relevant as more current projects (within 5 years).

36) Where should PPQs be placed in the SF330 submittal? Directly behind its respective Section F Project or can they be included as a separate section after the Part IIs?

ANSWER: As an appendix.

37) Please clarify this requirement. If a project included in Section F has a final PPIRS report, is a PPQ also required?

ANSWER: No. PPIRS is preferred.

38) Please clarify if the 200 page limit is for Parts I and II or for Part I only.

ANSWER: Both.

39) Will Past Performance Questionnaires (PPQs) submitted for projects in Section F, each at least 4 pages, count towards the 200 page limit?

40) Regarding the page size limits for the proposal response, you have allotted only three (3) 11 x 17 pages for organizational chart. If we only use one (1) 11 x 17 page for the org chart, can we use the other two (2) for graphics/charts/tables/etc. for SF330 Section H?
