PROGRAM DESCRIPTION

Overview

The mission of the Sacramento District’s Leadership Development Program (LDP) is to develop leaders at all levels, across all functional areas and career programs. The LDP is designed in direct response to the need to systematically develop the leadership and management skills of the District’s current and future leaders, supervisors, and managers. The commitment of the Commander and District executives to leadership development is reflected in the direct involvement of these leaders in many components of the LDP.

The program consists of a three tiered training approach. Tier I offers a low-commitment opportunity for individuals to “test the waters” of their leadership potential, while providing valuable communication and team-building training. Tier I expands participant’s self-awareness, enabling more rewarding professional and personal relationships and preparing them for more effective performance on teams and in workgroups. Tier II offers a mid-commitment opportunity for participants to understand their strengths and how to leverage them to improve performance and effectiveness within their work environment. Tier II encourages individuals to take leadership roles within their teams and workgroups. Tier III offers a high-commitment opportunity for additional exploration of self awareness and training on a suite of practical approaches, methods, and techniques, providing individuals with their own leadership toolbox.

Tier III equips employees to lead teams, workgroups, or sections. In addition to these tiers, the District holds special leadership development seminars periodically for specific audiences such as LDP alumni, mentors, supervisors, and so on.

Organizational Goals

The goals of the District’s Leadership Development Program are:

• Develop a pool of high potential leaders for the Corps to draw upon in the future.

• Develop and maintain a learning organization.

• Foster group dynamics among LDP participants, which will improve communication within the District across organizational lines.

NOTE: So long as the overall objectives of the LDP are attained, Contractors may propose modifications to the program design contained herein. Modifications will require Government approval.

Individual Goals

The goals for the individuals who participate in LDP vary from year to year, but typically include:

• Develop awareness of vision and values of current SPK leaders and managers.

• Increase awareness of organizational culture and protocols.

• Clarify own values and goals.

• Participate in a forum of future leaders and managers to exchange ideas, understandings and appreciation for organizations and disciplines within SPK.

• Obtain potential career enhancement opportunities through increased self-awareness, improved skills, and a broadened understanding of SPK activities.

KEY FACTORS FOR PROGRAM SUCCESS

Continuity

Continuity, from one learning activity to another, shall be provided by the Contract Program Administrator by personally participating in all the key LDP activities and bringing together learning from separate activities into a cohesive whole. In order to ensure consistency, classroom sessions of all Tiers will be scheduled such that they do not occur simultaneously, but are scheduled to minimize travel expenses. Lessons learned from one year to the next help overcome program design weaknesses and build on LDP strengths.

Flexibility

Flexibility is critical in this contract to capitalize on opportunities and additional learning experiences that occur throughout the year. The LDP program is constantly changing and adapting based on the changing needs of the organization. Additionally, flexibility is needed to address the specific needs of the selected LDP participants in all Tiers.

Development

Development occurs simultaneously at three levels, shown with desired outcomes:

Internal Development (internal to the person) o to provide a heightened awareness of one’s strengths as they pertain to leadership

Interpersonal Development (among classmates and project teammates) o to develop and refine skills necessary to be an effective leader; such as leadership philosophy, emotional intelligence, team building and dynamics, interpersonal communication, management of time, multiple priorities, relationships and change; decision making and execution, budgeting, performance measurement and other related topics o to provide enhanced knowledge of how to be an effective team player

Organizational Development (throughout the District and within the Division) o to provide participants with greater insight into the visions, values, missions, and culture of the Corps of Engineers; specifically, the Sacramento District.

o Equip emerging leaders with an assortment of skills, techniques and practical tools to effectively lead teams and manage resources.

o Provide opportunities to gain additional self-knowledge and team building insight through facilitated leadership behavioral assessments and team exercises.

DEFINITIONS AND ACRONYMS

U.S. Army Corps of Engineers (USACE). This federal agency is responsible for a wide range of civil and military engineering missions, including water resources management and design, plus construction of a variety of structures. The history of the USACE is highlighted by such accomplishments as construction of the Panama Canal, development of the first atomic bomb, and construction of the St. Lawrence Seaway.

South Pacific Division (SPD). Established in 1888, the South Pacific Division is one of the Corps' nine regions nationwide. Four operating Districts, headquartered in Los Angeles, Sacramento, San Francisco and Albuquerque, provide federal and military engineering support in California, Arizona, Nevada, Utah, New Mexico and in parts of Colorado, Oregon, Idaho, Wyoming and Texas. The civil works program is oriented around major watersheds in the region and leverages federal resources for navigation, flood damage reduction and ecosystem restoration. The mission statement of SPD is: “Building on new and emerging engineering solutions, and our enduring standards of excellence, to deliver quality projects and services, and respond to National emergencies with our partners and stakeholders, through inspired leadership, a world-class workforce, and an enriched culture of discipline and innovation, to strengthen our Nation.”

Sacramento District (SPK). The Sacramento District was formed in October 1929.

Approximately 1,000 military and civilian employees work in the Sacramento District today. It is one of the largest districts in the Corps, covering all or part of eight western states. Boundaries include the Sacramento and San Joaquin watersheds in California, much of northern Nevada, most of Utah, western Colorado, the southwest corner of Wyoming, and small portions of Oregon, Idaho, and Arizona. The District’s mission statement is "We provide innovative and enduring engineering solutions across the full spectrum of program/project delivery to provide value and quality, on-schedule, to our military/civilian customers and partners and we support our federal/state partners by responding to national emergencies with leadership and technical expertise." The Sacramento District is located within the SPD Division.

Commander. The Chief Executive Officer for SPK is known to District staff as “Commander” and to the general public as “District Engineer”.

Corporate Board. This group is made up of the District Engineer, the Deputy Project Manager, and Chiefs of various Sacramento District divisions and departments (i.e., Chief, Engineering, Chief, Construction Division; Chief, Real Estate Division; Chief, Planning Division; Chief, Office of Counsel, etc.). The Corporate Board may request that the LDP Board provide regular short briefings on their activities and progress.

ILAP (Individual Leadership Action Plan). The purpose of the ILAP is to improve participants’ leadership skills. The participants’ leadership strengths and weaknesses will be determined through use of diagnostic tools at the initial retreat. The ILAP should identify areas of improvement; define specific actions for improvement; and identify desired results. The ILAP is intended to be a tool that will enable participants to improve leadership skills throughout their careers.

LDP Board. This committee consists of representatives from throughout the Sacramento District, who develop the overall goals, objectives, and guidelines for the LDP. The LDP Board (LDPB) is the primary point of contact for, and provides advice and assistance to, the Contract Program Administrator. The LDP Board serves as the link between the Corporate Board and LDP Participants, provides advice and assistance to LDP Participants; and evaluates all phases of the LDP Program.

LDP Facilitator. A Facilitator is assigned to each tier of the LDP and is responsible for delivery of all curriculum and ensuring that all program objectives are met.

LDP Coordinator. A Coordinator is assigned to each tier of the LDP and is Responsible for administrative day-to-day execution of the program, including enforcing all program requirements.
