1.1 This is a performance-based contract for Rodent Control Services at Pine Flat Lake & Dam, Fresno County, CA. The overall responsibility of the Contractor is to plan, coordinate, organize, manage, and perform the activities described within this contract in accordance with the performance objectives.

2. Introduction

2.1 This Performance Work Statement describes the basic objectives for Rodent Control Services at Pine Flat Lake Park Headquarters, Pine Flat Dam, Island Park Campground, Deer Creek Point Group Areas, and Trimmer Campground within the Pine Flat Lake and Dam Project boundaries, Fresno County, CA. The performance-based service contract provides potential bidders the flexibility to develop cost effective solutions and the opportunity to propose innovative alternatives to meet the stated objectives. It also presents the Government with an opportunity to assess the bidder’s understanding of all aspects of the effort to be performed by eliminating the “how to” instructions to accomplish the required effort normally contained on the Statement of Work that the Government traditionally provides to prospective bidders. Minimum levels of performance and disincentive for failure to meet the minimum levels are outlined in the “Performance of Work Requirements Summary” contained in Attachment A.

3. Description of Services

3.1 Except for those items furnished at the discretion of the Government, the Contractor shall furnish all labor, materials, equipment, transportation and supplies necessary to fulfill the terms and conditions stated in this contract. All work, materials and equipment shall be subject to the control and approval of the Contracting Officer’s Representative (COR). For the services in this contract, the Park Manager has been designated in writing by the Contracting Officer as the COR.

11. Services to be Performed

11.1 Gopher and Squirrel Control

11.1.1 Treatment shall begin after signs of gopher and/or squirrel activity (notification of the exact start date will be made by the COR). The Contractor shall determine the rodent control procedures and methods of treatment that will achieve the most desirable outcome. Prior to the commencement of work, all control procedures and methods shall be approved by the COR. All chemical applications shall be compliant and administered in accordance with the manufacture’s recommendations. The Contractor shall use the attached maps (Maps A, B, C, and D) to identify application sites and treatment locations. Over the course of the treatment period, these maps shall identify new rodent activity and be used to determine when the current rodent activity is reaching the target kill rate. Completed treatment maps shall be provided to the COR at the end of each service day. The following are the target rodent control rates:

11.1.1.1 The target for gopher control is a 90% kill rate. Following one complete treatment period by the Contractor, the COR’s representative shall examine the treated areas and estimate whether a 90% gopher control rate has been achieved. The kill rate shall be determined by counting the number of active gopher mounds at the beginning and end of the treatment period. Throughout the treatment period, the Contractor shall level all gopher mounds following service as a means to monitor activity by the number of “new” mounds during the next scheduled service day. If the desired target rate has not been achieved, the COR shall request treatment of specific areas where the target kill rate was not obtained.

11.1.1.2 The target for ground squirrel control is a 90% kill rate. Following one complete baiting period by the Contractor, the COR’s representative shall examine the treated areas and estimate whether a 90% ground squirrel control rate has been achieved. The kill rate shall be determined by counting the number of active burrows and squirrel sightings at the beginning and end of the treatment period. If the desired target rate has not been achieved, the COR shall request treatment of specific areas where the target kill rate was not obtained. If bait boxes are used as a method of treatment for this contract, bait boxes may need to be added, removed or relocated by the Contractor according to directives from the COR, depending upon ground squirrel activity.

11.1.2 The Contractor may be scheduled for additional treatments at the discretion of the COR if rodent populations increase following contract services at no additional cost to the Government.

11.1.3 Prior to each treatment, the Contractor shall survey the areas to locate and identify on the maps provided, where the rodent activity is occurring. The COR’s representative will use these maps to determine the effectiveness of the treatment methods and to determine when the target rodent control rate (90% kill) is obtained.

11.1.4 The Contractor shall commence contract services within ten (10) working days following the request for services by the COR. Scheduling of treatment is based upon “normal” conditions.

Timing may be altered by the COR due to the availability of natural food material, weather conditions, lake level, etc.

11.1.5 Areas to be treated:

1. Park Headquarters Area: Entire fenced compound (approximately 3.5 acres) See Map A

2. Pine Flat Dam: North and south dam abutments (upstream and downstream of the dam), observation area and parking lot (approximately 4.5 acres) See Map A

3. Island Park Campground: Entire campground and evaporation ponds (approximately 4 acres)

See Map B

11.2 Mouse and Rat Control

11.2.1 Treatment shall begin after signs of mice and/or rat activity (notification of the exact start date will be made by the COR). Following the treatment process, areas shall be free of any new rat/mouse droppings and/or nesting materials.

11.2.2 The Contractor may be scheduled for additional treatments at the discretion of the COR if rodent populations increase.

11.2.3 Prior to each treatment, the Contractor shall survey the areas to locate and identify on the maps provided, where the rodent activity is occurring. The COR’s representative will use these maps to determine the effectiveness of the treatment methods and to determine when the target rodent control rate (90% kill) is obtained.

11.2.4 The Contractor shall commence contract services within ten (10) working days following the request for services by the COR. Scheduling of treatment is based upon “normal” conditions.

Timing may be altered by the COR due to the availability of natural food material, weather conditions, lake level, etc.

11.2.5 Areas to be treated:

1. Park Office (approximately 3,200 square feet) See Map A

2. Maintenance Shop (approximately 4,800 square feet) See Map A

12.2 The Contractor is responsible for the management and quality control actions to meet the requirements of the contract. The role of the Government is quality assurance, to ensure quality control standards are achieved.

13. Estimated Service Schedule/Frequency

13.1 Budgetary constraints may reduce the expected quantity and/or frequency, which can be increased or decreased at any time at the discretion of the COR.

13.2 The days of service shall be negotiated with the COR to determine regularly scheduled service days prior to commencement of services. If unforeseen events cause a variation in the scheduled service, the Contractor shall notify the COR twenty four hours in advance of the delay or cancelation. Failure to provide the service or variation from the agreed service schedule will require written explanation by the Contractor. If and when additional service(s) are added, the schedule will be modified.

13.3 If recreation areas are not open or require closing, the amount of services required for those areas will be reduced accordingly. Payment will only be made for those services actually performed.

13.4 The treatment sites shall be monitored by the Contractor to obtain consumption rates for baiting applications and repositioned as necessary to maximize treatment results. The days of work shall be as specified, unless other arrangements are made with COR. The Contractor is required to continue contract services until target treatment results are achieved and at no additional cost to the Government.

13.5 The Contractor shall remove all treatment equipment and unused poison bait from Government property immediately upon completion of the treatment period.
