PRICING SCHEDULE NOTES

Subsistence for travel required in performance of this contract will be negotiated for each task order based on the location of work to be performed. Subsistence will be paid on a reimbursable basis upon completion of travel and billed under the appropriate CLIN, based on actual costs. An estimate of all travel costs shall be negotiated prior to the award of the task order based on the proposed costs submitted as part of the Request for Proposal. All travel claims to the Government must include an itemized travel voucher and all receipts for expenses claimed including lodging, airfare, and transportation receipts. Expenses, including lodging and per diem will be reimbursed in accordance with the Joint Travel Regulation (JTR) for the location of the temporary duty and meet the allowability, allocability and reasonableness tests of FAR Part 31. The JTR CONUS (Contiguous U.S.) can be accessed at http://www.dtic.mil/perdiem/pdrform.html.

The Contractor shall track costs and notify the Contracting Officer when 70% of the total NTE amount is reached.

Any discount fair granted in relation to this travel is strictly at the discretion of the vendor to whom the request is made, and is not a requirement based on receipt of an approved LOA. Government Contract City Pair fares shall not to be extended to contractors under this approval.

2. Prices must be submitted on all individual line items of this Pricing Schedule. Failure to do so may cause the proposal to be determined “unacceptable”. All extensions of the unit prices shown will be subject to verification by the Government. In case of variation between the unit price and extension, the unit price will be considered to be the price.

3. If a modification to a price based on unit price is submitted which provides for a lump sum adjustment to the total estimated price, the application of lump sum adjustment to each unit price in the Pricing Schedule must be stated. If it is not, the offeror agrees that the lump sum adjustment shall be applied on a pro-rate basis to every unit price in the Pricing Schedule.

4. All indirect (overhead) costs and profit shall be included within each pricing schedule line item. The Government will review all submitted Pricing Schedules for any unbalancing of the items. Any submitted Pricing Schedule determined to be unbalanced may cause the proposal to be determined “unacceptable”.

5. Indirect (overhead) costs and other direct costs (excluding labor) include such items as, but not limited to:

contract management and administration; equipment and material costs; and office time.

Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

Performance Work Statement

1. SCOPE.

This Performance Work Statement (PWS) consists of the technical services required.

Work will be performed within the South Pacific Division (SPD) boundaries. This area includes California, Arizona, Nevada, Utah, New Mexico and parts of Oregon, Idaho, Wyoming, Colorado, and Texas. It is anticipated that the majority of the work will be performed in California. The prime Contractor or subcontractor shall have all necessary Federal, State or Local Government license in the state where work will be performed.

The following technical services are required. Provide drilling, cone penetrometer testing services, backhoe, and trackhoe excavations. The principle features of the work shall include, but are not limited to: soil drilling and sampling using hollow stem flight augers, solid stem flight augers, mud-rotary, air-rotary, and percussion drilling methods (such as ODEX, Down-hole Casing Advance Systems, or other percussion drilling systems). In addition, sonic drilling and sampling, rock core drilling and sampling (up to 6-inch diameter) using wire-line or conventional, diamond-impregnated drill bits; soil sampling using standard penetrometers, and other split barrel samplers up to 3-inch-diameter (i.d.); undisturbed soil sampling using Shelby push tubes and Pitcher barrels with Pitcher tubes; test-pit excavations utilizing backhoes and trackhoes;

Cone Penetrometer testing (CPT’s) and associated tests using the Cone Penetrometer;

piezometer and inclinometer installations; hydraulic pressure testing (water pressure testing) associated with rock core drilling; observation well installation and development (includes pump tests and permeability tests); percolation tests; preparation of drill logs and trench or test-pit logs; as-built diagrams for observation well(s), piezometer(s), and inclinometer(s) installations, as well as percolation tests, and all other pertinent records. The Contractor will, on occasion, furnish the services of a registered and licensed Geologist or Geotechnical Engineer. This individual will be professionally licensed in the state that the work is being performed in. The Contractor shall provide all labor, material, equipment, and supervision to perform the work set forth in task orders provided by the Government. A U.S. Army Corps of Engineers’ (USACE) Geologist or Geotechnical Engineer will oversee all work, but on occasions, the Contractor will have to provide the services of a Geologist or Geotechnical Engineer as described above. If the Contractor is required to supply a Geologist or Geotechnical Engineer, then the USACE will supply all soil and rock logging forms and materials as well as specific directions on how to achieve precise and accurate soil or rock core logs. For projects requiring more than two (2) drill rigs at the same time, the Contractor shall provide the services of a drill foreman to coordinate all field activities.

This contract will require services for traditional geotechnical work and explorations in hazardous, toxic, or radiologic (HTRW) site conditions. For HTRW sites, before any work/project can begin, the Contractor shall provide to the government representative, names of all contract personnel who will be on site. The Contractor shall provide copies of the contract personnel’s 40 hour Training on HTRW and current 8 Hour Refresher course. The purpose of a HTRW investigation/study is to obtain data for the detailed evaluation of alternatives. The Contractor may be required to perform various investigation activities. The activities may include, but are not limited to, the following: drilling, installation of groundwater monitoring well, piezometer or observation well, development and aquifer testing; sampling of soil, sediment, and groundwater; excavation of test pits/trenches; sampling and testing of geotechnical materials. Sampling and analysis for a wide variety of parameters may be required to determine the physical, chemical, biological, and radiological properties. Contract deliverables for investigations may include, but are not limited to, permanent or temporary field installations (i.e., monitoring wells), reports, logs, maps, drawings, and sketches. Analysis and interpretation of data shall be performed as appropriate to accomplish the intent of the individual task orders.

Specific requirements will be included in individual Task Orders (TOs). Appropriate deliverables associated with each of these activities shall be prepared and submitted to the Contracting Officer for approval as required.

The Contract Line Items (CLINs)1 in this statement of work will have number designations beginning with three or two zeros followed by a number. This number designation will be consecutive from the preceding line item number. Geotechnical and HTRW work will have the same CLIN, but will also contain letters indicating Sub Contract Line Items (SUBCLINs). Associated SUBCLINs will have successive letter designations, e.g. A, B, C, etc. SUBCLINs I, O will not be used in accordance with regulatory guidance.

Subsequent Option Periods will begin with 1, 2, 3 or 4.

2. APPLICABLE PUBLICATIONS. The following standards are a part of this specification to the extent to which they are referenced in individual delivery/task orders. Other standards may be referenced as necessary and specified in individual task orders.
