CHAPTER 1.0 - DESIGN OBJECTIVES

1.1 BACKGROUND

As part of its ongoing drive to optimize efficiency and conserve natural resources, the Presidio of Monterey (POM) identified this project to install onsite solar generation at Building 842, Price Fitness Center’s rooftop, POM, CA. The site and location are shown on drawing G-002, Site Location Map. It is to provide roof mounted solar electric modules capable of generating 378 KW of electrical power as rated by California Energy Commission (CEC) criteria. Drawing sheet C-102 identifies two roof areas that are to be used for placement of photovoltaic modules, a primary area on the upper roof and a secondary area (if it is needed) on the lower roof. Roof area shall be provided with integrated walkways between PV module rows to allow easy access to modules for maintenance. See photos 1 through 13 that follow for various views of the roof areas. The location and direction of these photographs are shown on drawing C- 101, Overall Site Plan.

Photo 14 shows the existing 300 kVA transformer that serves the Fitness Center, the existing Square D 800 amp 480Y/277V switchboard with metering and 800 amp main circuit breaker that serves as the service entrance equipment for the facility, a Siemens 800 amp 600V rated heavy duty double throw safety switch, and a couple of handholes/pullboxes. Photo 15 shows the location of the Photovoltaic Array’s inverter and concrete pad. The photos also illustrate the varying roof levels of the structure.

Access to the roof is by fixed ladders from within the facility and on the roof between roof levels. The roofing system is described in Chapter 3, Structural Design, of this specification.

1.2 PROJECT DESCRIPTION

This design-build Request for Proposal (RFP) provides for the design and construction of a Solar Electricity Generation via the installation of a 378 kW CEC rated solar array photovoltaic system whose electrical generation shall be used to offset the fitness center’s 688,960 kWh/year electrical energy consumption. Sheet No. C-101 shows primary and secondary areas of the Price Fitness Center’s roof designated for photovoltaic modules. Contractor shall determine number, orientation, degree of tilt and/or tracking (if any), layout, means of support, electrical system connections, supporting equipment location and layout, etc. for the photovoltaic system to meet the system requirements. Photos 1 through 13 above show roof conditions corresponding to this layout’s roof location and areas adjacent to these locations including roof mounted equipment, drainage system and communications equipment. See Sheet No. C- 101 Site Plan for location and direction of photos.

If available at the time of design and construction, for this project’s array size, an optional mounting system to consider is UNIRAC’s ISYS Roof Mount. The ISYS Roof Mount is also a non-penetrating roof mounting solution which can accommodate a 0-30 degree module tilt and requires no ballast blocks or concrete – the System provides all of the weight necessary to satisfy 90-120 mph basic wind speeds while still maintaining a low distributed load to the roof. This system exceeds the rated basic wind speed of 85 miles per hour for this location.

The selected photovoltaic system shall incorporate state of the art high efficiency CEC-listed photovoltaic modules manufactured in the USA and be UL-listed as described in Chapter 4 Electrical Design. The modules shall be mounted to a non roof penetrating ballasted support system. If the ISYS Roof Mount is selected, ballast blocks are not required. The overall system shall be compatible with the existing roof system and not compromise its structural and moisture barrier capabilities. The overall system design is to be in accordance with the codes and criteria as described in Chapter 3 Structural Design.

01 10 10-6

Before any work is to proceed, a roof survey is to be conducted to verify dimensions, locate all roof penetrations, roof drainage system, roof mounted equipment, etc. A roof survey is also required to verify roof condition before the installation of the photovoltaic array. After work is complete, the condition of the roof shall be compared with before-work condition. Any damage to the roof due to construction shall be the responsibility of the contractor to repair. The roof installer is to be contacted to coordinate all repair and photovoltaic array installation work so as to not impact the roof warranty or the installation process.

Fixed ladder access is already present to accommodate access to the varying roof elevations. Also shown on C-101 is a possible staging area for the contractor and driveway access that may be used for a crane to lift materials onto the upper roof.

A concrete pad shall be provided in the area outside existing Outdoor Recreation Room C138 (outside Lower Level-Area “C”) as shown on Drawing C-101 for outside inverter support. The pad is to be located within the outside gated area shown in photos 15 through 18 above (no photo is currently available of the area opposite the transformer and electrical service entrance equipment). The concrete pad shall be minimum 4,000 psi concrete.

Additional scope items include three separate lighting retrofit requirements. The first retrofit is to change 243 each 70 watt high pressure sodium exterior lighting bollard fixtures in the 600 to 800 series buildings to 23 watt induction lighting fixtures. The second retrofit is to replace 27 each 150 watt HID industrial type lighting fixtures in Warehouse Building 235 with 32 watt equivalent induction type industrial lighting fixtures, with the addition of new occupancy sensor controls for 18 each of these new fixtures (the larger of the two rooms with the new fixtures). The third retrofit is to replace 57 each lighting fixtures rated from 400 watts to 40 watts in MWR Equipment Storage Building 228 with new induction lighting fixtures ranging in rating from 165 watts to 11 watts. See the last three paragraphs in this section for further description of these lighting retrofits. The purpose of these lighting retrofits is to improve the energy efficiency of the associated lighting and also reduce the labor required to maintain these fixtures since the induction lighting fixtures have a much longer lamp life than the current fixture types. See paragraphs 4.17 through 4.19 in this section for more detail on these lighting retrofit requirements.

1.3 PROJECT LOCATION

The Project is located at the Price Fitness Center, Building 842, Presidio of Monterey (POM), Monterey, CA. Major arteries and roads serving the installation are provided in the map below.

4.8 ARRAY MOUNTING AND ORIENTATION

For flat roof area with tilt up installation, each framed module shall be mounted on an integrated system of support brackets that incline the modules at an angle above horizontal that is optimum for year round operations at the site location. The orientation of the modules shall be chosen by the Design/Build contractor, with the understanding that an orientation approximately toward the south direction is typically most efficient for most installations. Sheet No. C-101 shows that the building roof areas are not perpendicular or parallel to north-south orientation, so that may impact the orientation chosen for the modules. The mounting system shall utilize integrated wind deflectors to minimize the need for supplementary ballast and maintain structural loading at less than the loading requirements as specified under structural requirements and to be averaged over the area of the structure covered by the array. The mounting system shall have no sharp edges contained in the assembly, with No roof penetrations of the membrane. At the Design/Build contractor’s option, single-axis tracking or dual-axis tracking systems may be employed for the modules in order to enhance the energy production from the modules.

However, these approaches shall not be required as it adds complexity and cost to PV system per module, may not produce enough additional energy vs. a fixed angle installation to be economically justified, and may require additional roof area for the system and additional spacing between modules.
