* QUANTITY IS AN ESTIMATED AMOUNT. SEE SECTION 00700, FAR 52.211-18, FOR VARIATION
IN ESTIMATED QUANTITY CONTRACT CLAUSE.
1. Prices must be submitted on all individual items of this Pricing Schedule. Failure to do so may be cause for rejection of bids.
2. If a modification to a price based on unit price is submitted which provides for a lump sum adjustment to the total estimated price, the applications of the lump sum adjustment to each unit price in the Pricing Schedule must be stated. If it is not stated, the bidder/offeror agrees that the lump sum adjustment shall be applied on a pro rata basis to every unit price in the Pricing Schedule.
3. The bidder/offeror shall distribute his indirect costs (overhead, profit, bond, etc.) over all the items in the Pricing Schedule. The Government will review all submitted Pricing Schedules for any unbalancing of the items. Any submitted Pricing Schedule determined to be unbalanced may be considered nonresponsive and cause the bidder to be ineligible for award.
4. The lump sum, "LS", line items above are not "estimated quantity" line items and therefore are not subject to the Variation in Quantity contract clause.

Each barge shall be suitably marked with three displacement gaging locations on each side near each end of the barge and two amidships on opposite sides. Each gaging location shall be marked by a line perpendicular to the edge of the barge, 4 inches wide and 1 foot long, on both the deck and side of the bargeand two amid ship on opposite sides.
Barges with rakes shall have the displacement gaging lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gaging locations shall be placed approximately 4 feet from the box end(s). The freeboard will be measured at the six gaging locations and the displacement determined by the use of "STANDARD BARGE TABLES" from the average of these measurements. The displacement will be determined before and after being unloaded and the difference between these values shall be the quantity delivered. Submit the Gaging Table Data as specified in the Submittals paragraph. Barges shall be loaded so that the readings taken at the gaging locations do not vary more than 1.5 feet port to starboard fore and aft and do not vary more
35 31 19 - 4 than 0.5 feet port to starboard. If such is not the case, trim the carrier by shifting the stone until this limit is reached, before the measurement will be accepted.
(2) If barge tables are furnished for fresh water and if it is believed that barge displacement measurements made within the contract limits of the work are being taken in water that has salinity, the Contractor has the option of obtaining water samples and determining densities or unit weights of these samples. These water samples shall be taken in accordance with ASTM D 3370 (Practice A - Grab Samples) at depths of 4 and 8 feet in the area where measurements are made. Water sampling shall be performed when the barges are measured for quantities, both when fully loaded and when empty. Take water samples, as witnessed by the Contracting Officer, with the use of "Polypro" 2000 ml water sampler, or equal. Densities shall be determined as specified in ASTM D 1429 (Method D-Hydrometer Method). Testing shall be done for the Contractor by a certified testing laboratory, and test results certified by the laboratory. After review and approval of the test results by the Contracting Officer, the average of the densities obtained at 4 and 8 feet will be used as the suitable salt water conversion factor. In all calculations, the unit weight of 62.4 pounds per cubic foot will be used for fresh water.

The Contractor shall make all arrangements, pay all royalties, and secure all permits for the procurement, furnishing and transporting of material.
The sources from which the Contractor proposes to obtain the material shall
35 31 19 - 6 be selected and a sample submitted a minimum of 5 calendar days in advance of the time when the material will be required in the work. Stone from a proposed source where exploratory investigations and compliance test reports or satisfactory service records are not available, will be tested by the Government for quality compliance. The Government will test one sample of quarry rock at its expense. If the material fails the tests or if the Contractor desires to utilize more than one source, additional testing will be accomplished by the Government for the prevailing rate for each sample tested. The costs of such tests will be deducted from payment due the Contractor. All test samples (225 kg (500 Lbs.) minimum) shall be representative of the rock source and shall be obtained by the Contractor under the supervision of the Contracting Officer and delivered at the Contractor's expense to the Quality Assurance laboratory designated by the Contracting Officer. A list of sources from which acceptable quarry rock has been obtained, is included in Paragraph 2.4 of this section and is for information only. Quarry rock sources listed may no longer be available due to depletion or may not be acceptable because of changes in the material. The Contractor shall vary the quarrying, processing, loading, and placing operations to secure the type and quality of stone protection specified. If the stone being furnished by the Contractor does not fully meet all the requirements of these specifications, the Contractor shall furnish at no additional cost to the Government, other stone meeting the requirements of these specifications. Approval of stone from a source shall not be construed as a waiver of the right of the Government to require the Contractor to furnish stone which complies with these specifications. Materials produced from localized areas, zones, or strata will be rejected when such materials do not comply with the specifications
2.2 QUALITY COMPLIANCE
2.2.1 General
Test results and service records may be used to determine the acceptability of the Riprap and Stone Fill materials. In the event acceptable compliance test reports and/or service records for recent testing within 4 years of the award date of this contract are not available, the material shall be subjected to the tests outlined in these specifications to determine its acceptability for use in the work. Before a proposed new source of stone will be considered for sampling and testing, one of the following criteria must be met:
a. A sufficiently developed quarry operation to demonstrate that an adequate quantity of stone is available to fulfill the contract requirements; or,
b. An exposed face plus sufficient explorations (results of which are made available to the Government) to demonstrate that an adequate quantity of stone is available to fulfill the contract requirements.
2.3 TESTS FOR STONE PROTECTION
Quarry rock for Stone Protection materials shall meet the following test requirements:
Test Test Method Requirement
Specific Gravity (Bulk SSD) ASTM C 127 2.65 minimum Riprap
35 31 19 - 7
Test Test Method Requirement
Absorption ASTM C 127 2.0% maximum
Wetting and Drying SPD Test Procedure No fracturing1 3
Magnesium Sulfate ASTM C 88 15% maximum loss, 24 cycles2 4
Abrasion Loss ASTM C 535 50% maximum loss
1. Test procedure wetting-and-drying tests: The initial step of the test is the careful examination of the entire sample and the selection of representative test specimens. The piece should be large enough to produce two cut slabs, 25 mm (1 inch) thick (± 6 mm (0.25 inch)) with a maximum surface area of 190 square cm (30 square inches) on one side.
Two chunks approximately 75 mm by 100 mm (3 inches by 4 inches) are also chosen. The slabs and chunks are carefully examined under a low-power microscope and all visible surface features are noted and recorded. The specimens are then oven dried at 60°C (140°F), for eight hours, cooled and weighed to the nearest tenth of a gram. The test specimens are photographed to show all surface features before the test. The chunks and slabs are then subjected to fifteen cycles of wetting and drying. One slab and one chunk are soaked in fresh tap water, and the other slab and chunk are soaked in salt water prepared in accordance with ASTM D 1141. Each cycle consists of soaking for sixteen hours at room temperature and then drying in an oven for eight hours at 60°C (140°F). After each cycle the specimens are examined with the low-power microscope to check for opening or movement of fractures, flaking along edges, swelling of clays, softening of rock surface, heaving of micaceous minerals, breakdown of matrix material, and any other evidence of weakness developing in the rock. The cycle in which any of these actions occurs is recorded. After fifteen cycles, the slabs and chunks are again carefully examined and all changes in the rocks are noted and recorded. The test specimens together with all flakes or particles which come off during the test are oven dried, weighed, and photographed.
2. The test shall be made of 50 particles each weighing 100 grams, (± 20 grams), in lieu of the gradation given in ASTM C 88.
3. Weakening and loss of individual surface particles is permissible unless bond of the surface grains softens and causes general disintegration of the surface material.
4. Sandstones which have a loss greater than the specified limit will be accepted if the Contractor demonstrates that the rock has a satisfactory service record.
In addition to the above tests, the stone shall be subjected to a petrographic and X-ray diffraction analysis. The stone shall not contain any swelling type clay (illite or montmorillonite).

PART 3 EXECUTION
3.1 PLACEMENT
Riprap shall be placed to the slope lines and grades indicated on the drawings. Riprap shall be placed on the prepared base in such a manner as to produce a well-graded mass with a minimum practicable percentage of voids. For Riprap placed below water, a tolerance of zero to plus (6 inches) from the thickness shown on the drawings is acceptable. For Riprap placed above water, a tolerance of zero to plus (3 inches) from the thickness shown on the drawings is acceptable. Riprap with a measured thicknesses less than the thickness shown on the drawings is unacceptable.
Where the measured thickness of the Riprap exceed the thickness indicated on the drawings plus the specified tolerance, it shall be considered as conforming with the required thickness plus the specified tolerance. This additional riprap can remain in place provided that the final surface is smooth and uniform. If, however, the extra thickness causes eddies or additional hydraulic roughness, the additional riprap shall be removed.
Riprap shall be placed in such a manner as to avoid displacing underlying material. The entire mass of stones in final position shall conform to the gradation specified in Paragraph 2.3 of this section. The finished Riprap shall be free from pockets of small stones and clusters of larger stones.
Placing Riprap by methods likely to cause segregation of the various sizes is not acceptable. The desired distribution of the various sizes of stones throughout the mass shall be obtained by selective loading of the material at the quarry or other source, by controlled dumping of successive loads during final placing, or by other methods of placement which will produce the specified results. Rearranging of individual stones by mechanical equipment or by hand will be required to the extent necessary to obtain a reasonably well graded distribution of stone sizes as specified above and to provide a finished surface free of protruding stones. Dozers or other equipment which would cause degradation or displacement of stone shall not be used on the slopes. The Contractor shall maintain the Riprap until accepted and any material displaced by any cause shall be replaced at no additional cost to the Government.
