About this file

This is a presentation slide deck for the U.S. Army Corps of Engineers (USACE) Great Lakes and Ohio River Division (LRD) Industry Day scheduled for December 4, 2024, in Cincinnati, Ohio. The presentation outlines LRD's mission, organizational structure, and contracting opportunities across their seven districts (Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville, and Pittsburgh).

The slides detail FY25 contracting opportunities including several major construction projects ranging from $5M to over $250M, with specific focus on vertical construction, environmental remediation, and dredging operations. Key projects include nationwide $2B DB/DBB MATOC for Environmental Resiliency Conservation Infrastructure Program (ERCIP), Kentucky Lock Operational Contract ($100M-$250M), ASF Hangar at Fort Knox ($100M-$250M), and multiple power generation/microgrid projects across various locations. The division manages 60 locks and dams, 66 deep draft harbors, and 83 shallow draft harbors, with an annual dredging need of 3.3M cubic yards. The presentation also covers emergency management operations and response capabilities, including support for FEMA missions and disaster recovery efforts. The division emphasizes registration in SAM.gov's Disaster Response Registry for contractors interested in emergency response work.

GREAT LAKES RESTORATION INITIATIVE (GLRI)

USEPA (GLNPO) led program to restore and protect the Great Lakes

USACE one of 16 Federal agencies implementing GLRI Utilize planning, design, construction and technical assistance authorities/capabilities GLRI funds are used to support projects under USACE authorities, and are also provided through Economy Act IA’s for IIS projects (i.e. EPA’s Great Lakes Legacy Act (GLLA)) USACE annually receives $30-50M of GLRI funds on 75-125 projects Approximately $600M of GLRI funding has been provided to USACE since 2010

Five focus areas define actions and guide funding 1: Toxic Substances & Areas of Concern (AOCs) 2: Invasive Species 3: Nonpoint Source Pollution Impacts on Nearshore Health 4: Habitats & Species 5: Foundations for Future Restoration Actions

Top 3 GLRI priorities:

Cleanup and delisting Areas of Concern (AOCs) Invasive species prevention (incl. Invasive Carp Framework) Reducing phosphorous loadings and harmful algae blooms

GLRI funds are prioritized to specific projects through a competitive process in coordination with representatives from all Federal agencies

GLRI funds are intended to supplement, but not supplant, base appropriations of USACE and other agencies

DREDGING

Christopher Phillips Deputy Chief of Operations Great Lakes and Ohio Rivers Division

04 DEC 2024

• Dredging is removing Silt and Debris to an authorized channel depths along navigable waterways

• Example Authorized Depths:

• Great Lakes: 20-32 Feet.

• Ohio River: 9 Feet.

DREDGING

• 141 Federal Authorized Projects in

GLNS

• 60 Deep Draft Harbors

• 81 Shallow Draft Recreation

Harbors

• Over 100 Miles of navigation structures

• 600 Miles of Navigation Channel

• 5 Locks (Including SOO Locks)

• Confined Disposal Facilities

GREAT LAKES DISTRICTS PORTFOLIO

Annual Dredging Need: 3.3 M cubic yds in the Great Lakes’ federal harbors and channels

Typical Dredging Program: 20-30 projects annually, 3-5 M cubic yds

Factors that influence cost include:

Environmental requirements (dredging windows, limitations on open-lake placement, state 401 environmental certificates)

Many small quantity harbors in system (vs more cost-effective large quantity harbors)

Contractor mobilization costs

Short dredging season and weather delays in outer harbors during dredging season (equipment is smaller and thus cannot handle rough conditions as much as oceanic coastal equipment)

Material placement – especially where double handling is required

Key stakeholders for engagement: Lake Carriers’ Assoc; GL Ports Association; Port directors;

harbor committees; state agencies, local cities/communities; industries in the port/harbor
