About this file
This file is a Frequently Asked Questions (FAQ) document addressing clarifications for the Dam Safety Design MATOC (Multiple Award Task Order Contract) solicitation W9123726RA007 issued by the U.S. Army Corps of Engineers (USACE).
The FAQ provides detailed guidance on submission requirements, evaluation criteria, and personnel qualifications for Architect-Engineer (A-E) firms competing for this indefinite delivery/indefinite quantity contract. Key submission details include: SF-330 responses limited to 200 pages (excluding past performance), submission via PIEE platform, and exclusion of Corporate Quality Control Plans from page count. The contract seeks firms capable of managing task orders up to $49.9 million annually (derived from the $249.5 million not-to-exceed capacity divided over five years) and requires demonstration of capacity to effectively manage orders of at least $49 million. Personnel must be organized into Group A (design disciplines requiring Level 1, 2, and 3 experience documentation, with emphasis on Levels 2 and 3) and Group B (supporting roles). Group A disciplines include structural, geotechnical, engineering geology, hydraulic, civil, electrical, and mechanical engineering; Cost Engineers belong in Group B and must hold certifications such as Certified Cost Consultant or Certified Cost Professional rather than PE licenses. Past performance examples must demonstrate completed Flood Control Dam or Levee-related work within the past five years with objective evidence of quality performance; while subcontractor work qualifies, the prime firm's own performance is prioritized. Flood Control projects receive higher evaluation value than recreation or water supply dam projects due to greater life-safety risks. Multiple phases of work on the same project may be combined if all contractual actions are complete, and projects with 100% design completion and ongoing construction support services are acceptable since design services are the procurement focus.

Q&A - Dam Safety Design MATOC
| Dam Safety Design MATOC | |
| Question | Answer |
| 200-page limit is for the SF 330 Part I only. | The 200 page limit includes everything, except Past Performance. |
| Do covers, tabs, and dividers do not count towards the page count. | No, it does not. |
| Can graphics presented in the response may use font smaller than 12 pt. | Yes. |
| How will firms submit their responses. Is USACE looking for us to send via email, use DOD SAFE, or use PIEE? If DOD SAFE or PIEE, please upload the appropriate information to the SAM.gov record. | They will submit via PIEE and reference the Solicitation number of W9123726RA007. Link provided in SAM.gov Notice |
| What appropriate documentation is required to justify the experience level. | A-E must determine how they will determine objectively show that its staff have the minimum requirements to meet the qualifications. |
| Confirm USACE is requesting design completed projects or completed contractual actions. | The work must be Flood Control Dam of Levee related, completed with means of confirming quality of performance, and of a type required by the synopsis. |
| Should Cost Engineers be included in Group A or Group B disciplines? | Group B |
| Please confirm a project is considered ongoing work at a defined project site and/or a compilation of work for a program with multiple locations. | Contractor’s action/effort must be complete and a means of confirming performance must exist for a specific project. Each location of a project is a different project. Multiple efforts, if complete, may be combined for a single project only. |
| Please confirm the 5-year requirement for completed projects is from the last work performed regardless of work type (i.e. design, analysis, or services during construction | The work must be Flood Control Dam of Levee related, completed with means of confirming quality of performance, and of a type required by the synopsis. |
| Does the Cost Engineer need to be a registered Professional Engineer? | Cost Engineers must be a Certified Cost Consultant, Certified Cost Professional, Certified Cost Engineering Technician (USACE) or similar nationally and or internationally recognized certifying authority. Ultimately under command and control of a Cost Engineer PE is a preference. |
| ii – Professional Qualifications – How many resumes per discipline would you like to see for Group A and Group B? If appropriate, can someone have two roles? | The A-E must decide how it can fit its staffing resumes within the page limits. Yes, a person can have two roles, however, if two roles, the A-E must realize that it may limit its depth compared to what a competing A-E may have. Recommend trying to have individuals for each role for selection purposes. |
| iii. Capacity: The PDT divided the NTE amount of $249,500,000.00 by the five-year period to arrive at the $49,900,000.00 capacity for the firm to perform within a one-year period in a satisfactory and efficient manner. Please clarify, does the District want to see how we would manage a $50M task order or do you want to see an example of where we have managed a project of the size in a year? | The A-E should be able to show it can effectively manage an order of at least $49M. |
| Are offerors required to submit resumes demonstrating Level 1, Level 2, and Level 3 experience across all disciplines identified in both Groups A and B, or only Group A | Resumes supporting Levels 1, 2, and 3 should be provided. Levels 2 and 3 are most critical. |
| Will the Government accept project examples in Section F performed by our team subcontractor so long as they are the Prime A-E on the project? | The A-E or Subcontractor must show it performed a Flood Control Dam Safety effort to successful completion with the ability of the Government to confirm quality of performance. However, The A-E is the prime company being looked at. The Ability of the Prime to perform the work is critical as the Subcontractor is not guaranteed use to the Government and it is up to the Contractor on when or if a subcontractor is every used. So, subcontractors count, but they don’t need to be the prime but must have a completed project that is objectively ratable through past performance. |
| Can you confirm that offerors do or do not need to submit Part IIs? | Firms must submit all parts of the SF-330 package. |
| Selection Criteria: i. Specialized Experience and Technical Competence: "Projects submitted shall have been completed as the prime A-E and be within the past five (5) years from the date qualifications submittals are due." Confirm USACE is requesting design completed projects or completed contractual actions | The work must be Flood Control Dam of Levee related, completed with means of confirming quality of performance, and of a type required by the synopsis. |
| For the purposes of Section F project examples under this solicitation, will the Government consider experience on the engineering design and rehabilitation of non-flood control dams—such as recreation or water supply dams—to be of equal value and relevance as flood control dam projects, provided that the engineering scope, complexity, and technical disciplines involved are comparable? Many recreation and water supply dam projects require similar risk assessments, geotechnical investigations, hydrologic/hydraulic analyses, and multidisciplinary design expertise as flood control dam projects. | Flood Control Projects due to higher risks to life and safety will be given a higher value than recreation and water supply projects. |
| Selection Criteria: ii. Professional Qualifications: "Personnel proposed for Dam Safety Design and Analysis shall be shown in the Levels of Experience listed below." Confirm which specific disciplines are required to be shown in Levels of Experience (Level 1, 2, and 3) as Group A and Group B are not labeled as Dam Safety Design and Analysis. | Only Group A individuals will have levels 1, 2, or 3. |
| SELECTION CRITERIA: i. Specialized Experience and Technical Competence: in the first paragraph, can USACE confirm what "completed projects" means? Is it a contractual action (design task, engineering during construction, other contractual completion, etc.)? Or does this mean that the project design and/or construction must be complete? | Contractor’s action/effort must be complete and a means of confirming performance must exist. |
| SELECTION CRITERIA: i. Specialized Experience and Technical Competence: in the first paragraph, under "completed projects" does it refer to one specific task, or can it include multiple phases of work on the same project? | Multiple efforts on the same project may be combined if criteria in item 1 is met. |
| SELECTION CRITERIA: ii. Professional Qualifications: can you confirm if Cost Engineers need to have a PE license? | Cost Engineers must be a Certified Cost Consultant, Certified Cost Professional, Certified Cost Engineering Technician (USACE) or similar nationally and or internationally recognized certifying authority. Ultimately under command and control of a Cost Engineer PE is a preference. |
| Will USACE evaluate design and construction experience as equivalent for a dam project that was for water supply rather than flood control? | The contract is for Flood Control Dams and Levees with Lift Safety Risks. |
| Section 5 bullet 3, should the word "and" be between Geotechnical and Engineering? | No, should be there. |
| Level 1 experience only says geotechnical and engineering geology versus geotechnical and engineering and geology analysis and design, could you please clarify? | Assuming they are discussing section ii Professional Qualifications which states: “Level 1 experience includes five to ten (5-10) years of conventional engineering experience for dam/levee safety planning, engineering, design and/or construction in structural, geotechnical, engineering geology, hydraulic, civil, electrical, or mechanical engineering.” Not sure what they are asking, please ask for exact section and quote with a clearer question. |
| Group B lists both “Cost Engineers” and “Estimators.” Could you please clarify the difference between the two? | Estimators are for quantities not necessarily for costing the quantities, depends on how the firm is run. |
| Personnel Group B lists “Environmental Engineers” and “Environmental Geologists,” but there is no environmental work listed in the scope. Could you please clarify this? | There is always the chance that the need for an environmental engineer or geologist will be required based on findings at a site. |
| Personnel Group B includes “Safety Professionals.” Please define what safety professional means and what professional qualifications you are looking for in that role. | Contractor should review EM 385-1-1 for requirements for safety professionals. They are leveled in three levels and level is assigned depending on the conditions of risk/exposure. Examples of these staff would be Site Specific Safety and Health Officers, Industrial Hygienists, etc. necessary for safety plans to be developed and work to occur on a project site. |
| Can you confirm if we must submit our responses using the GSA’s SF 330 form, Part I? | Yes, you can utilize GSA’s SF 330 form. |
| Contract information states that a Quality Control Plan will be evaluated as Part of Factor E. Given the synopsis does not include a Factor E, please confirm the Corporate Quality Control Plan can be submitted as an appendix and is excluded from page count. | The QCP can be excluded from the page count. |
| Are offerors required to submit resumes demonstrating Level 1, Level 2, and Level 3 experience across all disciplines identified in both Groups A and B, or only Group A? | Resumes supporting Levels 1, 2, and 3 should be provided. Levels 2 and 3 are most critical. |
| Will the Government consider projects where design services are complete (e.g., 100% design complete), and engineering support during construction services are still ongoing? | Yes, this can be utilized since the design portion is complete and this is a design procurement. |
| Would the Prime be penalized for submitting projects completed by a subconsultant in Section F? | The prime should represent itself only or partners in a joint venture as subcontractors are not guaranteed to be used. So, while it is not a penalty, there would be a high value given to a prime performing a work. |
| We would like to understand what USACE means by “completed project,” not the type of project to be used. In the 2022 solicitation for this contract, a completed project was defined by all contractual actions being completed. Is it the same for this solicitation? | A completed project was defined by all contractual actions being completed |
