East Lynn Access Road Paving East Lynn Lake and Dam East Lynn, WV
Pre-bid Questions & Answers
Q1. On Drawing CS101, project Bid Options are listed as: “BASE BID OPTION: REPAIR THE ACCESS ROAD SEVENTEEN (17) SITES (TOTALING 3,786-FEET), TEN (10) INTERSECTIONS…” This description causes us to believe that the Base Bid Option is the entire project and is made up from the total of the listed Bid Options 1 thru 4 in the text box on Drawing CS101.
However, on Page 3 of the Solicitation, in the Bid Form, the total quantities for Bid Options 1-4 far exceed the quantities listed on CS101 in the “Base Period Bidding Schedule.”
a. Is the Base Bid Option the total of Options 1-4?
· If yes, please provide an updated bid form (Page 3) with accurate total quantities.
· If no, please clarify what is included in the Base Bid Option?
A1. The Base Bid Option includes the repair to the access road at seventeen (17) separate sites, ten (10) intersections, and twenty-two (22) culvert crossings along the entire 3.7-mile long access road as shown on sheets CS102-CS106. The Bid Options 1-4 include the resurfacing of the access road with 1-1/2” bituminous surface course excluding the areas designated for repair under the Base Bid Option as shown on CS101.
Q2. On Drawing GI003, General Note #8, it states: “THE CONTRACTOR IS RESPONSIBLE FOR THE INVESTIGATION, LOCATION, SUPPORT, PROTECTION, AND RESTORATION OF ALL EXISTING UTILITIES AND APPURTENANCES WHETHER SHOWN ON THESE PLANS OR NOT.” There are no existing utilities shown at all on the plans. Without any more information, we will need a large contingency in our budget to cover compliance with this note, and General Note #9. Can additional information be provided about existing utilities in the project area?
A2. This project consists of paving within the existing foot print of the road way. The design does not consider the need to specifically call out any existing utilities. The contractor will only need to verify utilities that are hidden from plain sight in the areas that full depth repairs are required and areas the contractor disturbs during construction. General Note #8 covers all areas within the project to inform the contractor of their responsibilities. To assist the contractor of known utilities the government is aware of a water line that is located along the up-hill side of the access roadway. The exact location and depth is unknown.
Q3. On Drawing GI003, General Note #14, it states: “THE CLEANUP AND DISPOSAL OF EXCESS EXCAVATED MATERIALS SHALL BE DONE AS SOON AS PRACTICAL AND AS THE CONTRACTING OFFICER MAY DIRECT. SILT FENCES AND OTHER NECESSARY FILTERING DEVICES SHALL BE MAINTAINED AT AREAS OF STOCKPILED MATERIALS, EXCAVATED AREAS, CATCH BASINS, AND OTHER STORM WATER INLET STRUCTURES IN COMPLIANCE WITH THE EROSION CONTROL PLANS INCUDED HEREIN.” There are no erosion control plans included in the plans that were issued. Please provide more information about the erosion control measures required for this project.
A3. On Page CS101 between STA. 140+00 & STA. 145+00 a designated area for Staging and Storage has been identified. If material stockpiling is required by the contractor in this area or any other approved areas the contractor will need to provide adequate erosion control measures. The paving of the roadway is within the existing footprint of the roadway. All areas where the contractor will require excavation, such as full depth repairs, and where construction generated silt may be transported to catch basins and storm water inlets structures will require erosion control. It is left up to the contractor to identify all areas that require erosion control and include them in the preconstruction Environmental Protection Plan as required by Specification Section 01 57 19.
Q4. Detail F5 requires that culverts are not damaged by full depth repairs (F2) however, there are no elevations or as builts for the culverts. Are the 22 culverts currently at a depth that would allow full depth repair (F2) to take place on top of them without damaging or removing them in any way?
A4. All culverts should have adequate clearance. If a culvert is found to be located within the elevations of the full depth repair as designated in Detail F2, the contractor shall notify the Contracting Officer as noted in Detail F5. The government will assess the full depth repair and provide guidance on how to proceed.
