Please note, as of April 2018, GSA’s System for Award Management (SAM) system is requiring new registrations and renewals of existing registrations to submit an original, signed notarized letter identifying the authorized Entity Administrator. The notarized letter is not to be submitted to the Huntington Contracting Office as it is not our requirement. Vendors are encouraged to check their entity’s status in SAM.gov and plan accordingly. If the prospective contractor is not registered in the SAM database, the Contracting Officer will follow the procedures in FAR 4.1103. Contact the supporting Federal Service Desk at http://www.fsd.gov, or by telephone at 866-606-8220 (toll free) or 334-206-7828 (internationally) Monday through Friday from 8 a.m. to 8 p.m. (EDT), for FREE assistance.

IMPORTANT NOTICE: Effective June 29, 2018 vendors creating or updating their registration can have their registration activated prior to the approval of the required notarized letter. However, the signed copy of the notarized letter must be sent to the GSA Federal Service Desk (FSD) within 30 days of activation or the vendor risks no longer being active in SAM. STATEMENT OF WORK

1. GENERAL. These specifications provide for the procurement of sheet piling for the future Bluestone Dam Safety Phase 5 Cofferdam. The future cofferdam will be constructed at Bluestone Dam near Hinton, WV as part of the Phase 5 efforts to modify and stabilize the spillway and stilling basin reducing risk of dam failure to a tolerable level.

All material provided shall be in accordance with the following references, as applicable.

2. DESCRIPTION OF WORK. The work consists of providing the following sheet piles for the future Bluestone Phase 5 Cofferdam. All sheet piles provided shall be hot rolled, new and undamaged. All sheet piles provided shall be accompanied by a certified material test report. The manufacturer’s logo and mill identification mark shall be provided on the sheet piling. The certified material test reports shall show that the sheet piling meet the specified requirements.

Sheet piling shall be tested and certified by the manufacturer to meet the specified chemical, mechanical and section property requirements prior to delivery and certification shall be submitted for each shipment and identified with specific lots. Testing of sheet piling for mechanical properties shall be performed after the completion of all rolling and forming operations. Material testing of the sheet piling shall meet the requirements of ASTM A6. The interlocks of the sheet piling shall be free sliding and shall be able to maintain continuous interlocking when installed.

3. INSPECTION BY THE GOVERNMENT. The Government reserves the right to inspect the sheet piling anytime while the Contractor is preparing the order. The Contractor shall assist in all aspects of this inspection. The Contractor shall make the sheet piling easily accessible to view and shall provide two (2) 4” long samples of each pile section for use in verifying the interlocks freely slide. Also, at the request of the Government, the Contractor shall slide full length sheet piles into interlock with adjacent sheets. The Government reserves the right to reject any material that does not meet the requirements of this contract and specifications at no cost to the Government.

4. TIME OF DELIVERY. The Government requires that all materials depicted on the attached drawing be ready for delivery by April 20, 2019. The Government requires delivery of the above sections to Bluestone Dam after April 20, 2019 but before August 1, 2019. Actual deliveries within this window may vary and shall occur upon notification by the Government. The Government will provide 7 calendar days’ notification prior to each delivery.

The Contractor shall be responsible for storing the sections until notified by the Government to deliver them to Bluestone Dam.

5. PLACE OF DELIVERY. All items supplied under this contract will be delivered FOB Destination to:

Point of contact for delivery is Robert S. Reed at 304-399-5278. The Government will be responsible for off-loading all material. Deliveries are accepted between the hours of 9:00 AM and 2:00 PM Eastern Time, Monday through Friday, holidays excepted. There are ten (10) official U.S. Government holidays as listed below. When one of the holidays below falls on a Saturday, the preceding Friday is observed as the holiday. When one of the holidays below falls on a Sunday, the following Monday is observed as the holiday.
