Solicitation Number W9123718B0003: Town of Martin Emergency Access Road Pre-Bid
Meeting – Questions and Answers with Discussion.
During the Town of Martin Emergency Access Road pre-bid meeting held on May 2, 2018 at the work site in Martin, KY the following questions, answers, and discussion occurred:
1. Q: Could the Government help define the Construction Work Limit?
A: The Construction Work Limit is well defined in the plans for this contract and is incorporated into the solicitation.
2. Q: When is the last day to submit questions for this solicitation?
A: Currently, the last day to submit questions is May 11, 2018. If any amendments to the solicitation are posted, then the last day to submit questions would be adjusted accordingly. Typically, the last day to submit questions is 10 days prior to the bid opening date.
3. Q: Is the "top of rock" layer depicted on the plans?
A: The "top of rock" layer is depicted on the plans, but is only an estimate.
During this pre-bid meeting the following additional comments were given by Jeff Huffman, Geotechnical Engineer:
1. The area depicted by the red box on Figure 1 is an area of known slope movement. By visual observation, this area does not appear to have moved since summer 2017.
2. Benching in the plans and specifications is in part to remove a gray clay layer observed at the top of bedrock. This clay layer is believed to be part of the reason for the slope movement.
3. The gray clay layer is approximately 0.5 to 1.5 feet thick. The gray clay layer shall be removed and spoiled. This material shall not be utilized in any construction on the project.
4. Top of bedrock is estimated from limited test pits. Top of rock on the cross-sections is estimated.
5. Based on boring logs for the rock excavation for the Phase I Redevelopment Site, a coal seam varying in thickness from 2.5 to 3.5 feet, with a floor elevation around 688ft, is anticipated to be exposed during the benching excavation.
6. Water is seeping on the ground surface in the area of known slope movement and concentrated seeps were encountered in the test pits, with a few seeps estimated at
5gpm. The coal seam at around El 688 could bring water to the benching excavation face. Groundwater control may be a construction issue.
7. Rock excavation is located upslope of the roadway between STA 3+90 and STA 4+50.
This is the only anticipated area of rock excavation. The sandstone layer does have joint sets.
