STATEMENT OF WORK
1. GENERAL REQUIREMENTS
1.1 GENERAL
The work is located at the Pittsburgh Engineer Warehouse and Repair Station (PEWARS) located at 3500 Grand Avenue, Neville Island, PA 15225. The overall project consists of upgrading the electrical service to the PEWARS facility. Commercial power service is provided by the Duquesne Light Company (DLCo). The existing service consists of pole mounted transformers and overhead conductors. The new service will consist of a pad mounted 750 KVA distribution transformer and primary switch. All features of the 22kv primary including the pad mount transformer and the primary load break switch will be provided and installed by the DLCo. Secondary service shall be 2,400 volts, three phase, Three wire operation. The 2,400 volt secondary shall be the responsibility of the contractor to install. The Government has installed all transformer and switchgear conduits, concrete pads, grounding system, and the customer pole required for the upgrade. The Contractor shall furnish and install all necessary equipment and service cables to successfully connect the DLCo transformer’s 2,400V secondary terminals to the existing medium voltage electrical system at the PEWARS facility, as well as coordination as required with the DLCo to ensure the project is completed according to DLCo Reference Drawings No. 381079-T1 through 381079-T5.
1.2. MANUFACTURER AND INSTALLER QUALIFICATION.
The materials and services provided to install the specified components for this electrical upgrade shall be accomplished a vendor with certification and experience in installing this type of medium voltage electrical equipment. The Contractor shall be fully responsible for meeting project requirements, including items exceeding those specifically illustrated or mentioned in the contract documents. The contractor shall have a minimum of 5 years of experience in the installation of medium voltage electrical systems and electrical services of the type specified for this project.
1.3 SAFETY
1.3.1 CONTRACTOR SAFETY REQUIREMENTS
1.3.2 GENERAL
Contractor shall comply with all Federal, State and Local safety requirements including those specified by the Occupational Safety and Health Act (OSHA) in 29 CRF 1910 General Industry Standard, 1926 Construction Standard and the U.S. Army Corps of Engineers Safety & Health
Requirements Manual EM 385-1-1 as currently revised at date of solicitation. Where a conflict exists between safety standards/requirements the contractor shall comply with the more stringent requirement. If the Contractor fails or refuses to promptly comply with safety requirements as specified herein, any Government employee may stop all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to any such work stoppage shall be made subject to any claims for extension of time or for excess costs or damages sustained by the Contractor. Also, the Contractor will not be paid for work not performed as a result of the stop order.
1.3.3 CONTRACTOR ABBREVIATED ACCIDENT PREVENTION PLAN
Contractor Abbreviated Accident Prevention Plan (AAPP). Within ten (10) calendar days after contract award, the Contractor shall prepare and submit for approval a site-specific Abbreviated Accident Prevention Plan as outlined in EM 385-1-1, Appendix A beginning with subparagraph 3.k on page A-10. Contractor must address each element/sub-element in the order they appear in the outline. Any element the contractor feels is not applicable to work under this contract must be listed and a brief explanation provided. Plan must be accepted by the Contracting Officer prior to commencement of any work. Contractors are encouraged to contact the Regional Rivers Repair Fleet Safety Office for questions or information regarding the development of contract Accident Prevention Plans. 1.3.5 CONTRACTOR RISK MANAGEMENT PROCESS
Contractor Risk Management Process. Contractor may use Job Safety analyses (JSAs), Job Hazard Analyses (JHAs) or Activity Hazard Analysis (AHA) for the purpose of risk assessment.
Before beginning each work activity Contractor performing that work activity shall prepare an initial assessment (AHA/JSA/JHA) listing each job step, anticipated hazards, site conditions, equipment, materials, personnel and control measures to be implemented. A Risk Assessment Code (RAC) shall be assigned to each step assessing the level of risk remaining after implementation of controls. Once this process is complete a RAC will be assigned to the activity as a whole (cannot be lower than the highest step RAC). Residual risk must be communicated to the proper authority for acceptance in order to proceed. It is the Contractor's responsibility to prepare the AHA/JSA/JHA. Analysis with RAC shall be accepted by the GDA and discussed with al engaged in the activity including Contractor, subcontractor(s), and on-site government representative prior to commencement of work. Names of Competent Person(s) and Qualified Person(s) required for a particular activity (e.g., excavation, scaffolding, fall protection, or other activities specified by OSHA and/or EM 385-1-1) shall be identified and included in the AHA/JSA/JHA and proof of their competency/qualification.
1.3.5.1 Work crews of two or more must have two people holding current qualifications in First Aid and CPR from the American Red Cross, American Heart Association or a licensed physician. Training must include a hands-on element and the contractor must maintain appropriate First Aid kit on site. Single individuals working alone must have current certification in First Aid as a minimum.
1.3.5.2 Crane operators, riggers and signal persons shall be trained, licensed and meet the physical and drug testing requirements specified in EM 385-1-1 Section 16.
1.3.5.3 All electrical work must be completed by a Qualified Person with verifiable credentials as specified in EM 385-1-1, Section 11.A.01.c. Electrical work will require contractor to submit a Control of Hazardous Energy Plan (LOTO) in accordance with EM 385-1-1, Section 12.
1.3.6 ACCIDENT/MISHAP REPORTING
The Contractor shall report all recordable mishaps to the GDA within 24-hours in accordance with EM 385-1-1 Section 01.D. Accidents shall be investigated to determine causal factors and corrective actions shall be implemented. Accidents resulting in day’s away injuries, day’s away illnesses, restricted/transfer injuries, property damage of $5,000.00 or more shall be investigated and reported to the GDA using the USACE Accident Investigation Report Form ENG 3394 within 24 hours of the occurrence.
1.3.6.1 Immediate notification to the GDA is required for all serious accidents:
a) Fatal Injury/illness;
b) Permanent totally disabling injury/illness;
c) Permanent partial disabling injury/illness;
d) One (1) or more persons hospitalized as inpatients as a result of a single occurrence;
e) $500,000 or greater accidental property damage;
f) Three (3) or more individuals become ill or have a medical condition suspected to be related to a site condition, or a hazardous or toxic agent on the site;
g) USACE aircraft destroyed or missing;
1.3.7 OSHA LOG OF WORK RELATED INJURIES
1.3.7.1 The Contractor shall maintain an OSHA Log of Work Related Injuries and Illnesses, OSHA Form 300 and comply with all accident reporting and recordkeeping requirements specified in 29 CFR 1904.39.
1.3.7.2 In addition to the above, any mishap occurring in any of the following high hazard areas shall be reported immediately to the GDA, investigated and corrective actions implemented.
a) Electrical (includes Arc Flash, electrical shock, etc.);
b) Uncontrolled Release of Hazardous Energy (includes electrical and non-electrical);
c) Load Handling Equipment (LHE) or Rigging;
d) Fall-from-Height (any level or other than same surface);
e) Underwater Diving
1.4 QUOTE SUBMITTAL
For evaluation purposes, offerors shall submit for approval marked manufacturer literature or cut sheets including the manufacturer and model numbers of all equipment proposed to be furnished.
This information is to be submitted concurrently with quotations. All appropriate equipment features and items to be supplied shall be clearly indicated on the submittal. Offerors shall also submit documentation that clearly demonstrates a minimum of 5 years of experience servicing medium voltage systems as described in Paragraph 1.2. Such documentation may include, but is not limited to, resumes, capabilities statements, past performance information, certifications, etc.
Failure to provide this documentation may result in the removal of the offer from consideration.
1.5 PROJECT SUBMITTALS
The contractor shall provide the following submittals for Government Approval. All items that will be incorporated into the work shall meet the Buy American Act, FAR 52.225-9. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract. This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications. It will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work.
The Government has the right to reject defective supplies or services within a reasonable time after delivery by written notification to the Contractor. The Contractor shall in such event promptly replace, correct, or repair the rejected supplies or services at the Contractor’s expense.
1.5.1 ABBREVIATED ACCIDENT PREVENTION PLAN
Refer to Section 1.3.3 above.
1.5.2 MANUFACTURER’S LITERATURE
For all proposed materials to be furnished under this contract, the Contractor shall furnish manufacturer’s descriptive literature or catalog cuts, illustrations and specifications and other data to show the proposed equipment and materials meet the specified requirements.
1.5.3 CERTIFICATIONS
The equipment shall be furnished with all the manufacturer’s recommended controls and safety features. The equipment shall be assembled and installed in compliance with the manufacturer’s installation instructions and all applicable State and local codes and regulations. Additionally, all equipment shall be UL listed and all work shall conform to the latest edition of NFPA70.
1.5.4 WARRANTY
The Contractor shall guarantee all labor and materials furnished by respective entity for a period of one year. Warranty period shall extend from the date of substantial completion or upon written directive from the Government. The warranty shall cover the repair or replacement, at the Contractor's expense, of any defective material or faulty workmanship.
1.5.5 VERIFICATION OF FIELD CONDITIONS
The Contractor shall verify all dimensions and conditions in the field and shall advise the Contracting Officer of any discrepancy before performing any work. Inspection of the site by prospective offerors for the purpose of bidding is advised and encouraged. Arrangements will be made to allow prospective offerors’ access to the facility to examine the parts already on-hand at PEWARS and verify dimensions and clearances. All such visits shall be arranged for between the hours of 9:00 a.m. and 3:00 p.m., local time, Monday through Friday, holidays excluded. 1.6 PRE-CONSTRUCTION MEETING AND POINTS OF CONTACT
Prior to commencement of any work being performed on site, the contractor shall participate in a meeting with the Pittsburgh District Electrical Engineer, the PEWARS Facility/ Plant Engineer, and the PEWARS Supervisory Maintenance Mechanic.

1.7 PROJECT/SITE CONDITIONS
1.7.1. WORK AREAS
The Contractor shall be fully responsible for determining the methods used to transport materials and equipment to and from the areas as well as the removal of waste materials from such spaces.
The Contractor shall ensure that his operations will not interfere with the operation of PEWARS or the duties of PEWARS personnel.
1.7.2 PERIOD OF PERFORMANCE
All work under this contract, including preparatory work, obtaining parts, and coordination with Duquesne Light Company, shall be completed not less than 60 calendar days after receipt of Notice to Proceed. The Contractor shall confine all operations at the work site during a single weekend, unless otherwise approved. This is to eliminate the project having any affect upon normal PEWARS operations. The contractor shall schedule power outages to avoid interference with the Government's activities. Obtain approval from the Government at least 14 calendar days prior to the requested outage. Demonstrate that all materials and equipment are on site prior to making outage request. Provide to the Government a schedule showing sequence and duration of all activities during the requested outage. Outages and overtime incurred in support of outages shall be scheduled and provided at no additional cost to the government.
1.8 PROTECTION OF GOVERNMENT PROPERTY
The contractor shall protect all government property during the performance of this contract. All damage to existing government property as a result of the contractors work shall be repaired or replaced to the satisfaction of the Contracting Officer. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.9 PROTECTION OF PERSONNEL
The Contractor shall ensure that adequate measures are in place to protect workers, facility operation personnel and the public from injury due to the operations being performed. All protective measures shall be in accordance with EM 385-1-1 dated November 30, 2014. Refer to Section 1.3, SAFETY, above.
1.10 REFERENCE DRAWINGS
Duquesne Lighting Company reference drawing 381079-T1 through 381079-T5 show planned and existing conditions to the best knowledge of the Government. The Government cannot guarantee the accuracy of the dimensions and features shown on reference drawings, and it shall be the responsibility of the Contractor, whenever necessary, to verify all dimensions by measurements in the field. If desired, the Contractor can coordinate with PEWARS personnel to view additional drawings of the facilities electrical system. The Contractor shall verify dimensions before laying out the work. The Contracting Officer shall be notified of any discrepancies prior to commencing work.
1.11 SECURITY REQUIREMENTS
1.11.1 ACCESS AND GENERAL PROTECTION AND SECURITY POLICY AND
PROCEDURES
The contractor and all associated subcontractors' employees shall comply with applicable installation, facility, and area commander installation and facility access and local security policies and procedures (provided by the Government Representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation the USACE Security Office. The contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. The contractor must submit the full name, Social Security Number, Date of Birth, and Place of Birth for all associated contractor or subcontractor employees to the USACE Security Specialist Paul M. Surace, 412-395-7162, paul.m.surace@usace.army.mil or Stephen Davidson, 412-395-7504, stephen.davidson@usace.army.mil. The District retains the right to deny any contractor and subcontractor employee from working on one of its contracts based on final background investigation results.
1.11.2 CONTRACTORS WHO DO NOT REQUIRE CAC, BUT REQUIRE ACCESS TO
A DEPARTMENT OF DEFENSE (DoD) FACILITY OR INSTALLATION.
Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190- 13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.11.3 ACCESS CONTROL AND ESCORT REQUIREMENTS
All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
1.11.4 INSTANT VERIFICATION OF EMPLOYMENT ELIGIBILITY (E‐Verify)
The Contractor must pre‐screen Candidates using the E‐verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award.
1.11.5 EMPLOYEE IDENTIFICATION AND BACKGROUND CHECK
The Contractor shall be responsible for furnishing an identification badge/card to each employee prior to the employee working on-site and for requiring each employee engaged on the work to display identification. Identification shall consist of name tags with the name of the Contractor and the employee's name. Additionally, a valid state driver's license or other Government-issued photo identification card is required for positive identification. Each employee will be subject to a background check in accordance with "Homeland Security Presidential Directive 12: Policy for a Common Identification Standard for Federal Employees and Contractors" (HSPD-12). Only those individual employees that were specifically identified and approved will be cleared to work on Government property.
2. MATERIALS
Materials needed to complete the work shall be furnished by the Contractor. The equipment and materials to be furnished under this specification shall be new, standard products of manufacturers regularly engaged in the production of such equipment or materials and shall be the manufacturer’s latest design.
Material shall include but not be limited to those listed below. All material required for the complete installation of the secondary service shall be furnished and installed by the contractor.
The contractor shall provide the manufacturer’s literature of all proposed purchases to the contracting officer prior to making their purchases.

2.1 DUQUESNE LIGHT COMPANY FURNISHED MATERIALS
The DLCo will provide and install the pad mount transformer, primary switch and primary conductors. The Contractor shall coordinate as required with the DLCo all requirements to insure that the secondary service is installed in accordance with the utility requirements.
3. EXECUTION
3.1 GENERAL
All work shall conform to the National Electrical Safety Code (NESC), NFPA70, and applicable underwriters’ and governmental building codes. Contractor to provide all labor and equipment necessary to ensure project success.
3.1.1 OVERVIEW
Service cables shall be installed after the transformer has been set on the concrete pad by DLCo.
The contractor shall furnish and install secondary wiring as required from the secondary terminals of the new 750kva transformer with 3-1/C #500 AL 5kv, to the existing customer pole as shown on DLCo Drawing #381079-T3. Extend secondary as required to the metering pole and existing PEWARS feeders. Conduit shall be provided as required on the customer pole.
Furnish and install UL approved compression type connectors as required by the power company. See DLCo reference drawing #381079-T4 for transformer connection requirements.
Do not pull on secondary terminals during installation of cables. Cables must be properly cut and trained to eliminate mechanical stress on the transformer bushings during and following connection and installation.
Furnish and install appropriate 5kv terminals and connections, 5kv arresters, 10 meter guy line anchor assembly, 9’ DxD (Double cross-arm), dead ends, etc.
3.1.2 REMOVAL OF EXISTING POWER LINES
Remove three (3) runs of 250 feet each, consisting of #3 2400 VAC conductors, as designated to be removed on reference drawings #381079-T1.
3.1.3 COORDINATION WITH ELECTRIC COMPANY
It shall be the responsibility of the Contractor to coordinate with Duquesne Light Company as required during execution of the work and for connection to the utility company’s transformer.
The contractor shall make arrangements with the power company so that they may inspect all work prior to energizing. The Contractor shall insure that all work has been accomplished to the satisfaction of the contracting officer and the power company prior to energizing any circuit or new equipment.
3.2 INSPECTIONS AND TESTING
Perform in accordance with the manufacturer's recommendations and include the following visual and mechanical inspections and electrical tests, performed in accordance with ANSI International Electrical Testing Association Standard for Acceptance Testing Specifications (NETA ATS). Copies of the results of the inspections and tests will be provided to the facilities manager. Contractor to insure rotation is correct prior to energizing.
3.3 CLEANING AND PROTECTING
All surfaces shall be restored where surface finish damage is evident. Physical material damage will require replacement at no additional cost to the Government. The contractor shall ensure that the work areas are maintained in a neat and orderly manner. At no time shall the contractor allow materials to accumulate except as otherwise approved, and all areas shall be maintained clean and free debris.
3.4 DISPOSAL
All materials removed in the performance of this contract and items not used shall become the property of the contractor and be disposed of offsite in accordance with Federal, State and Local regulations.

(b) Allowable costs for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a contractor or subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the contractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of Engineer Pamphlet (EP) 1110-1-8, Construction Equipment Ownership and Operating Expense Schedule, Region I. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.
(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205-36. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.
(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the simplified acquisition threshold (SAT), the contracting officer shall request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.

In order to most effectively accomplish this contract, the Government proposes to form a partnership with the Contractor to develop a cohesive building team. It is anticipated that this partnership would involve the Contractor, primary subcontractors and designers, and the Corps of Engineers. This partnership would strive to develop a cooperative management team drawing on the strengths of each team member in an effort to achieve a quality project within budget and on schedule. This partnership would be bilateral in membership and participation will be completely voluntary. Any cost associated with effectuating this partnership, excluding travel and lodging cost of Government personnel, will be borne by each party. The partnering meetings, if needed, shall be held informally during the period of performance at the PEWARS, Pittsburgh, Pennsylvania; at the request of either the Contractor or the Government. Participation attendance via phone conference/web meeting would be allowed for those personnel not already working on site.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
