INSTRUCTIONS TO OFFERORS

This Request for Quote (RFQ) is for an Indefinite Delivery Indefinite Quantity Contract to provide all management, labor, supplies, materials and equipment necessary to perform mowing and maintenance services at Walhonding Area Projects in Ohio. All work shall be performed in strict compliance with the attached performance work statement and all other terms, clauses and conditions incorporated herein. Services for the base period will begin at date of award and continue through 31 December 2017.

Note: This solicitation contains an option clause to extend the awarded contract for up to four (4) additional one-year option periods. The one-year option periods are as follows:

Option Period 1: 01 January 2018 through 31 December 2018 Option Period 2: 01 January 2019 through 31 December 2019 Option Period 3: 01 January 2020 through 31 December 2020 Option Period 4: 01 January 2021 through 31 December 2021

One award will be made from this RFQ.

This procurement is 100% set-aside for Small Business, under NAICS code 561730 ($7.5 Million).

Method of Payment under this contract will be Electronic Funds Transfer (EFT) to a commercial bank account specified by the Contractor.

There is no bonding requirement for this procurement action.

Quotes will not be accepted for quantities less than the quantities specified in the price breakout schedule. Failure to submit a unit price for all items listed (base year and option years) will be considered as a material deviation from the requirements of the Request for Quote (RFQ) and the quote will be rejected.

NOTE: Clause 52.223-2 “Affirmative Procurement of Bio-based Products Under Service and Construction Contracts” is incorporated in this solicitation. Reporting by the contractor is required no later than October 31 of each year during contract performance and at the end of contract performance.”

EVALUATION CRITERIA

Evaluation Factors for Contract Award

A.1 The contract award will be made to the lowest price technically acceptable offeror. This means that the contract award will be made on the basis of the lowest evaluated price quote meeting or exceeding the acceptability standards for non-cost factors. The offeror must complete and submit the forms located in Attachment 1 of this solicitation and provide any other supporting information necessary to properly evaluate the offeror’s quote based upon the evaluation criteria described in this solicitation. The Past Performance Questionnaire (PPQ) included as Attachment 2 is provided for the offeror to obtain past performance and supporting information. Completed PPQs should be submitted with the quote or can be submitted directly to the government’s point of contact listed on page 1 of the solicitation not later than the response/quote due date.

The following factors will be considered during the government selection of the contractor to be awarded the contract:

The government intends to evaluate quotes and award a contract without discussions with offerors. Therefore, the offeror's initial quote should contain the offeror's best terms from a price and technical standpoint. The government reserves the right to conduct discussions if the contracting officer later determines them to be necessary. A government representative may verify any information provided in the quote to better evaluate the offeror’s ability to perform.

A.2 Quoted prices will be evaluated for price reasonableness in accordance with FAR 13.106-2. The offeror’s price quote will also be evaluated for proportionality and balance. An offeror’s price quote may be considered unbalanced when it is based on prices significantly less than the estimated cost for some work items and prices which are significantly overstated for other work. An offeror’s quote may be rejected if the government determines that the lack of balanced pricing poses an unacceptable risk to the government. Prompt payment discounts will not be considered in the evaluation of quotes. The government will evaluate quoted prices for award purposes by adding the offerors total price for the base year to the total prices for all option years. Evaluation of option year period in the selection process will not obligate the government to exercise the option(s). All unit prices shall be inclusive of all costs associated with each individual contract line item. For example, there will be no additional payment for supervision, administration, equipment, supplies, profit and other items/services not included on the price breakout schedule.

A.3 Simplified acquisition procedures are being used per FAR Part 13, subpart 13.5.

A.4 Evaluation Criteria.

Offeror’s quote and any supporting information shall be specific and complete in every detail and shall contain the information necessary to properly assess and evaluate the contractor's capability to perform the specified contract services, based upon the following factors:

Quoted prices shall demonstrate an understanding of costs to perform the specific contract services by individual work items, showing proportionality and balance. A quote may be rejected if the contracting officer determines a lack of balanced pricing poses an unacceptable risk to the government.

b. Applicable Experience

The offeror’s quote shall provide a narrative description of applicable work abilities and experience applicable to the requirements of this solicitation. This information will be used to evaluate the offeror’s ability to perform the work described in this solicitation. A minimum of 2 years of experience in work of a similar size and scope is required for an acceptable rating.

c. Past Performance

Past performance will be evaluated based on information from Past Performance Information Retrieval System (PPIRS) and any credible, documented evaluations/reports, see Attachment 2 for further information. The offeror shall provide a list of references who have knowledge of contractor’s past performance.

Additionally, the government may seek any other information it deems appropriate to determine the contractor’s past performance. Safety records will also be evaluated. Relevancy to the type of work in the performance work statement will be determined. In addition, a confidence assessment will be performed for each evaluated quote. Offerors without past performance in work with similar effort, complexity, dollar value, and contract type will be rated as neutral. If the government does not have a reasonable expectation that the offeror can perform the required duties (confidence) due to past performance information, an unacceptable rating will be given.

The offeror shall provide key resources that will be used to determine the contractor’s technical understanding of the contract requirements which should include:

The offeror shall provide information on how they plan to accomplish the work, including the amount and type of employees and equipment to be used in performing each type of work – mowing, cleaning, janitorial and non-routine services. The offeror shall demonstrate that they can provide the minimum listed equipment in the performance work statement.

The offeror shall identify and provide a resume and/or complete the Key Personnel Qualifications included in Attachment 1 for personnel who will be responsible for management of the contract, the on-site representative, the quality control inspector, and safety representatives. These personnel shall have a minimum of 2 years of experience with type of work specified.

A statement as to organizational placement of personnel and whether such individuals are currently on the offeror’s payroll shall be provided by the offeror.

The offeror shall provide a list of subcontractors proposed for used on the contract which includes name, role they will play and qualifications for the work to be performed. If no subcontractors are proposed, the Offeror shall provide a statement that all services will be done by the prime contractor.

(S) Satisfactory Performance meets minimum contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.

A Satisfactory rating is appropriate when there were only minor problems, or major problems that the contractor recovered from without impact to the contract.

There should have been NO significant weaknesses identified. Per DOD policy, a fundamental principle of assigning ratings is that contractors will not be assessed a rating lower than Satisfactory solely for not performing beyond the requirements of the contract.

SECTION C‐1

General

C‐1.1 BACKGROUND. This contract is designed to provide for selected operational and maintenance services at certain Corps of Engineer projects. Work under this particular contract may be ordered for the following projects:

a. Mohawk Dam. This dam is located on the Walhonding River, a tributary of the Muskingum River, in

Coshocton County near Warsaw, Ohio. The project purposes served are flood control and recreation.

Approximate annual visitation to Corps operated areas is 80,000.

b. North Branch of Kokosing Lake. This dam is located in Knox County on the North Branch of Kokosing River,

2.2 miles northwest of Fredericktown, Ohio. The project purposes served are flood control, recreation and fish and wildlife enhancement. Approximate annual visitation to the Corps operated areas is 60,000.

c. Charles Mill Lake. The dam is located on Black Fork of the Mohican River, near Mifflin, Ohio in Ashland

County. The contract includes two dikes located on Mifflin TWP Road 1265 northwest of the dam in Ashland County. Also included in the contract is Pavonia Levee located on Cotter Road in Richland County, Ohio. Project purposes served are flood control, recreation, and fish and wildlife enhancement.

d. Mohicanville Dam. The dam is located on Lake Fork of the Mohican River, near Mohicanville, Ohio in

Ashland County. Also included in the contract are two dikes located in Wayne County, Ohio. The project provides flood control.

e. Pleasant Hill Lake. The dam is located on Clear Fork of the Mohican River Perrysville, Ohio in Ashland

County. Project purposes served are flood control, recreation, and fish and wildlife enhancement.

C‐1.2. SCOPE OF WORK. The Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel, and vehicles, except as otherwise provided herein, required to perform mowing, cleaning, janitorial, and other services at Mohawk Dam, Mohicanville Dam, North Branch of the Kokosing River Lake, Charles Mill Dam and Pleasant Hill Dam projects, as specified and in strict accordance with all Terms, Conditions, General, Specific and Technical Provisions, Drawings, Attachments, Exhibits, etc., contained herein or incorporated by reference. Award of a contract does not guarantee that the Government will order all of the types of services listed under the contract from the Contractor. The Government reserves the right to perform any portion of the services listed.

The quantities listed in the price breakout schedule are approximate and are provided as information only to assist in preparation of quotes. They are not guaranteed and the actual quantities may be more or less than shown.

Variation in these estimated quantities shall not be justification for modification of the contract or request for additional payment.

Contractor shall perform all related Contractor administrative services necessary to perform the work such as procurement, quality control, Contractor financial control, and maintenance of accurate and complete records and files.

It is emphasized that the work described in this contract is a critical part of the Corps mission. The work described shall be performed in public recreation areas. The Corps is committed to "Customer Care" and providing quality professional service.

Work included in this contract generally involves work associated with operation and maintenance of areas at the specified Government projects such as grass mowing, cleaning and selected maintenance services in public use areas at the projects listed herein. However, in special instances the contractor may be issued a task order under this contract for other Huntington District projects within the State of Ohio and within 50 linear miles. Examples of these special instances may include but are not limited to damaging storms, wildfires, floods, or other time‐ sensitive maintenance needs. Task orders issued in these circumstances will be negotiated on an individual basis using contract line items from the price breakout schedule.

Because much of the work described shall be performed in areas accessible to the public, failure of a Contractor to perform all required work in a timely manner, or perform poor quality work can risk public health and safety and cannot be tolerated. The following are examples of historically demonstrated risks resulting from such failures:

a. Falls, snakebites and reduced use and enjoyment of recreation facilities from lack of mowing.

b. Falls, cuts, infections, insect stings and accumulated trash from public use areas not being cleaned and inspected.

c. Increased administrative and labor costs required for Government correction and performance of contracted work.

The Contractor's work and responsibility includes, but is not limited to, all planning, programming, administration and management necessary to assure that all operations and maintenance services ordered at the projects are performed in strict accordance with this contract and all applicable laws, regulations, codes, or directives.

Contractor administrative costs shall be included in the fixed price rates for line items on the price breakout schedule. Specifically included in the Contractor's area of responsibility are:

1. Establishing and executing a Contractor Safety Program to ensure that all work is performed in strict accordance with all health, safety and environmental laws, regulations, codes and directives, to protect the general public as well as Contractor and Government employees.

2. Furnishing all necessary materials, supplies, tools, equipment, fuel and vehicles, except as otherwise provided herein, required to perform the task ordered.

3. Performing all Contractor related administrative services necessary to perform the work such as procurement, inventory control, quality control, Contractor financial control, and the maintenance of accurate and complete records and files.

4. Establishing and executing a Quality Control Program to ensure that all work is in strict accordance with, and meets or exceeds, critical reliability rates or tolerances specified or included in all terms, conditions, general, specific and technical provisions, drawings, attachments, exhibits, etc., contained herein or incorporated by reference.

C‐1.3. TASK ORDERS. All work under this contract will be ordered by issuance of individual Task Orders (DD Form 1155, see Exhibit Q). No work shall be performed under this contract before an individual Task Order has been issued by the Contracting Officer (KO), except as specified in C‐1.22, Emergency Work. The KO has four basic ways to order work using this contract: Fixed Price Task Orders, Negotiated Task Orders, Estimated Task Orders, and Emergency Task Orders. Only the KO, by issuance of a modification, may make any change to a Task Order. The type of Task Order used will be at the discretion of the KO.
