About this file

This is an Industry Day presentation for the U.S. Army Corps of Engineers Norfolk District's Architect-Engineer Multiple Award Task Order Contract (MATOC) Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation. The MATOC will combine Civil Works and Military Construction (MILCON) missions into a single unrestricted contract vehicle with a combined capacity of $240,000,000 shared among approximately 6 awarded firms over a 5.5-year ordering period consisting of a 5-year base plus an optional 6-month extension. Services required include planning, programming, feasibility studies, geotechnical investigations, permitting, master planning, engineering studies, design services, estimating, surveying, site investigations, drawing and document preparation, design review, Construction Phase Services, and commissioning, primarily supporting projects within the Norfolk District Area of Responsibility but with regional capability throughout the North Atlantic Division.

Evaluation criteria emphasize specialized experience in multidisciplinary vertical construction facilities and civil works infrastructure through eight submitted projects, professional qualifications including licensed architects, registered engineers across multiple disciplines (mechanical, civil, electrical, structural, fire protection, geotechnical, and hydraulic specialists), program management capability for concurrent task order execution, past performance on alternative and integrated project delivery strategies, and knowledge of locality specific to the Norfolk District. Key submission deadlines are: industry feedback by September 7, 2026; SF 330 proposals due October 28, 2026; interviews scheduled for February 2027; and MATOC awards anticipated June 2027. The solicitation is unrestricted and will be procured in accordance with the Selection of Architects and Engineers Statute (40 U.S.C. Chapter 1101).
