About this file
This is a Draft Specifications document for the Sandbridge Beach Erosion and Hurricane Protection Beach Renourishment Project, issued by the U.S. Army Corps of Engineers Norfolk District. The document outlines comprehensive technical and administrative requirements for a hopper dredge beach renourishment contract valued between $25 million and $100 million, with an anticipated construction completion date of approximately 365 calendar days from Notice to Proceed.
The primary scope of work includes dredging beach fill material from the Government-furnished Sandbridge Shoal Borrow Area A (located 3-5 miles offshore with depths ranging from -35 to -67 feet MLLW) and placing approximately 3,260 acres of material on Sandbridge Beach in Virginia Beach, Virginia. Contractors must perform before-dredge and after-dredge hydrographic surveys, transport dredged material via hopper dredge to pump-out buoys, and deposit material through hydraulic pipeline systems within designated beach segments. The specifications mandate hopper dredging prohibitions between September 1 and November 14, strict environmental compliance including sea turtle protection protocols with negotiated rehabilitation fees ($1,502-$61,073 per turtle depending on injury severity), and archaeological resource avoidance. Key administrative requirements include submission of a Marine Plant Anchorage Plan, Borrow Area Material Removal Plan, and Remote Sensing Survey prior to dredging; notification to National Marine Fisheries Service, U.S. Coast Guard, and BOEM within specified timeframes; compliance with the Seagoing Barge Act; and coordination with Navy firing exercises. Payment is structured as lump sum for mobilization/demobilization (60% upon completion, 40% upon demobilization) and unit prices per cubic yard for dredging/beach fill placement. The Contractor must maintain a qualified Professional Engineer or Surveyor for all survey work, provide daily operations reports, furnish project photography, maintain adequate insurance coverage, and comply with strict noise control, public safety, and environmental protection measures throughout the contract period.

PART 1 GENERAL
1.1 Soil Classification
The soil was visually classified in the field according to the "Unified Soil Classification System" and described utilizing the "Burmister's Method of Material Proportions". While it is believed that borings accurately indicate subsurface conditions for boring locations on the date taken, the Government assumes no responsibility for actual conditions which may be encountered in execution of Contract. Should the Contractor rely, for any purpose, upon the accuracy or completeness of said borings, or log thereof, he does so at his own risk. The geotechnical report, including soil boring drilling logs and data, is shown in the 2018 Schnabel Geotechnical Report at the end of the specifications. Soil borings shown in Appendix A, Laboratory Analysis is shown in Appendix B, and Beach Laboratory Analysis data is shown in Appendix C of the Geotechnical Report. All samples contained in the appendices at the end of the specifications were obtained on various dates as designated on the respective boring. Geotechnical analysis data is available for review at Norfolk District, 803 Front Street, Norfolk, VA 23510 (Attention: Matt McKeehan telephone 757-201-7172).
