AMD 0003 CONTINUATION SHEET

AMENDMENT 0003 SUPERSEDES ALL PREVIOUS AMENDMENTS

This amendment is being issued for the following:

1. Provide conformed list of Pre-Proposal Inquiry Responses

2. Revise Clause 52.212-2

3. Revised Addendum to 52.212-1

4. Revised Performance Work Statement

5. Extended Proposal Due Date to 06 DEC 2023

6. Add ATOPSEC Language

ALL OFFERORS ARE REQUIRED TO RESUBMIT THEIR PROPOSALS.

REVISED INQUIRY RESPONSES ARE IDENTIFIED IN RED TEXT.

Bidder Inquiry: Please provide clarification on the evaluation methodology. FAR 52.212-2 is included in the solicitation. Project Approach, past performance and price are listed in relative order of importance in descending order; and price will only be evaluated for fairness and reasonableness. That reads like a "best value" procurement methodology. Then a few paragraphs down reference is made to "best value-tradeoff" basis, that award may be made to the lowest price offer with satisfactory/neutral past performance, or to offer with highest past performance but with other than the lowest price. The project approach is not mentioned in the best value tradeoff paragraph. a.

Does that mean the project approach won't be evaluated in the best value tradeoff (Lowest Price Technically Acceptable) method? b. Which method will be used: best value or Lowest Price Technically Acceptable?

Response Inquiry: See amendment 0003. Evaluation will be performed in accordance with FAR part 13.106.

Bidder Inquiry: CLIN 0001 asks for four days of in-house, face-to-face training for 64 supervisors, and the PWS (section 2a) says the instructor will travel twice. Does this mean there will be two 2-day training sessions to occur during separate weeks?

Response Inquiry: They may occur in the same week, but for pricing purposes, contractors should assume the two 2-day training sessions will be in separate weeks.

Bidder Inquiry: Is it possible to have them occur in the same week?

Response Inquiry: They may occur in the same week, but for pricing purposes, contractors should assume the two 2-day training sessions will be in separate weeks.

Bidder Inquiry: What materials and resources will the customer provide for these workshops (tables, chairs, computers, projectors, etc.)?

Response Inquiry: Government will provide: Pens, paper, pencils, chairs, projector, projector screen with speaker capability. Contractor shall bring a laptop to the onsite training containing all training materials.

Bidder Inquiry: CLIN 0002 and PWS (section 2b) ask for hybrid online training follow on training for 6 months post.Could you describe what you mean by hybrid training?

Response Inquiry: See Amendment 0003 Performance Work Statement

Bidder Inquiry: Will this training be synchronous training (scheduled on Teams with people attending remotely and some attending in person), asynchronous (training materials are located in an online learning system and can be viewed at any time by individual participants), or a combination?

Response Inquiry: Synchronous training (scheduled with people attending virtually).

Bidder Inquiry: If synchronous training, will the facilitator be joining remotely from their own location or attending in person?

Response Inquiry: Initital training will be in person. Follow-on training will be conducted virtually.

Bidder Inquiry: Is there a preferred number of sessions, modules, or topics to be covered over the six months?

Response Inquiry: See Amendment 0003 Performance Work Statement. Topics would correspond with the supervisor workshop.

Bidder Inquiry: If content is to be loaded into an online learning system for six months, is the contractor responsible for hosting an online learning schoolhouse for that time, or will the customer provide an online schoolhouse where content can be loaded?

Response Inquiry: Contractor

Bidder Inquiry: Is the online learning aspect of this requirement to be live virtual or on-demand recordings?

Response Inquiry: Live Virtual

Bidder Inquiry: Is Microsoft TEAMS a suitable platform for the virtual training/online learning system, or is something else preferred or required? If so, please include a listing of suitable platforms.

Response Inquiry: Microsoft TEAMS is suitable

Bidder Inquiry: In the proposal response, if key personnel resumes or biographies are included in an addendum, will these be evaluated?

Response Inquiry: No

Bidder Inquiry: Is this a new requirement, or is there an incumbent? If so, please identify the incumbent.

Response Inquiry: This is a new requirement. There is no incumbent.

Bidder Inquiry: Will there be 6 separate 1-1.5-hour live webinars, each delivered at multiple time options each month for six months?

That is, if the in-person training concluded in February, Topic A webinar would be delivered 2-6 times in March, Topic B webinar would be delivered 2-6 times in April...Topic F webinar would be delivered 2-6 times in July. a. If so, how many time options per topic? b. How many participants do you expect per time option?

Response Inquiry: See Amendment 0003 Performance Work Statement

Bidder Inquiry: Do you expect any asynchronous or static resources to be loaded in an online platform for participants between the live webinars?

Response Inquiry: Virtual follow on trainings shall be recorded and provided to the Government. See Amendment 0003 Performance Work Statement.

Bidder Inquiry: Does a hybrid environment refer to employees who telework, who use an alternate work schedule environment, or do both environments exist for district employees?

Response Inquiry: A hybrid work environment exists at US Corps of Engineers, involving employees that telework and work in-person at the office.

Bidder Inquiry: Is there a desire to have an outcome-based evaluation of the participant’s knowledge level of the material (i.e., a level 2 analysis to assess retention of the material)?

Response Inquiry: No Evaluations required

Bidder Inquiry: Is there a desire to have a fact based, outcome-based evaluation strategy for performance and productivity within the respective work environments?

Response Inquiry: No Evaluation required

Bidder Inquiry: Does the requirement to provide hybrid learning via an online training system reference additional instructor-led training (e.g., ZOOM or Teams), self-paced review materials, and/or video training?

Response Inquiry: Additional instructor-led training via TEAMS or other platform, provided by the Contractor virtually for the follow on 6 months of training.

Bidder Inquiry: Are there specific leadership competencies that the District Supervisors are expected to adhere to and develop (i.e., communication, trustworthiness, time management etc.)?

Given the number of students per two-day class, is the number of hours for the training per day fixed on a certain number of hours or can it be flexed?

Response Inquiry: See Performance of Work Statement for training objectives.

Bidder Inquiry: What GS levels are the participants? We understand they are supervisors, but would like more insight into their management levels and organizational functions (i.e. Accounting Manager, HR Manager, etc.).

This helps determine the most effective workshop activities and tailor the learning concepts.

Response Inquiry: GS 12 & above. The supervisors will be from all departments such as: legal, contracting, human resources, program management, engineering, construction, civil works, real estate, emergency operations, etc.

Bidder Inquiry: How close in time frame would you like the 2-day training sessions to be? For example, could they occur during the same week (Tues/Wed for the first 32 supervisors, and Thurs/Fri for the second group of 32 supervisors). Or, would you prefer several weeks between on-site workshop sessions? (Please clarify that these are two 32-person groups of distinct participants, and not the same 32 participants attending two separate 2-day workshops).

Response Inquiry: As stated previously, they may occur in the same week but contractors should assume for pricing purposes that it will be in separate weeks. Two 32-person groups of distinct participants. The 32-persons held on one week/time would not be the same 32-persons the next week/time.

Bidder Inquiry: Will workshop attendees be required to attend pre-scheduled follow-on hybrid learning sessions?

Or, do you envision more 'on-demand' virtual learning options where they can access the materials at their convenience? (Please clarify if you would formally schedule these hybrid sessions, or they will be asynchronous).

Response Inquiry: See Performance Work Statement

Bidder Inquiry: For the “follow-on hybrid learning via online learning system” are you looking for 24/7 online training? Or are you looking for webinars presented virtually?

Response to Bidder Inquiry: See Performance Work Statement

Bidder Inquiry: The workshop is for two (2) days per group and the request shows we need to travel twice. Does this mean you're expecting us to train Group 1 (32 students) for two days then return in a week or so to train Group 2 (32 students)?

Response to Bidder Inquiry: Yes, but the schedule may be supportable to conduct the training in one week.

Contractor will propose schedule for Contracting Officer’s approval upon award.

Bidder Inquiry: Is the follow-on hybrid learning via online learning a LIVE or recorded course online?

Response to Bidder Inquiry: Online synchronous sessions are required.

Bidder Inquiry: Is the online learning session 6-months in length or are you looking for it to happen 6-months after we complete the 2 day sessions?

Response to Bidder Inquiry: See Amendment 0003 Performance Work Statement Bidder Inquiry: Will it be ONE online learning session for both groups at the same time or do we need to offer two sessions (one for each group)?

Response to Bidder Inquiry: See Performance Work Statement

Bidder Inquiry: If the online learning is not 6-months but only an add-on session after 6-months, how long (i.e., hour, ½ day or full day) do you want the online learning session to be?

Response to Bidder Inquiry: See Performance Work Statement

Bidder Inquiry: Will the subsequent solicitation notice be published to SAM.Gov under the existing notice ID number (see subject line above) or a new notice number?

Response to Bidder Inquiry: This is the Solicitation. No additional request for proposal is anticipated.

Bidder Inquiry: Has a previous or incumbent contractor previously or currently substantively performed this work?

If so, please provide the contract(s) number(s) and the name of the contractor(s).

Response to Bidder Inquiry: This is a new requirement. There is no incumbent.

Bidder Inquiry: The statement of work only addresses facilitating the workshops and delivering the online training.

Please confirm this is correct, that the curriculum and training materials for both the in-person workshops and the online training already exist and are therefore outside of this scope of work?

Response to Bidder Inquiry: The curriculum and training materials for both the in-person workshops and online training do not exist looking for the vendor to provide expertise to provide training facilitation and materials.

Bidder Inquiry: Please provide clarification on the online training that follows the in-person training, i.e., is it to be pre-recorded on-demand webinars that cover additional information provided in the workshops? Is it to be scheduled live interacting trainings?

Response to Bidder Inquiry: See Performance Work Statement

Bidder Inquiry: According to ADDENDUM to 52.212-1 Instructions, the submission is limited to the following:

• Cover letter containing information required by FAR 52.212-1(b).

• Pricing listed on the CLIN Schedule. Attachment 1 to this Solicitation.

• Up to a 2-page Project Approach

• Past performance references on the Past Performance Questionaire (PPQ) Form. Attachment 2 to this Solicitation.

Question: If we include team member resumes in an Addendum to the proposal, will these be evaluated along with the rest of the proposal?

Response to Bidder Inquiry: It will not be evaluated.

Bidder Inquiry: I am reaching out to inquire about the subject solicitation and ask for a bit of clarification on the 6-month hybrid portion requested. Are these services to be hosted live virtually over the course of 6 months, to be recorded and uploaded to the LMS for folks to view on demand, or a mixture of both? Are there also a certain number of hybrid sessions required once the method is established?

Response to Bidder Inquiry: See Performance Work Statement

Bidder Inquiry: What is defined as Supervisor Development Services?

Response to Bidder Inquiry: Training services that are meant to engage supervisors in intentional development as leaders and develop competencies that engage and inspire the workforce in leading in a hybrid environment.

Bidder Inquiry: What kind of personnel and material are you referring to?

Response to Bidder Inquiry: Instructors and any material needed for instruction.

Bidder Inquiry: For the long-term knowledge online hybrid learning material, do we provide the platform, or you do?

Response to Bidder Inquiry: Contractor is to provide the platform.

Bidder Inquiry: Also on the above point, do you need it to be the same material or something different and extensive?

Response to Bidder Inquiry: No preference.

Bidder Inquiry: Is the online material only to stay online for 6 months past face-to-face training as stated on line 8 under the Description of Services point?

Response to Bidder Inquiry: Yes.

Bidder Inquiry: What is the actual term of the contract? As I see on line 2 of the scope stating: 2023 – 2028? Not sure what that represents.

Response to Bidder Inquiry: Fiscal Year 2024, We would like to host the workshop in 2nd quarter of FY24.

Preferred start dates are Jan 2024.

Bidder Inquiry: Can my references be previous supervisors from projects which are not Government contract?

Past performance will be evaluated to assess the Government’s confidence in offerors ability to execute this contract. Individual past performance submissions will be evaluated for relevant/not relevant and whether or not satisfactorily performed.

Price will not be rated or scored but will be evaluated for fairness and reasonableness through the use of price analysis.

Offerors that do not follow the submission instructions within FAR Provision 52.212-1 and the Addendum to 52.212-1 Instructions may be eliminated from consideration for award.

Evaluation of offers shall be per FAR 13.106.

The contracting Officer may downselect offerors based on their initial proposals for purpose of the efficient competition. Offerors shall be prepared to present a VIRTUAL capability brief (15 min) focused on technical approach and their past performance if selected to proceed to this step. Selected vendors will be notified directly by the contracting officer. Tentative date for presentation is Dec 15th. Exact time will be provided to the selected vendors.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
