QUESTIONS & ANSWERS
QUESTIONS TO INDUSTRY
1. Are the anticipated evaluation criteria appropriate?
2. When considering a MATOC vs Stand-Alone "C-Type“ approach to execute the project:
a. What are the potential savings/efficiencies?
b. What are the disadvantages?
3. Does 30% Small Business subcontracting represent a challenging, yet achievable goal?
QUESTIONS FROM INDUSTRY
1. Will the USACE Norfolk team potentially use the Norfolk CSRM Phase I – MATOC to award task order(s) with funds available to the MATOC holders to provide constructability reviews at key design milestones (e.g., 15% and 30% design) to allow early contractor involvement? Constructability reviews at key milestones for Design-Build will be required. USACE will consider the incorporation for early contractor involvement for Design-Bid-Build.
2. Will the USACE Norfolk team entertain contractor(s) proposed Alternate Technical Concepts (ATC) as part of the constructability review process or after design documents are presented with a TO Request for Proposal (RFP)? If the MATOC is the appropriate contract vehicle, the USACE Norfolk Team will evaluate the proposals from the potential MATOC contractors that include, innovation, experience, means and methods, as well as cost. Therefore, yes, the USACE team will consider ATC as appropriate for each task order.
3. Is USACE Norfolk considering the use of holding reservoirs using Tunnel Boring Machine (TBM) concept as part of the city pump station program? The use of holding reservoirs using TBM has not been considered at this stage of the program, however, the USACE team encourages contractors to propose innovative, feasible project execution. USACDE deos not typically dictate a GCs means or methods for construction, and ideally leave it up to the GC to propose the best solution given the constraints and limitations of the project.
4. Is all of Phase I (A-D) to be funded through this Phase I - MATOC? USACE is still evaluating how much of Phase 1 should be included in the MATOC, (should the MATOC be the appropriate contract vehicle), however, USACE has only considered Phase 1a and 1b in the scheduling approach at this time.
