Enclosure 1, Sources Sought W91236-22-S-4003
Enclosure 1
Scope of this MATOC IDIQ will encompass architectural and engineering services for a broad variety of projects that could include but are not limited to: modification, rehabilitation, maintenance, alternatives, new construction and commissioning of existing facilities. Types of facilities include schools and all district-wide supporting facilities such as bus barns, maintenance shops, and administrative facilities. The type of work performed will be for secure and non-secure sites and will include: design, drafting, planning, military construction programming, cost estimating, topographic or boundary surveys, on site construction management, shop drawing reviews, preparation of Requests for Proposals (RFPs) for Design/Build Projects, energy reduction studies, independent technical reviews, various engineering studies, site investigations, value engineering services, subsurface geotechnical investigation, testing, and reports, design services for new construction and/or renovation, demolition, and alterations of existing facilities, environmental studies, testing and reports, hazardous materials testing, abatement, and other design services. All work must be performed by or under the direct supervision of licensed professional Architects or Registered Engineers. The work required extends beyond a single project effort, in that it involves the planning, design, scheduling, management, coordinating, investigating, and CADD support for a fluctuating flow of simultaneous, though unrelated, delivery orders. Therefore, the Contractor will be required to respond rapidly to Government requirements with outstanding professionalism, top quality craftsmanship, quality control, and coordination of the various disciplines without compromising professional standards, current mission requirements, and end user readiness. It is imperative that the Contractor provides a flexible and multidisciplined work force of the highest quality.
The majority of projects will encompass DoDEA's "21st Century Educational Concepts" and facility education specifications which involves the integration of the building itself into the teaching environment by highlighting sustainability and energy conservation features and effectively morphing the structure itself into a teaching tool. Each DoDEA school has a unique set of requirements that must consider the DoDEA 21st Century concepts, the DoDEA Facility Education Specifications, local school district program requirements, respective installation design guide criteria/requirements, executing construction agent's design guide criteria/requirements, and the geographic location while transforming the structure and physical environment into a teaching tool.
All task orders will define the work in as much detail as possible. This work definition will vary from minimal narrative descriptions to detailed concept information, depending on government requirements and the information available. The jobs included will require a variety of professional management, architectural, engineering, and consultant skills. When task orders are issued, the contractor shall be required to have a licensed professional assigned to the project, and in the case of a task order in conjunction of a Design-Bid-Build (D-B-B) construction project, task order awardee will become the Designer of Record (DOR).
All services shall be performed in accordance with DoDEA Education Specifications, Norfolk District Design Guide or applicable Construction Agent Design Guides, as well as all applicable codes and criteria required for Government work. Facilities shall be fully accessible to meet the requirements of Americans with Disabilities Act Accessibility Guidelines (ADAAG) and all applicable laws, codes and regulations pertinent to accessibility. All work shall be performed in accordance with Federal Acquisition Regulation (FAR) (https://www.acquisition.gov/FAR/). Designs will be prepared using US Standard English units of measure. ProjNet (DrChecks) (https://www.projnet.org) will be used for comment resolution of all design review submittals.
The type of primary services expected to be performed under this contract include but are not limited to:
i. DRAWINGS: All drawings produced for this contract shall be in compliance with the Architectural, Engineering, and Construction (A-E/C) CADD standards as issued by the CADD/BIM Technology Center https://cadbim.usace.army.mil. The Government will only accept the final products, without conversion or reformatting, in the Autodesk suite of software (AutoCAD or Revit). Drawings produced by scanning drawings of record or containing photographic images shall be delivered in a raster format compatible with AutoCAD electronic digital format. GIS information shall adhere to the Tri-Service Spatial Data Standards.
ii. SPECIFICATIONS: The basic contract specifications will be the Unified Facilities Guide Specifications. Other specifications and criteria (including industry standards) may be required by the government based on the location of the project and ownership of the facility.
Substitutions may be considered on a case-by-case basis, but only if approved by the Government.
iii. ESTIMATING REQUIREMENTS: Cost estimates shall be prepared using MII software in work breakdown structure (WBS), narrative documentation utilizing Microsoft Office Word.
iv. DESIGN SERVICES: shall include but not be limited to:
A. Permits: The A-E shall identify all necessary permits, licenses and approvals needed from all local, State, and Federal authorities required during the design. Permits which are the responsibility of the A-E shall be obtained during the design stage, (e.g.
permits associated with storm water management, erosion and sediment control, and the National Pollutant Elimination Discharge Permit). Those permits, which are the responsibility of the construction contractor, should be identified in Section 1, Job Conditions, of the contract specifications. Should it become necessary in the performance of the work and services for the A-E to secure the right of ingress and egress to perform any of the work on properties not owned or controlled by the Government, the Government will secure the consent of the owner, his representative, or agent, prior to the A-E’s effecting entry on such property. The A-E shall coordinate all rights-of-entry through the project manager.
B. A-E services: The A-E under each task order shall perform all work required accomplishing the intent of such task order, and unless otherwise specifically provided therein, shall perform the required services, which may include, but not limited to the following:
Studies: Consisting of investigations, feasibility studies, researching technologies, survey of existing conditions, sketches and cost estimates.
Reports: Consisting of discussions of the study and investigations, description of all plans and schemes considered for obtaining the desired end result of the study.
All drawings and sketches are required to present and illustrate the details and results of the study. Required estimates of construction costs, including comparative costs for indicated alternate plans and schemes and results conclusions, and any recommendations must be included.
