SUMMARY OF WORK
08/15
PART 1 GENERAL
1.1 DESCRIPTION OF CRANEY ISLAND DREDGE MATERIAL MANAGEMENT AREA
The Craney Island Dredged Material Management Area (CIDMMA) is a 2,500 acre confined dredged material disposal site located at the north end of the city of Portsmouth near Norfolk, Virginia. CIDMMA serves as a long-term disposal site for material dredged from the rivers, channels and ports in the Norfolk Harbor area. By 2010, the site had received over 253 million cubic yards of dredged material. The heights of the dikes are being raised to increase the site's storage capacity. The site is divided into three large storage cells that are contained by compacted soil dikes that range from 30 to 40 feet high. The top of the dikes serve as roadways and are interconnected. The site is a peninsula that is approximately 2 miles wide by 2 miles long that extends into the Norfolk Harbor. The south end includes access roads, the USACE office, and the Contractor's laydown yard.
Access to the site is limited and must be approved by the site's USACE office. A permanent crew of USACE personnel maintains the roads, dikes and associated structures. The island is a known nesting area for protected birds during the March 1 through August 15 period which may cause delays.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 GENERAL
The Contractor shall provide construction services, including personnel, transportation, mobilization/demobilization, equipment, and materials required in connection with the services described in this Scope of Work.
The services shall be performed in accordance with the technical and special provisions contained herein. Services not specifically described herein are nevertheless required if they can be identified as an item commonly a part of normally expected and/or professional grade work of a comparable nature. The work shall be performed in accordance with the Contract, manufacturer's recommendations, and state building codes.
1.2.2 Project Description
This project involves sand reclamation dredging within the Craney Island Dredge Material Management Area (CIDMMA). Dredging within the CIDMMA is necessary to maximize cell capacity and to extend the design life of the facility by reclaiming material to raise the perimeter dikes. Current methods of extracting material within the CIDMMA have proven successful for nearly six decades; however, hazardous conditions within the CIDMMA often limit the distance from the perimeter dikes with which reclamation efforts can take place. Through the use of a hydraulic cutterhead pipeline dredge, material located within the center of the North Cell will be transported to a placement site closer to the perimeter dikes, where natural sorting of the material will separate the sands from the fines. For a detailed description of the dredging area and limits of construction, see the project drawings in Section 00 01 15.
SECTION 01 11 00 Page 3
1.2.2.1 Sand Reclamation Dredging
Sand reclamation dredging shall occur within the area specified on the plans in Section 00 01 15. Dredging will be by means of a cutter-head suction dredge and pipeline..
1.2.2.2 Water Pumping
Water pumping will be required to provide adequate draft of the dredging vessel and hydraulic transport of the dredge material to the placement location. Water will be taken directly from the Elizabeth River for non-consumptive use only in the case the water level inside the CIDMMA is insufficient to maintain dredge plant operation.
1.2.2.3 Containment Dike
The containment dike will be located in the area defined by the plans and will act as an earthen barrier between the placement site and the dredging area. The purpose of the dike is to both route the return flow of transport water toward the spill-boxes to the west and to contain the placed sand for storage. A containment dike shall be constructed using Government provided material located within the Limits of Construction, and generated from excavation and dredging operations under this contract per the design detailed in the plans. Material reclaimed from within the limits of the Dredging Area shall be used to the maximum extent practicable to construct a stable Containment Dike.
1.2.2.4 Placement
Dredged material will be hydraulically pumped to the designated placement area behind the constructed containment dike to allow for natural sorting of the material and the retention of sands. The material shall be reworked to meet the cross-section dimensions as specified in the contract drawings found in Section 00 01 15.
1.2.3 Location
The work is located at the Craney Island Dredged Material Management Area which is located at the north end of the city of Portsmouth, Virginia on a peninsula extending into the Norfolk Harbor. Craney Island is directly west of downtown Norfolk, VA. The exact location is shown on the plans.
The USACE office is at the south-east corner of the site at: 4599 River Shore Road, Portsmouth, VA 23703 and can be contacted at 757-201-7605.
Access to the site is limited by fencing and access gates and requires USACE approval.
1.2.4 Safety Requirements
See Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and EM 385-1-1.
1.3 TRANSPORTATION FACILITIES
The Facility is served by secondary compact soil, unpaved roads around the perimeter with three connecting crossroads. Road(s) within the Facility that the Contractor proposes to be used shall be subject to prior approval of the Facility authorities. Haul and connecting roads used by Contractor shall be maintained throughout construction and shall be restored to as good condition as existed prior to their use. The Contractor shall also construct, subject to approval, such temporary haul
SECTION 01 11 00 Page 4 roads and ramps as may be deemed necessary for conducting his work. Any such temporary construction shall be removed and the affected area restored to its original condition before demobilization from the site.
All costs for the use of existing transportation facilities, for the construction of temporary facilities, and for maintenance, repair, removal and restoration shall be borne by the Contractor. The condition of the construction access route roadways shall be documented in writing and supplemented with pictures and video. The report shall be submitted to the Contracting Officer prior to starting the construction. Any existing roads, structures, or utilities damaged by moving equipment and materials to the construction site and during construction shall be repaired and/or replaced by the Contractor at no additional cost to the government.
1.3.1 Use of Roads
Hard-surfaced paved and unpaved roads from major and primary municipal roads serve the exterior side of the site. The movement of all vehicles shall be confined to the roads designated and shall comply with traffic regulations. The Contractor shall keep all roads on Craney Island clear of all obstructions and free of mud and other foreign materials resulting from operations. The Contractor's vehicles shall at no time follow a vehicle closer than 50 feet, and all vehicles shall pull off the road and come to a complete stop when meeting emergency vehicles, or vehicles with flashing lights. Speed limits and traffic controls shall be observed.
1.3.2 Cleated Vehicles
Cleated vehicles shall not be moved over surfaced roads except at the immediate site of the area where they are to be used.
1.4 SPECIAL CONTRACTOR REQUIREMENTS
1.4.1 COORDINATION IN WORK AREAS
1.4.1.1 Sharing of Roadways and Work Areas
During the period of this contract, in addition to Government personnel and equipment working at the site, other contractors may be on the facility for the construction of other features of work that is on or adjacent to the site being accomplished under this contract. This work includes the pumping of new dredge material into the storage cells using pipelines from the river; and dike, borrow area, and road work. It shall be the responsibility of the Contractor on this contract to be fully informed of the extent of the limits of work to be performed by other Contractors. Should there be any conflict between these limits, it shall be brought to the attention of the Contracting Officer (CO) and the CO’s decision shall be final.
1.4.1.2 Work Hour Restrictions
The contractor may work on site 24 hours a day, 7 days a week.
1.4.1.3 Existing Utility Location
Existing utilities must be located before doing any digging work on Facility. 1.9 EQUIPMENT OWNERSHIP AND OPERATING EXPENSE SCHEDULE
1.9.1 Allowable Costs
Allowable cost for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a Contractor or subcontractor at any tier shall be based on actual cost data when the Government can determine both ownership and operating costs for each piece of equipment or equipment groups of similar serial and series from the Contractor's accounting records. When both ownership and operating costs cannot be determined from the Contractor's accounting records, equipment costs shall be based upon the applicable provisions of EP 1110-1-8, "Construction Equipment Ownership and Operating Expense Schedule," Region I or II as applicable. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the Contracting Officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply.
For retrospective pricing, the schedule in effect at the time the work was performed shall apply.
1.9.2 Rental Costs
Equipment rental costs are allowable, subject to the applicable provisions of the Federal Acquisition Regulations, and shall be substantiated by certified copies of paid invoices. Rates for equipment rented from an organization under common control, lease-purchase or sale-leaseback arrangements will be determined using the schedule except that rental costs leased form an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees are allowable. Costs for major repairs and overhaul are unallowable.
1.9.3 Equipment Costs
When actual equipment costs are proposed and the total amount of the pricing action is over $25,000, cost or pricing data shall be submitted on the Standard Form 1411, "Contract Pricing Proposal Cover Sheet". By
SECTION 01 11 00 Page 8 submitting cost or pricing data, the Contractor grants to the Contracting Officer or an authorizing representative the right to examine those books, records, documents and other supporting data that will permit evaluation of the proposed equipment costs. After price agreement the Contractor shall certify that the equipment costs or pricing data submitted are accurate, complete and current.
1.10 SUBCONTRACTS AND WORK COORDINATION
Contract Clauses "SUBCONTRACTS", "PERMITS AND RESPONSIBILITIES", and "MATERIAL AND WORKMANSHIP" are supplemented as follows:
a. Divisions or sections of specifications are not intended to control the Contractor in dividing the work among subcontractor, or to limit work performed by any trade.
b. Contractor shall be responsible for coordination of the work of the trades, subcontractors, and materials.
c. The Government or its representative will not undertake to settle any difference between the Contractor and Contractor's subcontractors, or between subcontractors.
d. The Government reserves the right to refuse to permit employment on the work or require dismissal from the work of any subcontractor who, by reason of previous unsatisfactory work on Corps of Engineers projects, or for any other reason is considered by the Contracting Officer to be incompetent or otherwise objectionable.
1.11 CONSTRUCTION MANPOWER AND EQUIPMENT REPORT
The Contractor shall submit executed CENAO Form 987, Construction Manpower and Equipment Report daily. The report shall include manpower and equipment for the general and subcontractors. Forms are available from the Contracting Officer.
1.12 PROFIT
1.12.1 Weighted Guidelines
Weighted guidelines method of determining profit shall be used on any equitable adjustment change order or modification issued under this contract. The profit factors shall be as follows:
Factor Rate Weight Value
Degree of Risk 20 Relative difficulty of work 15 Size of Job 15 Period of performance 15 Contractor's investment 05 Assistance by Government 05 Subcontracting 25
SECTION 01 11 00 Page 9
1.12.2 Value
Based on the circumstances of each procurement action, each of the above factors shall be weighted from .03 to .12 as indicated below. The value shall be obtained by multiplying the rate by the weight. The value column when totaled indicates the fair and reasonable profit percentage under the circumstances of the particular procurement.
1.12.2.1 Degree of Risk
Where the work involves no risk or the degree of risk is very small, the weighting should be .03; as the degree of risk increases, the weighting should be increased up to a maximum of .12. Job items will have, generally, a higher weighted value than the unit price items for which quantities are provided. Other things to consider: the portion of the work to be done by subcontractors, nature of work, where work is to be performed, reasonableness of negotiated costs, amount of labor included in costs, and whether the negotiation is before or after performance of work.
1.12.2.2 Relative Difficulty of Work
If the work is most difficult and complex, the weighting should be .12 and should be proportionately reduced to .03 on the simplest of jobs. This factor is tied in to some extent with the degree of risk. Some things to consider: the nature of the work, by whom it is to be done, where, and what is the time schedule.
1.12.2.3 Size of Job
All work not in excess of $100,000 shall be weighted at .12. Work estimated between $100,000 and $5,000,000 shall be proportionately weighted from .12 to .05.
1.12.2.4 Periods of Performance
Jobs in excess of 24 months are to be weighted at .12. Jobs of lesser duration are to be proportionately weighted to a minimum of .03 for jobs not to exceed 30 days. No weight where additional time not required.
1.12.2.5 Contractor's Investment
To be weighted from .03 to .12 on the basis of below average, average, and above average. Things to consider: amount of subcontracting, mobilization payment item, Government furnished property, equipment and facilities, and expediting assistance.
1.12.2.6 Assistance by Government
To be weighted from .12 to .03 on the basis of average to above average.
Things to consider: use of Government owned property, equipment and facilities, and expediting assistance.
1.12.2.7 Subcontracting
To be weighted inversely proportional to the amount of subcontracting.
Where 80 percent or more of the work is to be subcontracted, the weighting is to be .03 and such weighting proportionately increased to .12 where all the work is performed by the Contractor's own forces.

1.2 Single Job Payment Items
Payment items for the work of this contract for which contract job payments will be made are listed in Section 00 10 00"BIDDING SCHEDULE" and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, shall be included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed shall constitute full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
1.2.1 Payment Item No. 0001 Mobilization
All costs connected with the mobilization and demobilization of all of the Contractor's equipment as defined below will be paid for at the contract job price for this item. Sixty percent of the job price will be paid to the Contractor upon completion of his mobilization at the work site. The remaining forty percent will be paid to the Contractor upon completion of demobilization. In the event the Contracting Officer considers that the amount in this item, sixty percent which represents mobilization and forty percent which represents demobilization, does not bear a reasonable relation to the cost of the work in this contract, the Contracting Officer may require the Contractor to produce cost data to justify this portion of the bid. Failure to justify such price to the satisfaction of the Contracting Officer will result in payment of actual mobilization costs, as determined by the Contracting Officer, at the completion of mobilization, and actual demobilization costs, as determined by the Contracting Officer, at the completion of demobilization. The determination of the Contracting Officer is not subject to appeal.
1.2.1.1 Mobilization
Mobilization shall include all costs for operations accomplished prior to commencement of actual construction operations. This shall include, as a minimum, the following:
a. Transportation of personnel, equipment, and materials to the job site.
b. Any required labor and materials to set up working operations (i.e.
administrative, electricity, telephone, lay down area preparations, etc.)
c. Construction of an access corridor for dredge plant mobilization
SECTION 01 22 00 Page 2 within the CIDMMA.
d. All costs for any other associated work that is necessary in advance of the actual project.
1.2.1.2 Demobilization
Demobilization shall include general preparation for closeout of project including, but not limited to Transportation of personnel, equipment, and materials from the job site, decommissioning of temporary facilities, etc.
1.2.2 Payment Item No. 0003 Carrier Water Pumping

1.3 UNIT PRICE PAYMENT ITEMS
1.3.1 Payment Item No. 0002 Reclamation Dredging and Conventional Placement
Payment to be made for all costs associated with dredging shall include the cost of removal and placement of material as indicated and specified, exclusive of the mobilization and demobilization as defined above. The total amount of material removed and to be paid for under this payment item will be measured by the cubic yard in situ by computing the volume between the bottom surface shown by soundings of the last surveys made before dredging, and the bottom surface shown by the soundings of surveys made as soon as practicable after the work has been completed. The volume for measurement and payment shall include the material within the limits of side slopes described in paragraph "Required Dredging Prism and Side Slopes" of SECTION 35 20 23. The drawings are believed to accurately represent conditions at the time of the surveys indicated. New soundings shall be taken before dredging as specified in paragraph "Before and After Dredging Surveys" of SECTION 35 20 23. The Contractor's unit price for dredging, based on the above method of computation of the quantity for payment, shall include changes caused by the Contractor's operations that might occur during the period between the surveys before dredging and the surveys for acceptance of the work. Computations for payment purposes will be made by the Government using, as defined in the USACE Hydrographic Survey Manual EM 1110-2-1003, the Average End Area (AEA) method, Triangulated Irregular Network (TIN) method, or a combination of these methods at the discretion of the Government, utilizing electronic data processing software and machines for the calculations. Determination of quantities removed and the deductions made to determine quantities in place to be paid for in the areas specified, after having once been made, will not be reopened except on evidence of collusion, fraud, or obvious error.
1.3.2 Payment Item No. 0004 Surveys
Payment for "Surveys" shall be per Each survey. The Contractor shall perform a Before-Dredging Survey and an After-Dredging Survey of each
SECTION 01 22 00 Page 3
Acceptance Section. The After-Dredging Survey of each upper lift Acceptance Section will serve as the Before-Dredging Survey of the lift lying immediately below, as applicable and in accordance with Section 35 20 23, paragraph 1.4.4 Acceptance Sections and as referenced on the plans. The Contractor shall also perform After-Placement surveys of the containment dike to ensure that the dike meets the dimension and location requirements as specified in the plans as detailed in the contract drawings and specifications. The Government will pay for one additional After-Dredging Survey for each of the three lowest lift Acceptance Sections should additional dredging be required to meet the contract requirements. A maximum of 21 Surveys will be paid by the Government, including up to 18 Dredging Surveys and up to 3 Containment Dike Surveys.
1.3.3 Payment Item No. 0005 Containment Dike Earthwork
This bid item includes payment for "Containment Dike Earthwork" and shall be by Linear Foot of constructed dike accepted by the Government as detailed in the contract drawings and specifications.
